No formal legislative votes or official code approvals were conducted. 1. CALL TO ORDER, ROLL CALL & QUORUM DETERMINATION Chairman Mark Strickland called the public meeting to order at 6:13 p.m. Attendance and roll call were recorded, noting Mark Strickland, Craig Milde, and Alayna Nordstrom present, with Melanie Cantrell, Bruce Baker, Kristen Uhrhan, Willie D. Sandin, and Robert Blasiney absent. Due to the lack of a legal quorum (3 members present, 4 required), no formal legislative votes, minute approvals, or binding board actions could be conducted. Pursuant to open meeting guidelines, the Board proceeded with an informal study session and presentation of code review materials. 2. 2024 INTERNATIONAL CODE STUDY SESSION: SESSION 1 CONTINUATION The Board conducted an informal study session reviewing remaining provisions of the 2024 International Codes (IBC, IEBC, and IECC): Key Technical & Policy Discussion Items: • Energy Code Options & Enforcement: Evaluated practical challenges with energy code adoption. Enforcing the 2024 IECC poses operational hurdles due to mandatory blower-door testing and independent verification requirements. The 2009 IECC creates structural cross-reference conflicts with newer building codes. The group consensus favored presenting City Council with two primary options: (1) No separate energy code adoption, or (2) Requiring permit applicants to submit COMcheck compliance reports as a flexible, standardized alternative. • Deck Flashing, Waterproofing & Cantilevers: Discussed deck flashing and waterproofing requirements for cantilevered balconies and elevated decks. Supported mandatory flashing inspections and visual verification of framing connections/ledgers to reduce structural collapse risks. • Seismic Requirements & Existing Buildings: Questioned local municipal ordinance exemptions regarding seismic enforcement (including water heater strapping). Staff and board members agreed to locate and share the ordinance addressing local seismic-code enforcement before the next meeting. • International Existing Building Code (IEBC) Upgrades: Clarified that additions/renovations can be submitted under either the IBC or IEBC. Reviewed the 30% structural upgrade threshold, confirming it applies under specific conditions (e.g., Risk Category IV buildings) rather than broadly. Reviewed re-roofing diaphragm rules (applicable only in basic wind zones >130 mph). • Accessibility, Restroom Provisions & Plumbing Fixtures: Reviewed provisions allowing a single fully accessible family/assisted-use restroom under Section 2902. Confirmed adult changing table mandates apply to specific high-occupancy assembly/mercantile facilities. • Technical Code Provisions: Reviewed building height thresholds, occupiable roofs, mass timber construction, commercial hoods, storm shelter capacity, play structures, noise controls, and tornado design loads. 3. ADMINISTRATIVE & FOLLOW-UP ACTION ITEMS • Seismic Ordinance: Locate and share the ordinance addressing local seismic-code enforcement before the next meeting. • Residential Code Deck: Staff to distribute the 2024 IRC slide deck and next meeting confirmation this week. • Quorum Management: Mark Strickland to start a group text communication thread among members to confirm attendance prior 44 N Lorimier Street, Cape Girardeau, MO 63701 (573) 339-6327 Tel www.cityofcapegirardeau.org/development to scheduled meetings. • Developer Roundtable: Confirm the date for the upcoming Developer Roundtable (tentatively October 15) with Trevor and distribute prior presentation slide decks. 4.
