Bobby Newton (x1393) Rnewton@cityofcape.org Motor Vehicle Crash Involving Pedestrian On October 4, 2026, at about 11:48 a.m., officers with the Cape Girardeau Police Department responded to the 1000-Block of Bloomfield Rd. in reference to a juvenile struck by a vehicle. The preliminary investigation revealed a 2018 Nissan Altima being driven by Deandre Baylis (22) of Cape Girardeau, MO was traveling east bound on Bloomfield Rd. as a juvenile traveling south on Hanover St. riding a scooter was struck by the Altima. The juvenile was being treated by medical personnel and was transported to an area hospital for further treatment. Throughout the investigation, it was determined the probable contributing circumstances causing the crash was due to Baylis using his cell phone while operating the vehicle along with the juvenile failing to stop for a posted stop sign. Officers also learned the vehicle Baylis was operating was improperly registered and did not have current insurance. As officers attempted to detain Baylis, he resisted officers. Baylis was transported to the Cape Girardeau Police Department and formally charged through the Cape Girardeau County Prosecutors Office with Class A misdemeanor of resisting an arrest, Class B misdemeanor of C&I driving, Class B misdemeanor of operating a motor vehicle while using an electronic communication device, Class B misdemeanor of failure to register motor vehicle, and Class D misdemeanor of failure to maintain financial responsibility. Baylis is currently being held on a $5,000 cash-only bond. An offense charge is merely an accusation; the defendant is presumed innocent until proven guilty.
