by January 24th, 2026.
• Penny Williams gave an update on Twinkle and Twirl on Fountain (ice skating) that took place
December 17-20 in Downtown Cape. The event went very well. Public requesting to have it
again next year with a bigger rink. Brenda Newbern and Jackson Hill both mentioned how
highly the public talked of the event.
Presentations:
• Doug Gannon gave PowerPoint over the internal team for the Youth Sports Complex at
Shawnee Park. Doug informed everyone of timeline and deadlines, listed the 11 team
members and their duties. The 1st tournament is scheduled for April 18th. Scott
Williams discussed Stork Landscaping hauling the old dirt from the Youth Complex to
the Arena ball fields.
• Kaed Horrell gave short presentation on the eroding of the Cape LaCroix Trail. Talked
about how we are using excess dirt from the Youth Complex to fill in those eroded
areas. Kaed also informed the group we are getting 200 trees from MDC and will be
using part of those trees to fill in this area along the trail after it has been seeded.
• Kaed Horrell showed a picture of the newly installed park shelter at Walker Park.
• Scott Williams introduced PORCH and their members that were present. Tameka
Randle, the Chief Executive Officer, from PORCH discussed their fundraising and
projects for the south side of Cape Girardeau. PORCH also made a donation recently to
Parks and Recreation. A check presentation for that donation followed.
NEW BUSINESS

Parks. Signs such as Welcome and directions. Ziglin is the contractor for this upcoming
project.
• Penny Williams handed out the newest edition of Play Cape! To the board members.
• Doug Gannon and Scott Williams addressed the parking at the Sportsplex issue. Due to
the large size tournaments being hosted there, parking has become an issue. We are
wanting to add about 120-130 more parking spots going towards Ford Groves. Scott
also informed members that a sports shoe store will be going into the Sportsplex, along
with a coffee lounge in the near future. The Sportsplex is also adding a 3rd checkout
window at the concession stands.
REPORTS/PROJECTS UPDATES
• Parks and Recreation Project Updates
o Cape LaCroix Trail Project/Creek Bank Repair – Kaed Horrell gave an update that the south
part should begin repairs this spring with Apex as the contractors. The sections between
Shawnee Park Center and Bloomfield will be closed during this time and will reopen by
Sept. 2026.
o Skate Park Expansion—Kaed Horrell informed the board that the install of the half pipe
will be completed by Feb. 2nd- with weather pending.
o Community Center Floor Care- Scott Williams informed everyone that 3 floors were
refinished recently- The Osage Center, The A.C. Brase Arena, and The Shawnee Park
Center.
• Cape LaCroix Trail/Lexington Street Bridge Improvements- Kaed Horrell gave an update on
the mud washing over the trail. After a smaller rain, no mud was left on the trail afterwards.
Capping off the drain on that one side seems to be working. If a heavy rain leaves mud,
building a half wall maybe the next step.

for Highway 61 celebrations to be announced.
• Tree Advisory Board – Kaed Horrell informed everyone of Robert Harris’s passing. Robert
was a Tree Board member and a past Park Board member.
o Jackson Hill talked of revisiting the Bradford Pear tree issues in the Cemetery. Will get

invasive to Missouri.

couple of Trees for Arbor Day.
