STUDY SESSION — December 15, 2025
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday,
December 15, 2025, at 5:01 p.m. with Mayor Stacy Kinder presiding and Council Members Mark
Bliss, David Cantrell, Bryan Johnson, Dan Presson and Nate Thomas present. Tameka Randle was
absent.
REGULAR SESSION — December 15, 2025
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, December 15, 2025, at 5:07 p.m. with Mayor Stacy Kinder presiding and Council
Members Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, and Nate Thomas were
present. Tameka Randle was absent.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by Nate Thomas, to approve and adopt the agenda.
Motion passed. 6-0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Thomas. Absent: Randle.
CONSENT AGENDA
Approval of the December 1, 2025, Regular Session City Council Minutes.
BILL NO. 25-117, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, by changing the zoning of property located at 825 South Ellis Street, in
the City and County of Cape Girardeau, Missouri, from NC to R-3. Second and Third Readings.
BILL NO. 25-118, an Ordinance accepting a General Warranty Deed from The Patt Revocable
Family Trust dated November 21, 1994 as amended and restated, for property adjacent to the Cape
Girardeau Regional Airport. Second and Third Readings.
A Motion was made by Mark Bliss, Seconded by Nate Thomas, to approve and adopt.
Motion passed. 6-0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Thomas. Absent: Randle.
BILL NO. 25-117 will be Ordinance NO. 5878. BILL NO. 25-118 will be Ordinance NO. 5879.
NEW ORDINANCES
BILL NO. 25-119, an Ordinance authorizing the City Manager to execute a Cooperative Agreement
with the County of Scott, Clerk of the County Commission, and the County Collector, for Tax
Collection Services, in the City of Cape Girardeau, Missouri. First Reading.
Mayor Kinder called for public appearances regarding this Bill. No one appeared.
A Motion was made by David J. Cantrell, Seconded by Dan Presson, to approve.
Motion passed. 6-0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Thomas. Absent: Randle.

BILL NO. 25-120, an Ordinance approving the record plat of Stone and Story Subdivision. First
Reading.
Mayor Kinder called for public appearances regarding this Bill. No one appeared.
A Motion was made by David J. Cantrell, Seconded by Dan Presson, to approve.
Motion passed. 6-0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Thomas. Absent: Randle.
APPEARANCES REGARDING ITEMS NOT ON THE AGENDA
Mr. Percy Huston, 913 Pheasant Cove, appeared and discussed the the Mayor's recent letter
published in the media, as well as the need for more Council study sessions, more dialogue, and
the ability for council to respond to citizens.
MEETING ADJOURNMENT
A Motion was made to adjourn by David J. Cantrell, Seconded by Dan Presson.
Following comments by Mr. Cantrell, the motion passed. 6-0. Ayes: Bliss, Cantrell, Johnson,
Kinder, Presson, Thomas. Absent: Randle.
The regular session ended at 5:17 p.m.
