Mr. Thompson and seconded by Mr. Blank.
REZONINGS, SPECIAL USE PERMITS, AND EXCEPTIONS
A public hearing was held on the request of Gibson Recovery Center to rezone property
located at 1112 Linden Street from R-4 (Medium Density Multifamily Residential District) to
C-1 (General Commercial District). Ryan Essex, Gibson Recovery Center Chief Operating
Officer, presented the request. He explained that Gibson Recovery Center has several
offices and would like to consolidate them into a single office on the site of the existing
residential treatment facility at 1112 Linden Street. The present R-4 zoning does not allow
office buildings. Mr. Martin asked if the existing building would be demolished. Mr. Essex
replied that the existing building would remain and the new building would be constructed
behind it.
Chairman Greaser opened the public hearing and, seeing no appearances to speak, he
closed the public hearing. A staff report was submitted to the Commission, which
recommended approval of the rezoning request. Ms. Stickel abstained from the discussion
and vote for business reasons. A motion was made by Ms. Young and seconded by Mr.
Blank to recommend approval of the rezoning request. The motion passed with a roll call
vote of 7 in favor, 0 in opposition, and 1 abstaining (Aye: Blank, Greaser, Koetting, Martin,
Thompson, Whittington, Young; Abstain: Stickel).
2. A public hearing was held on the request of Meyr Properties, L.P. to rezone property located
on the south side of LaSalle Avenue, west of Baldwin Drive, from C-2 (Highway Commercial
District) to R-1 (Single -Family Suburban Residential District). Chris Koehler, Koehler

Engineering and Land Surveying, presented the request. He explained that when the
property was annexed to the city several years ago, Mr. Meyr anticipated developing it for
commercial uses. Since that time, Mr. Meyr has changed his mind due to the demand for
residential development. He now plans to develop the property for a single-family
residential subdivision.
Chairman Greaser opened the public hearing and, seeing no appearances to speak, he
closed the public hearing. A staff report was submitted to the Commission, which
recommended approval of the rezoning request. A motion was made by Mr. Koetting and
seconded by Ms. Stickel to recommend approval of the rezoning request. The motion
passed with a roll call vote of 8 in favor, 0 in opposition, and 0 abstaining (Aye: Blank,
Greaser, Koetting, Martin, Stickel, Thompson, Whittington, Young).
3. A public hearing was held on the request of the City of Cape Girardeau to rezone property
located at 1520 North Mount Auburn Road from R-1 (Single -Family Suburban Residential
District) to C-2 (Highway Commercial District). Mr. Shrimplin explained that the property
contains a billboard, which was constructed several years ago. At the time the billboard was
constructed, the property was zoned commercial. It was rezoned to R-1 in 2010 when the
City adopted a new zoning ordinance and zoning map. It is not clear why the property was
rezoned to R-1 given the existing billboard. Staff researched City records and did not find
any documentation explaining the reason for rezoning the property to R-1. The billboard
owner has requested that the City rezone the property back to commercial.
Chairman Greaser opened the public hearing and, seeing no appearances to speak, he
closed the public hearing. A staff report was submitted to the Commission, which
recommended approval of the rezoning request. A motion was made by Mr. Thompson and
seconded by Mr. Koetting to recommend approval of the rezoning request. The motion
passed with a roll call vote of 8 in favor, 0 in opposition, and 0 abstaining (Aye: Blank,
Greaser, Koetting, Martin, Stickel, Thompson, Whittington, Young).
4. A public hearing was held on the request of the City of Cape Girardeau for a special use
permit to maintain and operate an existing billboard in the C-2 (Highway Commercial) district
at 1520 North Mount Auburn Road. Mr. Shrimplin explained that a special use permit is
required for a billboard in the C-2 district. The City agreed to apply for the special use
permit along with the rezoning on behalf of the billboard owner. Approval of the special use
permit request is contingent upon approval of the rezoning request.
Chairman Greaser opened the public hearing and, seeing no appearances to speak, he
closed the public hearing. A staff report was submitted to the Commission, which
recommended approval of the special use permit request, subject to the following
conditions:
1. The special use authorized by this permit shall meet all applicable requirements of
the Zoning and Development Codes except as noted below.
2. The following exceptions are hereby granted as a part of this permit:
a. An exception to allow the existing billboard to be within 1,400 feet of another
billboard;

OTHER ITEMS AND COMMUNICATION
8. Chapter 30 Amendment Regarding C-2, Highway Commercial District
City of Cape Girardeau
Planning & Zoning Commission
Meeting Minutes
May 11, 2022
Mr. Shrimplin presented a proposed amendment to the C-2, Highway Commercial District
regulations in the Zoning Code (Chapter 30 of the City's Code of Ordinances). He explained
that the amendment changes "vehicle washing facilities, automatic or hand wash" from a
special use to a permitted principal use. He noted that, in recent years, there has been an
increase in development activity related to car washes. Several new car wash facilities have
been constructed, with additional facilities under construction or proposed. Staff believes
the requirement to obtain a special use permit for this type of use in the C-2 district is
unnecessary, especially considering the fact that more intensive uses, such as hospitals,
are permitted principal uses.
A motion was made by Mr. Whittington and seconded by Ms. Stickel to recommend approval
of the amendment as proposed by staff. The motion passed via a unanimous vote.
9. Chapter 30 Amendment Regarding R-4, Medium Density Multifamily Residential District
Mr. Shrimplin presented a proposed amendment to the R-4, Medium Density Multifamily
Residential District regulations in the Zoning Code (Chapter 30 of the City's Code of
Ordinances). He explained that the amendment adds a paragraph entitled "Parking
regulations" at the end of the section. He noted that all of the other residential zoning
districts contain this paragraph. It is believed that the paragraph was inadvertently omitted
when the R-4 regulations were last amended.
A motion was made by Mr. Thompson and seconded by Mr. Blank to recommend approval
of the amendment as proposed by staff. The motion passed via a unanimous vote.
