Meeting was called to order by Pr dent Wayne Lust, at the First Federal
Building 7:30 P.M., Wednesday evening July, 1957.
The first and only business to be discussed at this meeting was a letter
from the City Engineer, jbhn R. halther directed to the City Planning
and Zoning Commission in which he made various recomnendations.
item 1. Was a street following the general alignment of Sloan's
Creek from Big Bend Road to Sprig'treet, thenest with Whyne
Street. Ae stated in :eels letter that we will notice that there is
no satisfactory cast west connection in this area between Normal
Avenue and Bertling. In the discussion it was brought out by Paul
R. Williams that perhaps this could be extended from either Tbird
or Fourtb Street to idghway 61, which would then def:ire ittly connect
the east end of Cape from Nbrth Water Street on to the highway 61
wbich of course would We the only through street Nortb of Broadway.
Motion was made by Paul R. Wiliiams, and seconded by Anderson Jones
t.at this item I be approved as submitted with the above recognendations.
Motion carried.
The second item up for discussion, which is item 3 of the letter
was the proposal to extend Clark A.enue to Perryville Road and Cape
Rock Krive to provide a North -South outlet between Perryville Road
zmd Cape Pock Drive. As VT. Kalt her stated this is the only
practical through street to be had in this area. It is his under-
standing and ours also that property owners at the nd tad end are
now planning a part of this connection.
Also item 4 of his letter proposed and east -west outlet from
Kingsway QVive to Cape hock Drive. The lioard of Education is interested
in this location in connection with the proposed elementary school.
Then item 6 of his letter the City Engineer also proposed the widening
of the present alley from BloomfielQ Street to Kood Hope Street to
provide a.suitable condition witb Sheridan Drive. This particulyr
street had been up for discussion in previous neetings an6 the moti6n
was ma6e by Paul R. Williams, and seconded by Anderson Jones that
this alley be widened so that suitable connections will be bad with
Sheridan Drive and also to permit a right-of-way for the future opening
of College Street from Lest End 31-ad. to Minnesota Ave., the two
items ad Lich were item 6 as of the Engineers letter, we feel sbould
be taken care of as soon as possible.
Items 8 and 9, it is the City Lngineers opinion that the City ought
to secure right-of-way for the extension of henderson Avenue from

College Street South to highway 74, following the aliFnment of the
storm water channel an6 dry weather outlet of Sewer Jistrict No. 5t
to secure a north -south artery and provide as means of reaching the
channel and sewer for maintenance. And a connection of West End Blvd.
to the above street. This long has been an opinion of the City Planning
and Zoning Commission that as connection ought to be made from either
-enderson or South West End Alvd., to Li,Jnvay 74. VOction was made by
3ar<ett "alker, and seconded by Charles Cofer that the above recommendation
Lae submitted to the City Council for further study.
Next was the discussion of the right-of-way for street from the north
end of 1,(-,,raing Lane west to the Arena Park. 3roadview Drive now meets
independence Street, (Gordonville Road) just east of the bridge which
is a very dangerous location, whereas Leming Lane provides as good
intersection. Motion was made by Martin Acht and seconded by Thomas
L. Meyer, motion carried.
Finally the discussion came around to rape La Cruz Creek. It was
recommended that the Cape La Cruz Creek ought to be straightened from.
Minnesota Ave. to Gordonville Road to inprove its capacity and help
the flooding situationsituation in the time of beavy rain. It is
thought by the engineer in years to come there will be a need for a
drive folln, yin F Vis route From Minnesota Ave. to 13loomfield Street.
Notion was made by haul R. Williams, that this particular situation be
given more study and also ask the City Engineer to contact vArious
contractors to secure estimates as to the cost. Motion was seconded
by Barrett Walker, motion carried.
Also at this meeting it was suggested that the City Council along with
the City Engineer in working with Planners of subdivisons that the grades
be established on the streets before the accepting of as bdiv suision plat.
The planner ought to present preliminary drawinqs for a study and then
returned to him after recorariendations have bcnn made to eliminate any
future descrepancies in street grades and elevations.
