Special Meeting
CITY COUNCIL - CAPE SPECIAL ROAD DISTRICT
August 27 , 1979
{ Present were City Council - Paul Stehr, Woody Woodfin,Oliver
Hope, Bob Herbst; Road District - George Penzel, Ralph Phillips,
L C Blattner Jr , and A C Brase; City Staff - W G Lawley
and Cecelia Sonderman
The meeting was held to discuss the next road improvement which
can be accomplished as a joint project between the City and Road
District.
The City listed its priorities as improvements of bridges on
1 Independence, between Highway 61 and East Rodney Drive
2 Bloomfield Street, just east of Highway 61
3 South Sprigg Street, over Cape LaCroix Creek
4 Hopper Road, between the end of the concrete pavement
and Mt. Auburn Road
A portion of the roadbed on South Sprigg is planned first as
an FAU project.
The Road District reported on roads it now maintains and on the
agreement with the City for routine maintenance only of Perryville
Road from where the concrete pavement now ends to the City limits
The District would like to see traffic counts made on the above
portions of Independence, Bloomfield and Hopper Road for comparison
with a traffic count on this section of Perryville Road (Penzel)
This portion of Perryville Road was listed as the first priority
of the Road District and the only one given serious consideration
at this time. It was reported that the District expects to complete
its payments on Mount Auburn Road this year, and on Cape Rock Drive
in 1980 Road District funds will be available for another joint
project in Calendar Year 1981 (Penzel)
There was discussion on the present poor condition of this
section of Perryville Road and on subdivisions developed in that
area The increase in traffic on the road as the result of these
developments and the locations of the Municipal Golf Course and
Charmin Paper Products Company was discussed
The Road District reported its opinion that this portion of
Perryville Road should be improved as
1 A four-lane cement concrete pavement the full length if
possible to conform to the present concrete section of
the road
2 If this is not possible, then a four-lane cement concrete
pavement from the end of the present pavement to at least
Woodland Hills Subdivision (Leonard Lowes, developer)

3. If cement concrete paving is only for part of the road,
then right-of-way should also be obtained to improve
the remaining portion at a later date (Brase)
i
It was reported that
1 The City might have about a 50-foot right-of-way (to
the outside of the ditch) by prescription if nobody
challenges this point
2 . The City' s Capital Improvement funds are committed beyond
this fiscal year, and 1 or 2 years ' leeway will be needed
in planning new projects
3 By 1981, cost of the proposed Perryville Road improvement
could range from $75, 000 to $100, 000
4 The City Council could decide to participate in a joint
project to wedge overlay Perryville Road Ditch and
drainage work would be needed (Lawley)
Mayor Stehr reported that he, personally, could support wedge
overlay of the present roadway to the City limits, and obtain
right-of-way for a 36-foot-wide street later
Discussion was on expected growth of the City. After annexation,
growth is expected to be to the west When Lexington is extended,
it will help carry traffic from Woodland Hills (Stehr) . After
annexation, Road District lines won"'t change and a joint meeting will
be necessary to discuss roads within the City limits that the Road
District will maintain (Penzel)
Discussion was on the fact that the best time to obtain right-
of-way is when subdivisions are being developed, and there probably
won't be any more subdivisions along Perryville Road after the
Meyers and Cole properties are subdivided
The Road District reported that its purpose is to improve roads
that provide accessibility to the City (:Blattner) Improvement of
Perryville Road has been the District' s goal for some time, and
projects beyond that have not been discussed to a great extent
However, some thought has been given to the following
1 The importance of the extension of Silver Springs Road
near the interchange Andy Juden is ready for this
project to proceed and will donate the right-of-way
Mr Juden has said that after his death, it may be
impossible to obtain the right-of-way The extension
could be graveled although there may be a problem on
how to maintain access to the Juden property Mr Juden
has suggested a solution to the access problem (Brase)

2 When West Park Shopping Mall is developed, there will
be a need for another road besides Route K into the
Mall
3 North Sprigg Street needs to be opened all the way to
Cape Rock Drive
1 4 Lampe Road has been surveyed because the City' s annexation
area will reach that point The road needs to be extended
to Benton Road
5 An orchard road near the John Deere Equipment Co has
been completed A fourth of the road will be taken into
the City limits by annexation
6 Oriole Road needs to be improved from the City limits to
State Route V as an anticipated mainline entrance to the
City (Penzel)
7 Extension of New Madrid Street from Main -Street to Hopper
Road was of most importance a few years ago, but there
was a lack of co-operation between the School Boards and
the City This project would now be too costly (Brase)
8 The Road District has some other ideas for long-range
improvements, but Perryville Road is its main concern
Routine maintenance will no longer suffice; the Road
District does not have the resources for a major
improvement unless it is a joint project with the City,
and, the only other alternative might be to again gravel
the road (Penzel)
There was discussion on the problems with right hand turns at
the intersections of Kingshighway and Cape Rock Drive; and, at
Independence Street and Kingshighway
It was suggested that
1 The City write the State Highway Department District
Office consistently on these problems (Herbst)
2 The City write Rep Jerry Ford for his assistance (Woodfin)
3 The City write Rep Ford and the State Highway Commission
Office in Jefferson City about the matter (Stehr)
The present financial oiddiculries of the State Highway Department
were discussed
Discussion again turned to Perryville Road and estimated costs
of the proposed improvement It was reported that
1 Property owners having more than 1200 front feet of
property may be able to block the project

2 The City and Road District may have to participate up
to 75 percent of the total cost to obtain property
owners approval (Stehr)
3 It will be no bargain for property owners to offer
right-of-way in exchange for the City and Road District
paying their tax bills (Lawley)
CONCLUSION
The Road District wants as the next joint project
1 Perryville Road paved with cement concrete 36 feet wide
from the end of the present pavement to the City limits
2 If the City cannot agree to the above, then construct
the above type pavement from the present pavement to
Woodland Hills Subdivision, and make any improvement possible
to the remainder of the road
3 Then begin efforts to obtain right-of-way for this width
pavement from Woodland Hills to the City limits for future
improvement (Brase, Penzel, Blattner)
{ f
The City will
1. Check on the State Highway Department' s latest traffic
count on Perryville Road (City Manager)
2 Obtain some estimates on costs and cosider the Road
District' s proposal when discussing the City Manager' s
5-year projected Capital Improvements Plan.
3 Give consideration as funds allow to
A Cement concrete for the entire project
B For cement concrete from the present pavement to
Woodland Hills, and wedge overlay from that point to
the City limits
C Wedge overlay for the entire length of the project
D Obtaining right-of-way needed for any improvement to
Perryville Road as a short-term or long-term project
(Stehr)
Additional joint meetings will probably be needed for further
discussion on the project
