STUDY SESSION — September 16, 2024
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on
Monday, September 16, 2024, starting at 5:00 p.m. with Mayor Stacy Kinder presiding and
Council Members Mark Bliss, David J. Cantrell, Rhett Pierce, and Dan Presson present. Tameka
Randle and Nate Thomas were absent.

CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, September 16, 2024, starting at 5:23 p.m. with Mayor Stacy Kinder presiding and
Council Members Mark Bliss, David J. Cantrell, Rhett Pierce, and Dan Presson present. Tameka
Randle and Nate Thomas were absent.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by David J. Cantrell, to approve and adopt the
agenda.
Motion passed. 5-0. Ayes: Bliss, Cantrell, Kinder, Pierce, Presson, Absent: Randle, Thomas.
CONSENT AGENDA
Approval of the September 3, 2024, City Council Regular Session Minutes.
BILL NO. 24-87, an Ordinance accepting a General Warranty Deed from Diebold Family Rev:
Trust/Schmidt Voluntary Trust, a Missouri Trust, for property located at 1930 Independence
Street, in the City of Cape Girardeau, Missouri. Second and Third Readings.
BILL NO. 24-88, a Resolution Authorizing the City Manager to Execute a Grant Agreement with
the United States of America acting through the Federal Aviation Administration for airport
infrastructure. Reading and Passage.
BILL NO. 24-89, a Resolution authorizing the City Manager to execute Aviation Project
Consultant Supplemental Agreement No. 1 with Crawford, Murphy, and Tilly, Inc., for
construction services at the Cape Girardeau Regional Airport. Reading and Passage.
BILL NO. 24-90, a Resolution authorizing the City Manager to execute an Agreement with
Emery Sapp & Sons, Inc., for reconstruction of Taxiway D at the Cape Girardeau Regional
Airport. Reading and Passage.
A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve and adopt.

BILL NO. 24-87 will be Ordinance NO. 5777; BILL NO. 24-88 will be Resolution NO. 3621;
BILL NO. 24-89 will be Resolution NO. 3622; and BILL NO. 24-90 will be Resolution NO.
3623.
ITEMS REMOVED FROM CONSENT AGENDA
BILL NO. 24-91, a Resolution authorizing the City Manager to execute an agreement with BOLD
Marketing, LLC, for Convention and Visitors Bureau marketing services. Reading and Passage.
A Motion was made by Mark Bliss, Seconded by David J. Cantrell, to approve and adopt.
Motion passed. 5-0. Ayes: Bliss, Cantrell, Kinder, Pierce, Presson. Absent: Randle, Thomas.
Upon questioning by the Council, Parks and Recreation Director Doug Gannon spoke regarding
the Agreement with Bold Marketing.
BILL NO. 24-91 will be Resolution NO. 3624.
NEW ORDINANCES
BILL NO. 24-93, an Ordinance appropriating funds for operating expenditures, capital
expenditures, and transfers for the fiscal year ending June 30, 2024, in the City of Cape
Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this
Bill. No one appeared.
A Motion was made by David J. Cantrell, Seconded by Mark Bliss, to approve.
Motion passed. 5-0. Ayes: Bliss, Cantrell, Kinder, Pierce, Presson. Absent: Randle, Thomas.

A Motion was made to adjourn by David J. Cantrell, Seconded by Dan Presson.
Motion passed. 5-0. Ayes: Bliss, Cantrell, Kinder, Pierce, Presson. Absent: Randle, Thomas.
