1. WELCOME / INTRODUCTIONS
Chairman Huston called the meeting to order.
2. OLD BUSINESS:
A. Approval Of Minutes:
Chairman Huston requested the approval of the minutes from May 8th, 2017 and June 15, 2017. Tracey Glenn
made a motion seconded by Daniel Presson. Motion approved.
3. NEW BUSINESS
A. PRS Project Review & Workshop
Director Thompson reviewed a power point that brought up goals and challenges for PRS 2. The board would
like to see the PRS 1 Project list of what was completed. A campaign committee would be devised with key
people on it to run the campaign. As an overview Director Thompson went through each park and facilities
within our department and pointed out what could use improvements. She and the board then discussed the
PRS 2 Tax Strategy. As of now it is proposed that the tax would be for 15 years, with 1/8 cent permanent for
Parks and 1/8 permanent for Stormwater. The other portion of the tax would be divided between both groups
and would sunset after 15 years. Potential funding for the 1/8 portion that would be dedicated to Parks and
Rec would go towards a Full Time Aquatics Administrative Secretary, an increase in part time salaries (PT
Managers, Lifeguards, Security, Maintenance), and moneys to take care of parking lot overlaying. Director
Thompson then explained that Scott Meyer devised a list of projects that equaled to 24 million in projects.
After discussions with John Richbourg, it figured that over 15 years the tax would bring in 43 million. If bonded,
the interest would have to be deducted. Mr. Richbourg thought that 37 million for projects was a fair amount.
This would mean about 25-26 million for parks. Board members would like to know what projects Stormwater
have and would like for someone from Stormwater to speak at the next meeting.

B. City Council Project Review and Workshop
Director Thompson explained that the council workshop would be held in early September. Julia would like the
board to review projects and prioritized them for the next board meeting in August. At that meeting they
would finalize the list and go over how to present the information to council.
The board members went around the table and voiced their opinions. Mr. Presson would like to see old things
new again. He would like to see it marketed in a way that maintaining what we already have can be exciting
and is needed. Mr. Cantoni expressed the need for more tangible information of where the money is going; he
would like to see more specific information. Mr. Cantoni also mentioned renaming the Arena Stormwater
project something different that would explain all areas affected by the project. Mr. Frazier suggested that
there be contingency money set aside for maintenance. He would also like to see the campaign show
successes of what was done in PRS 1. Mr. Huston agreed with all that has been previously stated and would
like to see a list of projects that will sell the tax. The projects need to be convincing. Mrs. Glenn would like to
remind voters of what was accomplished with the last tax. She is also concerned about the length of the tax
and if that will affect the way people will vote. Mr. Stilson would like to see hard numbers of economic impact
of what parks and rec already does. This would help with convincing voters to vote. Mr. Fox also agreed with
showing economic impact statistics. He thinks this will be huge for selling the tax. He also explained that the
majority of the money raised from this tax will be from out of town customers from economic impact. Mrs.
Neff also agreed with everything previously stated and would like to see the vision of what this tax will look
like. Mr. Hudson stated that he thinks the tax should be permanent and not sunset. He believes that with
everything great that has happened with PRS 1, we could pass this tax permanently. This would also help
maintain what parks and rec already has. He thinks that there shouldn’t be as much money dedicated to a new
pro shop, because the course is not meant for the elite golfer. Its affordable golf for everyone and its not
expected to have a grand proshop. He agrees that overlaying the parking lot is a huge need. He also suggested
a county referendum to help pay for the land for a new pool. Mr. Noel believes that we need to move in fast
forward and start talking about this to people. From what he’s seen, video on the internet is huge. He thinks
we need to create videos of PRS 2 items and post them on Facebook, etc.
Director Thompson again stated that she will send a list of projects via email for the board to prioritize, and at
the August meeting they will decide on a consensus.
C. Election of new Vice Chairman
Director Thompson asked for nomination for a new Vice Chairman. Bari Neff nominated Daniel Presson. Roger
Hudson made a motion, seconded by Bari Neff. Motion Passed.
D. Foundation Member/Sponsor/Night at Cape Splash
Director Thompson reported that this night as Cape Splash would be held August 1st. Please let Stacey know if
you will be able to attend.
E. Spaghetti Day
Stacey Welter reported that Spaghetti Day will be on Thursday November 9th this year. Sponsor sheets were
handed out to the board. She explained that Base Hit and Double Club were slightly increased in price and the
adult ticket price would increase from $7 to $8. Stacey will email a generic letter for board members to use to
get sponsors if they choose to do so.
