Beverly Evans and Jeff Green were also there to sit in on the meeting. 2. OLD BUSINESS: A. Approval Of Minutes: Chairman Huston requested the approval of the minutes from October 9th, 2017. Tracey Glenn made a motion seconded by Pete Frazier. Motion approved. B. Next Steps: Discussion on PRS2/Projects and Public Meetings i. City Manager Scott Meyer gave an overview of how they got to where they are today. In Spring of 2017, they started talking with council about the PRS 2 tax at the council retreat. Council decided to add an additional 1/8 permanent portion of the tax, with the remaining portion of the tax being split 2/3 parks and 1/3 stormwater. Council asked for three public meetings where information was given to the public and surveys were filled out by the citizens. After these meetings they decided to do away with the 1/8 permanent portion of the tax but still wanted to use that allotted money for the projects already specified. They also decided to do away with maintaining the retention basins. Council had discussions with staff at a study session at which council decided to let the staff work on ranking the projects and prioritizing them with the money presented. Financial Director John Richbourg and City Manager Scott Meyer looked in to reducing bonding, and found they could free up $2 million for parks. Parks would have $12.5 million bonded. Currently parks are $2.5 million over budget. Council also decided to add two neighborhood parks in south Cape, and they decided to not renovate the existing Central Pool. The decision is to build new, but they will only allocate $6 million, with hopes to have partners help pay for the remaining amount. The city has been talking with Central School and they are hoping to come to an agreement. C. Council Workshop Overview i. Previously Discussed D. PRS Committee Input and Review i. Together the board and committee members discussed and debated the money allocation for each of the projects. The new aquatics facility was discussed in detail. The members were looking at other funding sources in order to build a $12 - $15 million facility. Ideas of using Hotel excess tax revenue, or using Casino money were suggested. There was concern of how we would sell an underfunded aquatics facility. There was also concern of when the facility would be built. If they wait three years to come up with more funding, how will Central Municipal Pool hold up and how will the voters feel about having to wait? There was discussion on decreasing the Youth Ballfield Complex to $3 million but again that would be selling a project that would be underfunded. Each of the projects were vetted and at the end of the discussion the members agreed that they were at a good place with the funding. A final list would be emailed out to everyone before it would be presented at the council meeting in December. E. Foundation Spaghetti Day Update: i.
