Chairman Huston called the meeting to order. He introduced Aquatics Supervisor, Stephanie Buehler, and Golf
Course Manager Bryan Jones. Stephanie started with the department in May and Bryan started in September.
They both told a little bit about themselves to the board.
2. OLD BUSINESS:
A. Approval Of Minutes:
Chairman Huston requested the approval of the minutes from September 11th, 2017. Craig Billmeyer made a
motion seconded by Daniel Presson. Motion approved.
B. Next Steps: Discussion on PRS2/Projects and Public Meetings
i. Public Meeting Dates: Oct. 10 (4H Exhibit Hall), 12 (Shawnee Park Center), 18 (Osage
Centre)
ii. Chairman Huston was given the task of requesting a meeting with city council. After
speaking with Bob and Danny they said the council would like to meet after the public
meetings. Director Jones then explained how the public meeting would work. These
meetings are a chance for the public to be informed and for them to fill out a
questionnaire provided at the meetings. She handed out an example of the projects sheets
that would also be at the meetings. She explained that the council would need to finalize
the list by the end of November, with the ballot language being approved in December.
Councilman Fox added that he is unsure the additional 1/8 permanent will be included on
the ballot. He also added that he thinks there should be a park and amenities added to the
list for South Cape. The tax needs to appeal to the whole city. If the 1/8 permanent
becomes not permanent, this could potentially free up money for the existing projects that
are underfunded. Director Jones then announced that Tracey Glenn would lead the PRS 2
Committee and Jay Knudson would stand as treasurer. This committee has been meeting
regularly discussing how this tax should be laid out. Tracey would like to meet with council
after the public meetings.
C. Spaghetti Day
i. Penny Williams began by stating that the event is on November 9th. The adult ticket has
increased by $1 making it $8 per ticket. They have increased their goal to $30,000. Stacey
Welter asked the board members to start sending in their sponsorships for the event. A
volunteer form will be sent out for people to sign up for the event.
3. NEW BUSINESS
A. Nomination of Officers
i. Director Jones asked board members to submit any nominations for officers. The voting
will take place next month. The new positions will go into effect at the January meeting.
Daniel Presson, Kevin Noel and Peter Frazier are currently up for reappointment.
4. REPORTS
A. Parks and Recreation Project Updates
i. Parks Division Manager Brock Davis reported that the trail widening is wrapping up and
they are cleaning the affected trail areas. People are very complimentary of this addition.
Mr. Davis explained that there will eventually be a yellow line down the middle of the trail
to distinguish sides. Craig Billmeyer suggested improving the signage and kiosk
information that shows distances on the trail. They are outdated and not very clear. Phil
Cantoni suggested having memorial benches along the trail for people to purchase. Dave
Cantrell suggested displaying a PRS sign next to the trail saying that if they would like the
rest of the trail to be widened then vote yes on PRS 2. Something like “This project brought
to you by PRS”. Manager Davis went on to report that the roofs are now on the restrooms
at Arena Park. When these are complete they will begin on Shelter 2 and the playground
next to it. They are currently working on site plans for Capaha Park splash pad and
restroom. They are finalizing the plans for the Skate Park and are working on donations
for the concrete. They are hoping to have it complete this coming June. The parking lot at
the 4H Exhibit Hall is complete. The SPSC Field lights on 13, 14, and 3 are completed and
phase 2 of the ballfields are well under way. The parking lot over lay will begin in the next
