DIRECTOR’S
REPORT
BETTY MARTIN
Circulation and Financial Summary review: The board reviewed and noted the
increase in circulation and finances. It was suggested to add the cake pan statistics
to the circulation report. Also, the financial report is looking stronger due to the
passport revenue. Director Martin will look for a part-time person to hire with
some of these funds to relieve the work load on existing staff during peak passport
times. Even though passport renewals are supposed to be “self-serve” the staff
also spend time coaching patrons through the process and providing a photo when
necessary. A board member suggested we track the renewals to find out how
much time is spent on this effort.
All VHS videos have been removed from the library and the circulation statistics.
They will be sold at the next Friends book sale.
Grant Requests: Youth Services Coordinator Sharon Anderson’s Summer
Reading Club grant for $14,990 was approved. Sharon has applied for a Racing to
Read grant for $20,000 (matching $500); Youth Services Assistant Renee Jackson
applied for a Spotlight on Literacy grant to work with elementary schools for
$7,400 ($937 match); Director Martin wrote a Library Service Improvement grant
for strategic planning for $15,000 ($7,500 or so match) and a Technology Ladder
grant for the website update for $7,275 ($2,425 match). The other 2 bids for the
website upgrade were double what Element 74 has proposed. Library staff should
hear back from the State Library in April if the grants have been approved.
Governor’s Budget: The Governor has recommended $2,960,000 less than the
previous fiscal year for library funding. The Secretary of State Jay Ashcroft has
made passionate pleas in budget hearings for reinstatement of this year’s original
amounts.
Director Martin attended Library Advocacy Day on Tuesday, Feb 7th.
Presentations were made by the MLA lobbyist and Secretary of State Jay
Ashcroft. Director Martin had brief visits with Senator Wallingford and Rep.
Swan.
The Quarterly Statistics report is included in the board packet. This report is
sent to the City Council and Mayor Rediger. Director Martin reviewed a few
numbers.
Meeting room issue: Director Martin reported on a member of the City Council
exerting pressure on Linda and Director Martin over a meeting room reservation
that was not renewed by the group he represents.
Passport Applications: 166 passports were accepted in January with $5,920 paid
to the library. Library staff are reviewing times when additional part-time hours
would be helpful.
DVD fines: Director Martin requested board approval to reduce DVD fines from
$1/day to $.25. After discussions with other library directors, Martin determined
that many libraries charge the same $.10/day fine as for books. Staff reasons for

the reduction in fines include: DVDs cost less than books, the library has a
significant collection, users with overdue DVDs may be more likely to return
them. Ed made a motion to reduce the DVD fines from $1/day to $.10/day.
Lucas seconded the motion. After some discussion the motion was put to a vote.
There were six votes to the affirmative and two to the negative. Motion passed.
A young Homeless Man hid in the building over the Martin Luther King, Jr.
holiday weekend when the library was closed. There is nothing wrong with the
security system. Staff were notified and given additional steps to “sweep” the
building at closing. Director Martin spoke with the young man, informed him that
he cannot live here and gave him information about the homeless shelter and free
meals around town.
Sheryl has not received the Director’s Evaluation from all board members. The
new deadline is Monday, Feb 27, 2017. She will then compile the data and set a
committee meeting at a later date.
John M. reported that the committee feels an internal S.W.O.T. (Strengths,
Weaknesses, Opportunities, Threats) should be completed by the staff. Staff
development day is March 10th and would be a good time to run through the
exercise. The committee will compile the results and share them at the upcoming
Board Retreat on March 16th. The Board feels that at least an hour should be spent
on identifying perceptions vs. reality.
Will be held at the Convention and Visitors Bureau and will begin at 7am with the
regular board meeting, followed by an 8am breakfast. The Retreat will take place
after breakfast and will include presentations by Youth Services Coordinator,
Sharon Anderson and Adult Services Coordinator, Stephanie Weidenbenner.
The Friends book sale will take place March 2-5th. Members of this board have
signed up to volunteer their time.
The meeting was adjourned at 8:10am.
