Motion passed. Fran handed out invitations to the annual Law Enforcement Memorial Ceremony that will be held Thursday, May 25 beginning at 6pm at the Cape Bible Chapel. Possible board member applicants were discussed. Current board members and Director Martin will seek further information. Staff: Newly hired Passport Agent Janet Nichols has a broken leg from an Easter accident and will be out of work for a few weeks. User Services Part-time staff member Cole Bearden has resigned. The Budget Summary Sheet was reviewed in regards to current fund balances. The Out-of-District library card explanation (that was included in the packet) was reviewed and discussed. Several board members felt that revisions should be made. The Board suggested to let the staff and the Strategic Planning Committee review and revise. Test Proctoring: The library has been providing this free service for many years. SEMO and the Career and Technology Center both offer test proctoring for a fee. The hours are not as convenient, but the monitoring service is better. This can be a very time consuming service. With the addition of the Passport services, staff no longer have time for test proctoring. Director Martin requested that the test proctoring service be suspended. John M. made a motion to suspend the test proctoring service at the library, seconded by Sheryl. Motion passed. LSTA Grant status: State Library staff are waiting to hear from Congress about a continuing resolution to keep the government running/funded. Thanks to all the board members who either sent an email or added his/her name to a request that Rep. Smith add his name to a support document for IMLS LSTA funds. The bill has moved to the Senate. Lawn Repair: Steve Foeste quoted $475 to repair the lawn where Ameren placed the new utility pole. Ameren hired someone from St Louis and they showed up 2 two weeks later and made the repairs. Recycling methods were reviewed with the staff and recycling efforts have improved. HVAC Repair: A quote for a new compressor was included in the packet for board review. John V. made a motion to approve the funding, seconded by Sheryl. Motion passed. Automated Sorter: A new PC is needed for the sorter and will be purchased for $2180 – it will have its own back up and 2 hard drives. The maintenance agreement for the sorter is due for renewal. While the three-year contract price has not increased, it still will cost $19,950. If the agreement is not purchased, the library will still be required to renew the software license at $3700 per year. Service calls will be billable at $300 per hour. The board discussed this matter and decided to review the repair history to see how much has been spent over the past 8 years before making a decision about the maintenance agreement. The final State Aid payment has been received in the amount of $727 instead of $3555 or more. A second Athletic and Entertainment tax payment was also received in the amount of $2031. The Legislative Update last week indicated that the Senate approved the increase in the amount of State Aid recommended by the House and but left the Governor’s recommendations for the REAL program ($2 million) and A&E ($800,000). The new budget is supposed to pass May 5. There is no guarantee that the Governor will not withhold anything that is approved. Zinio will become RB Digital within the next couple of months. Users should not have to change their account information, but will have to re-download any magazine issues they want to keep. AARP Tax Preparers helped 500 households file tax returns while using the library meeting rooms. Betty Martin and Whitney Vandeven attended the Power of Women luncheon where Whitney was able to make many contacts for programs, help with publicity and displays. Upcoming Programs: The May calendar was distributed and includes a Blood Drive and Trivia Night. Vacation: Director Martin will be on vacation from Friday, April 28 – Thursday, May 4th. Notary Services: The library has been accepting hand written documents to notarize. The City of Cape has a notary but does not accept hand written documents. United Way does not offer notary service. After some discussion it was decided that the library will continue to accept hand written documents, but will use a special stamp indicating specifically whose signature is being witnessed to prevent names being added to the document after the notary signs. It was also suggested that additional library staff members become notaries. 3 FRIENDS ADJOURNMENT NEXT MEETING DVD fines: Director Martin included in the packet a list of other similar size libraries and their DVD borrowing policies – there is not much in common. Library staff recommend: 5 DVDs per card/ 1 week check out / 2 renewals / fine: .10 a day. During discussion, John V. and Dave had to leave the meeting. John M. made a motion: If possible, combine the DVDs and Blu Ray classifications. Then, allow 5 DVDs/Blu Rays per check out for 1 week with 2 renewals and fine .10 a day for late returns. Fran seconded the motion. Motion passed with 5 yes and 2 no votes. The Strategic Planning Committee meeting that was scheduled for after the board meeting will be rescheduled. The Friends Foundation will earn $700 because 7 people signed up for the New England tour. The Friends will consider another trip at their August meeting. The Friends gave $25 gift cards to each staff member during National Library Week on Library Worker Day. In January, the Friends approved $25,000 in library grants for programs, items for the library collections, the E-magazine platform fee, $2400 in matching funds for the website redesign, monthly calendar paper, and more….
