The April board meeting minutes and the Special Meeting of May 15th were reviewed. John V. made a motion to approve the minutes, seconded by Sheryl. Motion passed. The bills were reviewed. Sheryl made a motion to approve the bills, seconded by Ed. Motion passed. Possible board member applicants were discussed. The board decided to wait another month and do more research. A decision will be made at the June board meeting. In the meantime, Director Martin will ask staff for suggestions. Slate of Officers for 2017/2018 as follows: Amy Trueblood, President Lucas Haley, Vice President Fran Austin, Secretary John McGowan, Treasurer John M. made a motion to accept the Slate of Officers, seconded by Stacy. Motion passed. A recent Tea Party meeting was discussed. There are concerns about safety and disruptive behavior when high profile, controversial speakers are invited by any organization using the library’s meeting rooms. Recently a controversial author spoke at a Tea Party meeting and sold copies of his books, which is not allowed by the Meeting Room policy. Also, they brought their own security, which is highly concerning. Director Martin will draft a letter to the Tea Party reminding them of the “no solicitation” clause in the Meeting Room policy and send to Amy for review. The Bylaws and Policy Committee will meet to address adding a security clause to the meeting rooms policy. Sheryl Smith recommended an increase for all library staff and presented the draft budget for approval. Ed made a motion to accept the new budget draft, seconded by John V. Motion passed. Sheryl also recommended that Betty do a benchmark survey of other similar sized libraries to compare salaries/hourly wages. John V. stated that he believes the payment schedule for the debt service on the certificates is in line with anticipated revenue increases. 2 DIRECTOR’S REPORT BETTY MARTIN COMMITTEE BUSINESS Legislative Update: Director Martin asked the board members to send emails to our Senators asking them to add their names to letters supporting LSTA funding. Sunshine Law for Libraries webinar will take place on June 21st. Director Martin sent the link to each board member. It will hopefully be recorded for those who are unable to attend. Staff: Newly hired Passport Agent Janet Nichols hopes to return to work next week. The library recently hired Elisa Williamson to work part-time in User Services. LSTA Grant status: All four grants have been approved. Automated Sorter: A total of $9,712 has been spent in the last eight years for repairs and equipment replacement. This includes $4200 for a new sorter bin and $2180 for a new PC, leaving $2792 in repairs. With a three-year maintenance contract of $19,950 the cost per year would be $6650. There is a mandatory $3700/year for the Automated Materials Handling software license (which is included in the annual cost of $6650). Without a maintenance contract it would cost $3150 for an annual service visit (time and travel). Service agreements usually increase 4% each year so by locking into a 3 year rate the library would save 12%. Without a maintenance agreement, additional service calls are $300/year instead of $225 plus a 5% discount on parts. John M. made a motion to purchase a three-year maintenance agreement in the amount of $19,950. Sheryl seconded the motion. Motion passed except John V. voted “No”. Upcoming Programs: The summer program guide was distributed. Food for Fines will take place the month of June. “Like and Share” library programs on Facebook to help us reach a wider audience. DVD fines: The prior motion for changes to the DVD and Blu Ray borrowing policy is now rescinded: That motion made by John M was: If possible, combine the DVDs and Blu Ray classifications. Then, allow 5 DVDs/Blu Rays per check out for 1 week with 2 renewals and fine .10 a day for late returns. After further consideration and conversations with staff, Director Martin suggested leaving the former check out and renewal period for DVDs and Blu Rays and only change the fine to .10 per day. Stacy made a motion to accept this proposal, Fran seconded the motion. Motion passed except John McGowan (as proxy for John V.) voted “No”. The library board will NOT meet in July. The Bylaws and Policy Committee will set a meeting to work on changes to the Meeting room policy and to the explanation for the out-of-district card charges. 3 FRIENDS RETIRING BOARD MEMBER ADJOURNMENT NEXT MEETING The Friends Foundation is planning to purchase 3 weeks of time on a billboard– one week for the book sale and then 2 weeks after to promote Library Card sign- up month. The next book sale is the weekend after Labor Day – Sept. 8 through the 10th. Donations are accepted throughout the year. Library board member Sheryl Smith was given a plaque and thanked for her 11 years of services as a board member. President Amy Trueblood adjourned the meeting.
