November 8, 2016
Sandy’s Place Restaurant
Members Present: Justin Albright, Craig Bohnsack, Robin Cole, Paul Mingus, Brian Ozark,
Mark Seesing, Mark Welker
Others Present: Bruce Loy, Airport Manager; Katrina Amos, Deputy Airport Manager;
Derrick Irwin, Flight Line Supervisor; Hannah Seesing, Administrative Clerk
I. Minutes of Previous Meeting:
The meeting was called to order at 11:38am. Mr. Welker moved and Mr. Ozark seconded the
motion to approve the minutes from the October 11, 2016 meeting. The motion was
approved with a unanimous vote.
II. Appearances:
A. There were no appearances
III. Old Business:
A. Airport Activity Reports – Mr. Loy reported that Cape Air is doing better than in
previous months but still down for the year.
B. Cape Aviation Activity Report – Mr. Irwin presented the Cape Aviation usage report.
He emphasized that business was better than previous months, with itinerant and local
traffic up 15% from last month; however, fuel sales were down 1% from the previous
month. It was discussed that military traffic is also down for the year overall.
As of November 1st the Jet A price was decreased by forty cents to get into the “green” as
has been discussed in previous meetings. Mr. Cole applauded having two of our fuel
prices in the “green”. Mr. Loy stated staff will monitor the activity over the next three
(3) months to see if the more competitive pricing increases itinerant traffic. Ideally, Mr.
Loy would like to see sales increase by 2,200 gallons to make up the difference in lower
prices during the trial.
As a result of lower fuel prices, self-serve usage has increased and the Board visited the
idea of adding more visible signage for the unit. Mr. Albright questioned whether the
fuel vendor would be willing to assist in signage to which Mr. Loy expressed that it could
be included in the Request for Proposals (RFP) for fuel distributors in 2017.
Mr. Loy reported to the Board that staff has researched the cost of adding a Jet A self-
service station. It was discovered that the Jet A filtering process is more complex than
Avgas. These filter processes make a Jet A self-service station more expensive to install.
It was proposed to add this to the RFP as well.
While discussing the monthly reports, Ms. Amos informed the Board of a voluntary audit
the administrative staff conducted on the Usage Report from 2013 to present. Mr. Cole
asked if many discrepancies had been found to which Ms. Seesing stated that there were
only small mathematical errors thus far.
C. Project Updates:
· ARFF Truck Update – Mr. Loy informed the Board that the grant for the ARFF
vehicle has been received and approved by City Council. The City’s share of the
cost is less than originally anticipated due to Cape Girardeau being designated as a
“distressed area”, therefore, ARFF vehicle is now being funded at 97 ½ percent.
The Board asked if it would be possible to keep the old ARFF truck to change the
airport index from A to B, allowing the airport to handle larger aircraft. If acceptable,
the old truck would have to be upgraded to a 750 gallon truck to meet regulations.
Mr. Loy responded that according to FAA interpretation, one (1) truck totaling 1,500
gallons is needed, thus having two trucks would not meet Index B requirements. Mr.
Loy plans to further research FAR Part 139 regulations concerning this.
The Board discussed the letter drafted by Mr. Loy to be sent to the city manager
concerning airport board priorities to precede the resolution drafted by Mr. Cole. All
members were in favor of the letter with no changes recommended.
Mr. Cole questioned the required seven (7) minute response time by the Fire
department. Mr. Loy agreed the response time is not optimal; however, it does meet
FAA Part 139 requirements. Discussion continued on the topic.
D. Discussion Regarding Enhancement Projects Funded by Airline Revenue – Mr. Loy
informed the board that an email had been submitted to Molly Hood, deputy city
manager, regarding the different projects the board agreed to use the airline revenue
funds for. Ms. Hood and Scott Meyer, city manager, agreed with all of the projects
except for the furniture for both the terminal and Cape Aviation. They were both
concerned about other needs within the airport. Mr. Seesing added that the terminal
chairs were twenty four years old. Mr. Loy stated that he has had them re-upholstered
twice as airport manager.
Discussion continued on other projects to consider if the furniture is not approved. Ms.
Amos brought up problem fencing as another opportunity to use the money. The fence
would cost $16/linear foot. The board liked this idea and suggested replacing the fence
between Cape Aviation and the Corporate Hangars to the east with taller fencing. Mr.
Irwin requested install of an automatic eye for the gate to allow customers to exit the gate
much easier.
E. Forklift update – Mr. Loy informed the Board that the forklift had been delivered and
had already been used for its first freight load. Cape Aviation is currently advertising that
we now offer cargo freight operations via email, paper mail, the website, and more.
IV. New Business:
A. December Airport Board Meeting - Mr. Loy announced that the December board
meeting would be a year in review of all of the accomplishments the Airport has
completed throughout 2016.
B. 2017-2022 Capital Improvement Programs – Mr. Loy asked to board members to
review previous year’s CIP and let us know of any suggestions they would like to see
added or removed. The board discussed the idea of constructing pole barn hangars. Mr.
Loy received a quote from Vince Draper, president of Stockade Buildings, which stated
we would be able to build eighteen hangars for approximately $330,000; less than the
price of the most recently built hangars. That price, however, was assuming utilization of
current asphalt floor. Mr. Albright discussed the importance of providing a somewhat
private hangar setting and suggested building walls in between the stalls. Mr. Irwin asked
whether the Mr. Draper had built any buildings similar to this that the board could see.
V. Airport Foundation:
A. Foundation Letter to Tenants – the Board reviewed the letter written by Mr. Albright
addressed to the tenants about the newly established airport foundation, and determined
that it was good to be sent out. Ms. Amos assured the board that they would be mailed
the next day.
VI. Adjournment:
There being no other business, Mr. Bohnsack moved to adjourn the meeting and Mr. Mingus
seconded the motion. All were in favor. The meeting was adjourned at 12:24pm
