Present: Fran Austin, Amy Trueblood, David Diveley, Rekha Patterson,

Also present: Director Katie Hill, Linda Bailiff
Absent: John McGowan
President Amy Trueblood called the meeting to order at 7:00am.
The minutes were reviewed. Fran made a motion to approve the
minutes, seconded by John V. Motion passed.
The bills were reviewed.
Bylaws change: The bylaws need to be amended to state that the library
board will meet on the 1st Thursday of each month (not the 4th as was in
the past). John V. made a motion to amend the bylaws, seconded by
Fran. Motion passed.
Policy change: The staff have requested to wear blue jeans to work. After
discussion, Stacy made a motion to amend the attire policy to allow
blue jeans, seconded by Rekha. Motion passed.
Community Collaboration through Programming: The library has
been asked to take part in the SEMO Halloween events. This group plans
Halloween related events that benefit local non-profits. This year the
theme is the 200th anniversary of Mary Shelley’s Frankenstein. They have
designated the following organizations as beneficiaries: Community
Counseling Center, Safe House for Women, and the SEMO NASV.
Director Hill asked if the library should partner with organizations to raise
money for other non-profits besides the library. After a lengthy discussion
the board decided to table this for the partnering issue, but advised that
celebrating the 200th anniversary would be an appropriate program for the
library to provide on its own. The Strategic Planning committee will meet
to discuss further. John V. will use the “doodle” survey to set up a
meeting time.
Renting one Wi-Fi device to the public for a fee: A Wi-Fi hotspot has
been purchased for staff use out in the community. Since this device will
not be used every day, Director Hill asked the board to advise whether the
library should rent out this device for a fee so that patrons could “jump
ahead” on the waiting list and plan to rent the device to use for a specific
time frame. Since the device has just been purchased and the hours of staff
use are unknown, it is the recommendation of the board to re-visit this in
one year to determine the availability of the hot spot to the public.

Minimum Wage Increase: If approved by the voters, starting in 2019 the
minimum wage would be $8.60/hour and would rise of $.60/hour each
year until 2023 when it tops out at $12/hour. Director Hill recommends
the Budget and Personnel committee meet to discuss setting up a
pay/salary schedule to help budget better and for staff to know when raises
would likely occur. In his absence, Katie will email John M. to set up a
Budget and Personnel committee meeting to discuss these issues.
The fall book sale will take place September 7-9th.
Plans are underway to sponsor another Collette tour to the Canadian
Rockies by train in 2019. An informational meeting will be held at the
library on October 10th at 4pm.
Meeting adjourned at 8:00am.
