President Amy Trueblood called the meeting to order at 7:00am. Amy
asked for volunteers from the board of trustees to visit the Friends
meetings, which are held on the 3rd Tuesday of each month. Dave
volunteered to attend the next meeting. Additional Note: Beginning Jan of
2019 the Friends meeting will begin at 4:30p.
The minutes were reviewed. John V. made a motion to approve the
minutes, seconded by Fran. Motion passed.
The bills were reviewed and discussed.
Staff Update: Marilyn Hutchings’ retirement potluck will be held
Tuesday, December 18th at noon. Staff have also donated money for a gift
card as well. Marilyn’s last day will be Dec 31st, 2018.
A new passport agent has been hired and started work on Dec 3rd.
Health Insurance: Open enrollment was held in November for staff and
there will be no increase in insurance costs this year.
Annual Passport Agent Recertification has been completed. A delegate
from the Dept. of State visited to see our passport application process and
materials storage. This was our first audit, which usually occurs every 2-3
years. The DOS delegate was impressed with our facility and made a
recommendation about securely storing agent materials.
CGPL Audit: The auditor from Beussink, Hey, Roe and Stroder visited
the library on Dec 4th to finalize the audit process. Once completed, the
final audit report will be available for the board.
MPLD Report: Katie attended the December meeting of the MO Public
Library Director’s organization Dec 5-7 in Columbia, MO. Programs
included training on telescope use, Google Analytics, HR issues (including
medical marijuana), and updates on MOLIB2GO, MOREnet, and the MO
State Library. After some discussion, it was suggested that Katie check the
Personnel Manual to include “impairment” for when medical marijuana
becomes available.
Change to “Holds” Shelf: To insure patron privacy the hold slips will
only show the first 4 letters of a patron’s last name and the last 4 digits of
their library card number.

Legislative Updates: HB 173 adds public libraries to the list of places
where Concealed Carry permit holders are not authorized to carry.
HB176 modifies provisions regarding property tax relief for senior citizens.
SB122 establishes the Stop Socialism Act which creates a cause of action
against a public body that offers a competitive service that is to the
economic detriment of a person offering the same competitive service.
Minimum Wage Increase: Government agencies are exempt but Katie
recommends that the library increase the wages to reflect MO’s wage
increase over the next few years as the budget allows.
The library renovation will be 10 years old in 2019.
John Voss asked for remarks concerning the draft Strategic Plan dated
11/6/18. A discussion took place about the marketing of the plan and it
was decided to market the results of the use of the Strategic Plan (new
services, etc.) rather than the plan itself. John V. made a motion to adopt
the Strategic Plan, seconded by John M. Motion passed.
The Committee toured the entire facility with Katie a couple of weeks ago,
noting that the coffee bar is not being used and thinking about better space
utilization. A suggestion was made to ask patrons what they would like to
have.
There will not be a Dec Friends meeting. The next meeting will take place
on Jan 29, 2019 beginning at 4:30 in the Penzel Conference room. The
Friends recently purchased a “square” to enable credit card purchases at the
book sales. They also decided to add Thursday night from 6-8 for Friends
members, to help alleviate some of the crowd on Friday nights.
Meeting adjourned at 7:45 am.
