I. Minutes of Previous Meeting:
The meeting was called to order at 11:32am. Mr. Seesing moved and Mr. Mingus
seconded the motion to approve the minutes from the September 11, 2018 meeting. The
motion was approved with a unanimous vote.
II. Appearances:
III. Old Business:
A. Airport Activity Report – Mr. Loy presented the September and October Airport
Usage Report to the Board. Mr. Loy stated that numbers are trending towards 8,500
enplanements for the year. Mr. Ozark asked if any consideration has been giving
towards purchasing airline tickets if the number gets close to 10,000. Mr. Loy
indicated that is a possibility.
Mr. Loy informed the Board that he has a meeting scheduled with airline consultant
Mike Mooney to discuss charter options such as Allegiant to add to destination
options out of Cape Girardeau.
B. Cape Aviation Report – Mr. Irwin presented the Cape Aviation Report to the Board.
He stated that numbers were steady for both months with not much to report. He
informed the Board on the progress made in acquiring a second jet fuel truck to help
with increased traffic. This will provide 3,000 additional gallons, to increase on-hand
fuel availability to two tanker truck loads. Mr. Seesing asked whether a 5,000 gallon
truck had been considered. Mr. Irwin replied that it had been considered, however,
the smaller truck was determined to be sufficient. It was noted that the new truck will
be added to the current refueler lease set to expire September 2019, as the airport will
be sending out a Request for Proposal for fuel distributors soon.
C. Project Update –
Airport Improvement Program Supplemental Funding – Mr. Loy
informed the Board that the application for a taxiway improvement project has
been submitted with the help of aviation consultant, Crawford, Murphy and
Tilly. In addition to submitting the application, Mr. Loy noted that we also
had to prove eligibility in order to be considered for funding. The approval
process will take a few weeks. Mr. Loy will update the Board once a decision
has been made on the application.
Request for Expression of Interest (REOI) – Mr. Loy reported to the Board
that the hangar project is on hold at the moment. He went over the history of
the REOI, in that two companies submitted proposals but only one was
submitted by the deadline.
Mr. Loy noted that Mr. Hobbs had requested an amortization schedule for the
proposed new t-hangars. Mr. Loy presented the scheduled to Board, noting
that deputy finance director Victor Brownlees has not reviewed the
information. The schedule is based on all new hangars being full upon
completion of construction. In addition, the schedule assumes Hangar 71
would also be full of larger aircraft at an average rent of $500/month. Mr.
Loy has also factored in an average amount of fuel sales that would be a result
of all hangar spaces being rented out. To build all necessary hangars, the
amortization rate is estimated at 12.1 years. Mr. Loy will submit to Mr.
Brownlees to get his thoughts.
Mr. Uzoaru noted that the story is the airport is out of hangars, which is a
disservice to the community. Ms. Kinder asked whether the Board and staff
are confident the hangars would be filled upon completion. Mr. Irwin noted
that most customers call prior to making an aircraft purchase to determine if
they will have a place to store their plane. His thoughts were if the hangars
are built, the customers will come. All were in agreement with that statement.
Ms. Amos informed the Board on the status of the gate card reader
installation. Johnson Controls, Inc. is waiting on the rest of the equipment to
be received before they begin work. Ms. Amos and staff held a series of
meetings for airport tenants to obtain cards prior to the installation so they are
prepared for the switchover. Annual airfield familiarization training was also
given during the meeting to maintain compliance with the Federal Aviation
Administration (FAA).
D. Air Service Discussion
Ribbon cutting Update – Mr. Loy updated the Board on the January 7, 2019
ribbon cutting for the additional flights and new route to Paducah, KY. Mr.
Loy has been coordinating the logistics with the Barkley Regional Airport
staff. Discussion continued on the topic.
Air Festival – Mr. Loy updated the Board on the Blue Angels site visit to take
place November 20, 2019. Blue Angel #7 and #8 will arrive November 19th,
to which Mr. Loy stated he will send out a press release so media can be
present for their arrival.
Mr. Loy noted that he will be attending the International Council of Air
Shows (ICAS) conference in December, during which he will find out if the
Canadian Forces Snowbirds have added our show to their schedule.
Mr. Loy stated he is already working with Robinson Transport on busing for
the show. He also noted that sponsorships are still needed.
IV. New Business
A. Overview of October 9, 2018 Incident – Mr. Loy informed that Board that the
airport will cover the airplane incident in the annual emergency tabletop meeting later
in the month. This will be an opportunity to go over what went well and what should
be done differently in the future. Mr. Loy expressed gratitude to Paul Salmon for
being on-hand to assist with injuries. Discussion continued on the topic
B. FAA Part 139 Inspection – Mr. Loy noted that the airport recently underwent the
annual Part 139 inspection. There was a new inspector and while things went well,
there were several small items that were noted as discrepancies. There was no further
discussion on this topic.
C. Recent Presidential/VIP Visits – Mr. Loy noted the recent visit from President
Trump went well. It was a lot of work and very time consuming but overall, there
were no issues.
D. Airport Manager Meeting with SkyWest in St. George, Utah - Mr. Loy informed
the Board that he will be meeting with SkyWest representatives for a year-end review
at their headquarters in Utah.
E. ARFF Relocation to Airport/Possible Hangar Renovations – Mr. Loy stated that
Cape Fire Department staff has indicated the new ARFF truck is accruing a
significant amount of miles due to the daily trips to the airport. It was suggested the
truck be stored at the airport to reduce the mileage. Several options were explored
but it was determined the best location is in the Cape Aviation hangar until a
dedicated ARFF facility is built. Airport staff has contacted local contractors to
obtain bids to add a garage door on the west end of Cape Aviation to minimize
complications when moving aircraft in and out of the hangar.
F. Honor Flights and Possible Origination out of CGI - Mr. Loy informed the Board
of conversations he’s had with Jason Lype about the possibility of hosting Honor
Flights at the airport. Mr. Loy expressed that he is interested and has contacted a
broker to gain additional information but has not heard back as of yet. Discussion
continued on the topic.
G. Annual Table Top Meeting – Mr. Loy informed the Board that the airport has
scheduled its annual emergency tabletop exercise for November 27, 2018.
H. RFQ for Aviation Consultant Due – Mr. Loy informed the Board the airport will
send out a Request for Qualifications (RFQ) for aviation engineering consultants
within the next month. Mr. Loy has been satisfied with current consultant, Crawford,
Murphy, and Tilly, Inc., but feels that interviews will be necessary during the
selection process.
I. Potential Flight School Opportunities – Mr. Loy noted a meeting will take place in
the next week to discuss a potential flight school program that could be a good fit for
the airport and local university.
J. 2019-2024 CIP Program – Mr. Loy informed the Board that the City is in the
process of updating its CIP program. Mr. Loy asked the Board to submit any ideas to
staff that would be a good project for the program.
K. Janitorial Service Contract of Airport Facilities – Ms. Amos informed the Board
that the airport recently entered into an agreement with AABCO for janitorial services
to improve the level of cleanliness in both the airport terminal and Cape Aviation.
This is a three month trial, with the hope of entering a long-term contract if all goes
well.
L. End of Year Board Meeting Discussion – Mr. Loy asked the Board if having the
December meeting at Wing’s Etc. - Jackson would work for everyone. All were
agreeable. It was also decided that the year-end review would take place in January
instead of December.
V. Non-Agenda
Adjournment:
There being no other business, Mr. Brune moved to adjourn the meeting and Mr. Uzoaru
seconded the motion. All were in favor. The meeting was adjourned at 1:08pm.
