Minutes of Previous Meeting: The meeting was called to order at 11:37am. Mr. Knote moved and Mr. Brune seconded the motion to approve the minutes from the December 8, 2018 meeting. The motion was approved with a unanimous vote. II. Appearances: III. Old Business: A. Airport Activity Report – Mr. Loy presented the December 2018 Airport Usage Report. The airline had 8,891 enplanements for 2018; 8,954 when Cape Air Charter numbers were included. Mr. Loy was pleased with the final numbers, stating it was a really good year overall. The month of January is trending toward 700+ enplanements, which would be an increase over January 2018. The Board asked Mr. Loy if SkyWest was happy with the enplanements for the year. Mr. Loy stated the numbers exceeded their expectations. Ms. Kinder asked when Essential Air Service (EAS) bid process would begin to which Mr. Loy replied June/July 2019. Mr. Seesing asked if consideration had been given to the possibility that Barkley Regional Airport in Paducah, KY has a higher load factor than Cape Girardeau, and could potentially reduce the number of seats available for CGI. Mr. Loy noted discussions he had with SkyWest officials regarding this very issue. There are several options they could explore if this becomes an issue, including additional flights and larger aircraft. Overall, Mr. Loy said SkyWest would view this as a good problem to have. B. Cape Aviation Report – Mr. Loy presented the Cape Aviation Report to the Board. It was reported that there was a slight decrease in airport traffic; however, 2018 was a huge success in terms of fuel sales, with an additional 260,000 gallons of Jet A sold for the year. The airline and presidential/VIP visits all helped with increasing jet fuel sales. C. New Jet A Fuel Truck - Mr. Loy informed the Board that the additional jet truck fuel lease is moving forward. Instead of a new lease, an amendment to the current Refueler Lease is being submitted on the next council agenda for approval. This amendment will add the third Jet A truck but does not extend the term. Airport staff will advertise a Request for Proposal (RFP) in July 2019 for a new fuel distributor agreement. C. Project Update –  Hangar Discussion – Mr. Loy informed the Board that Molly Mehner, deputy city manager and Victor Brownlees, deputy finance director, continue to work on options to move forward with building the much needed t-hangars. As soon as all options have been thoroughly reviewed, city management will present those options to the City Council. Mr. Loy noted that he is expecting Ms. Mehner to make a presentation at the January 22 City Council meeting.  ARFF Relocation to Airport/Possible Hangar Renovations – Mr. Loy informed the Board that bids were received for the installation of a garage door for the ARFF truck relocation. The bid was awarded to low bidder Penzel Construction. Mr. Uzoaru asked Mr. Loy if locating the ARFF truck in Cape Aviation was his recommendation. Mr. Loy stated other options were considered but after discussions with the Fire Department staff, it was determined they prefer the truck be located close to their office, which is in Cape Aviation.  2019-2024 CIP Program Update – Ms. Amos informed the Board that the second draft of the airport C.I.P has been submitted to city management. Projects include land acquisition, terminal renovations, perimeter fencing, and airfield infrastructure maintenance. Ms. Amos asked the Board if they had any suggestions of projects that could be added. No other suggestions were given. There was no further discussion on the topic. D. Air Service Discussion  January 7, 2019 Ribbon Cutting – Mr. Loy thanked the Board members able to attend the additional round trip ribbon-cutting. He remarked that it was a busy day but went very well. Mr. Brune asked if there has been any progress towards the airport having its own website as well as the trip cost calculator previously discussed. Ms. Amos stated funds for the website and cost calculator design services were requested in the last MoDOT grant application for Air Service Promotion but were not approved. Both items will be included in the next air service application. Discussion continued on the topic. E. Air Festival Update  Sponsorship Update – Mr. Loy provided an update on sponsors for the 2019 Air Festival. Mr. Dewrock and Mr. Hobbs are working with a network of local dealerships for a possible sponsorship of courtesy cars and cash. Mr. Dewrock will continue to follow up on this. Mr. Uzoaru suggested contacting ridesharing service, Cargo, for sponsorship opportunities. Mr. Loy noted he is also working with Isle Casino on sponsorship opportunities. The Board was also informed of an air show volunteer/parking meeting being held on January 15th at 5:30pm. Discussion continued on the topic. IV. New Business A. Year-End Review – Mr. Loy presented a year-end review to the Board. The presentation covered the airline enplanement numbers, load factor, average passengers per flight, etc. B. 2019-2020 Budget Discussion – Mr. Loy informed the Board that the airport recently submitted a draft budget to city management for review. C. New Board Member Appointment – Mr. Loy informed the board that Paul Mingus has officially resigned from the Board and a new member will be appointed soon.
