and Scott Meyer.
2. OLD BUSINESS
A. Approval Of Minutes
Chairman Huston asked for the approval of the minutes from October 8, 2018. Tracey
Glenn made a motion, seconded by Pete Poe. Motion approved.
B. Aquatics Facility Committee Update
Director Jones conference called OLC consultants David Sprague and Darrin Barr. Director
Jones gave a brief history of how they got to that point. She showed the board three
examples of designs for an aquatics center. A1 and B1 had a cost estimate of $15 million,
and A2 had a cost estimate of $18 million. The committee will meet with Phil Penzel at a
public meeting on Tuesday to hear his presentation. Director Jones explained that at this
time a final decision has not been made. The city only has $6 million and Cape Public
Schools has proposed $4 million towards a facility pending on a school bond passage. The
crutched time line of this decision is due to the deadline of the school board ballot
language. Mr. Meyer reiterated that partners are important for both capitol and
operations costs. Tracey Glenn wanted to know if RCA had been asked if they would use
the pool if it wasn’t 50 meters. Darrin Barr replied that they have been contacted and are
ok with a smaller pool as long as it’s usable. Percy Huston wanted to know why the
committee was in such a hurry. Mr. Meyer stated that the current Central Pool was
deteriorating and that the school district would have to have ballot language in January.
Mr. Huston then questioned why the school wanted to have the vote in April. Dr. Neil
Glass stated that there are better odds of passing it at that time. Mr. Huston wanted to
know what would happen with the $6 million if the bond does not pass. Mr. Meyer stated
that everything would go back to the drawing board. The committee will know more after
they have the meeting with Phil Penzel tomorrow evening.
C. Capaha Park Phase 2 and Ballfield
Director Jones stated that they are continuing to make progress. She stated that they will
be building a homerun deck. They had cut lowering the dugouts and having seating down
the first base side. Currently the field lighting is being installed. Phase 2 of Capaha Park is
underway with the restroom and splash pad. They will have to do some architectural
changes to bring down the cost. They are hoping to open this spring.
