1. WELCOME / INTRODUCTIONS
Chairman, Kevin Noel welcomed everyone and called the meeting to order. He introduced Nathan Martin and
Sarah Wichern, the newest recreation coordinators. Sarah oversees Central Pool and Nathan Martin will be
overseeing things at the Shawnee Park Sports Complex.
a. Mr. Noel then introduced Mark Lanzotti. As a citizen he made a proposal to build a partnership
with Cape Central High School and the City of Cape Girardeau to enhance Central ballfields. He
proposed to use $1.5 million of PRS 2 money to put towards four fields at Central. The $1.5 million
would come from the $4.5million allotted for the youth ballfield complex. He said that by using
the bonded money he would be saving the city money. He suggested pushing the youth ballfield
project off until the end of the 15 years. The money that would have been used for bonding for
that project could then be used to enhance the Central High School Ballfields. He said the city
would be able to use the fields during the summer for their youth leagues. The Parks and Rec staff
does have concerns but they will be compiling a list of pros and cons and will be presenting it to
the council. Councilman Dan Presson wanted to hear the opinions of Staff. Manager Scott Williams
began by stating that the fields in the proposal are not lit; they would have no use for the stadium
size field because it would be too big for the youth; maintenance of the ballfields would be an
issue for the staff they have now and all the locations that would have to be maintained. Director
Jones expressed concerns of inflation costs and the importance of this project compared to all
other PRS 2 projects. If the board had any questions or opinions on this matter they could email
Julie directly.
