1. WELCOME / INTRODUCTIONS
Chairman Huston called the meeting to order.
2. OLD BUSINESS
A. Approval Of Minutes
Chairman Huston asked for the approval of the minutes from December 10, 2018. Tracey
Glenn made a motion, seconded by Pete Frazier. Motion approved.
B. Aquatics Facility Committee Update
Recreation Division Manager Penny Williams reported that City Council unanimously voted
to partner with Cape Public Schools at the Jefferson Location for the pool location. The
School Board will have to vote next. Board member Tracey Glenn stated that the site was
not an ideal location but she wanted to know how the board will move forward with this.
Percy Huston responded and said that he doesn’t believe the board needs to take an
official position. He said that the Park Board’s opinion was not asked during this whole
process and he felt like they should have been involved. Several board members expressed
that a smaller pool on school property was not what they were selling in PRS2. They
believe that investors will be limited due to the location. Kevin Noel would like to see more
details of what has been discussed and planned. Stacey will send out the three designs OLC
provided. He questioned why they were in such a hurry to spend $6 million if there isn’t a
plan that meets expectations. Beverly Evans stated that there could be some long term
implications of what was decided upon. She believes another pool will eventually need to
be built that’s not attached to the school. Roger Hudson stated that the school will lose
more than just a pool if the bond does not pass. Board members expressed that there are
too many unknowns. Councilman Dan Presson said that the majority of comments he has
heard was that the city does not need to be involved in the pool business. In closing,
Tracey Glenn thanked Percy Huston and David Cantrell for stepping up and speaking at the
council meeting. She said they did a good job even though the council was very defensive.
3. New Business
A. Fee Increases for Cape Splash
i. Division Manager Penny Williams reported that they are proposing a mid-year budget
adjustment for Cape Splash. The adjustment would be a fee increase of $1.00 to the
admission price. These increases will help off-set salary increases for life guards and
minimum wage increase.
B. Minimum Wage Discussion
i. Division Manager Penny Williams reported that they are currently working on a decision.
Government Municipalities are not required to increase minimum wage, however there is
a fear amongst staff that if minimum wage is not increased then they will lose workers and
have a hard time hiring employees to work below $8.60. Kevin Noel argued the fact that
they may need to be charging more if Cape Splash is hitting capacity every weekend. Mrs.
Williams said that they were looking at weekend rates to help with that. She also
mentioned that Cape Splash is reducing their hours to 11:00am to 6:00pm. Closing an hour
early will help with the lifeguard situation. Tracey Glenn would like to know how they can
attract lifeguards. Mrs. Williams informed the board that they are working with Cape
Central to include lifeguard training in lieu of PE Class. In the past they have charged $155
for guard training, and now the city will cover this fee if they work so many hours for
them. Tracey Glenn suggested featuring a current guard and interview them as to why
they like their job and promote that on social media. Perks/Incentives for employees are
also areas to look into.

i. Skate Park – Parks Division Manager Brock Davis reported they are currently installing
handicap parking, sidewalks, water fountains and electric.

iii. Cape Rock Park – Mr. Brock Davis stated that the electric poles need to be 4ft deep and
while they were digging they ran into rock and had to refigure pole locations.

will be working on changing the Bermuda grass to Zoysia.

i. Liaison Beverly Evans reported that they did not meet. Nothing to report.

and they would also be seeking volunteers for that. Kevin Noel commented that the
process has been much better this year and has gone smoothly.
F. Council Report

center. The remarks on the Southeast Missourian have been nasty and very eye opening.
