Regular Session August 19, 2024 MM-75 STUDY SESSION—August 19,2024 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, August 19, 2024, starting at 5:00 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Rhett Pierce, Tameka Randle, and Nate Thomas present. Dan Presson was absent. REGULAR SESSION—August 19,2024 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, August 19, 2024, starting at 5:10 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Rhett Pierce, Tameka Randle, and Nate Thomas present. Dan Presson was absent. ADOPTION OF THE AGENDA A Motion was made by Nate Thomas, Seconded by Tameka Randle, to approve and adopt the agenda. Motion passed. 6-0.Ayes: Bliss, Cantrell,Kinder,Pierce,Randle,Thomas.Absent: Presson. CONSENT AGENDA Approval of the August 5,2024, City Council Regular Session Minutes. BILL NO. 24-77 An Ordinance of the City of Cape Girardeau, Missouri, establishing water rates and fees by amending Chapter 29; and providing for submission of the proposal to the qualified voters of the City at the election to be held November 5, 2024; and directing the City Clerk to provide notice of said election. Second and Third Readings. BILL NO.24-76,an Ordinance Providing for the Levying of the Annual City Revenue Tax:Public Health Tax; Special Business District No.2; for the Fiscal Year Ending June 30,2025. Second and Third Readings. BILL NO. 24-78, an Ordinance accepting a Permanent Utility Easement from the Mary Meyer Trust for a vacant lot directly north of 331 North Main Street, in the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 24-79, an Ordinance Repealing Ordinance 5666, and replacing it by accepting three Permanent Utility Easements from various property owners for alley Right of Way between South Park Avenue and South West End Boulevard,in the City of Cape Girardeau,Missouri. Regular Session August 19, 2024 MM-76 BILL NO. 24-80, an Ordinance approving the record plat of Park West Hospitality Center No. 3 Subdivision. Second and Third Readings. BILL NO. 24-75, an Ordinance amending Chapter 17 of the Code of Ordinances of the City of Cape Girardeau,Missouri,regarding urban deer hunting and the discharge of weapons. Second and Third Readings. BILL NO.24-81,a Resolution acknowledging receipt of annexation petitions for properties located at 3082 County Road 620 and 3268 Perryville Road, and setting a public hearing regarding the proposed annexations. Reading and Passage. BILL NO. 24-82, a Resolution authorizing the City Manager to Execute an Agreement with Fronabarger Concreters, Inc. for the Concrete Street Repair 2024 Project in the City of Cape Girardeau,Missouri.Reading and Passage. BILL NO. 24-83, a Resolution authorizing the City Manager to Execute a Grant Agreement with the United States of America acting through the Federal Aviation Administration for airport infrastructure.Reading and Passage. BILL NO. 24-84, a Resolution amending and adopting the City's Policy to conform with the Missouri Open Meetings and Records Law. Reading and Passage. Acceptance of improvements and authorization of the final payment to Emery Sapp and Sons for construction services to reconstruct Taxiway B in the City of Cape Girardeau, ALF' Project No. 3 29-0013-15-2022. A Motion was made by Mark Bliss, Seconded by Nate Thomas,to approve and adopt. Motion passed. 6-0. Ayes: Bliss, Cantrell,Kinder,Pierce,Randle,Thomas.Absent: Presson. BILL NO. 24-77 will be Ordinance NO. 5768; BILL NO. 24-76 will be Ordinance NO. 5769; BILL NO. 24-78 will be Ordinance NO. 5770; BILL NO.24-79 will be Ordinance NO. 5771; BILL NO. 24-80 will be Ordinance NO. 5772; BILL NO. 24-75 will be Ordinance NO. 5773; BILL NO.24-81 will be Resolution NO. 3617; BILL NO. 24-82 will be Resolution NO. 3618; BILL NO. 24-83 will be Resolution NO. 3619; and BILL NO. 24-84 will be Resolution NO. 3620. NEW ORDINANCES BILL NO.24-85,an Ordinance approving the issuance of tax increment and special district revenue bonds in connection with the RCC Tax Increment Financing Redevelopment Plan; pledging and assigning certain revenues for the purpose of paying the principal of and interest on the bonds; and authorizing certain other actions and documents in connection therewith. First Reading. Mayor Kinder called for public appearances regarding this Bill.No one appeared. A Motion was made by Nate Thomas, Seconded by Mark Bliss,to approve. Following discussion, the Motion passed. 6-0. Ayes: Bliss, Cantrell, Kinder, Pierce, Randle, Thomas. Absent: Presson. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session August 19, 2024 MM-77 BILL NO. 24-86, an Ordinance amending and readopting Sections 2-90 to 2-97 of the City Code of Cape Girardeau,Missouri,relating to Conflicts of Interest. First Reading. Mayor Kinder called for public appearances regarding this Bill.No one appeared. A Motion was made by Mark Bliss, Seconded by Nate Thomas,to approve. Motion passed. 6-0.Ayes: Bliss, Cantrell,Kinder,Pierce,Randle,Thomas.Absent: Presson. APPOINTMENTS Appointment to the Parks and Recreation Advisory Board A Motion was made by Nate Thomas, Seconded by David J. Cantrell,to appoint John Spear to the Parks and Recreation Advisory Board for a term expiring October 29,2025. Motion passed. 6-0.Ayes: Bliss, Cantrell,Kinder,Pierce,Randle,Thomas. Absent: Presson. OTHER BUSINESS Appearances regarding items not listed on the agenda. Karen Schleyer appeared regarding homelessness. MEETING ADJOURNMENT A Motion was made to adjourn by Tameka Randle, Seconded by David J. Cantrell. Motion passed. 6-0. Ayes: Bliss, Cantrell,Kinder,Pierce,Randle,Thomas.Absent: Presson.
