Regular Session January 22, 2024 MM-7 STUDY SESSION—January 22,2024 art[l NO ACTION TAKEN DURING THE STUDY SESSION � The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, January 22, 2024, starting at 5:00 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, Dan Presson, Tameka Randle, Nate Thomas and Shannon Truxel present. Robbie Guard was absent. REGULAR SESSION—January 22,2024 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, January 22, 2024, starting at 5:15 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, Dan Presson, Tameka Randle, Nate Thomas and Shannon Truxel present. Robbie Guard was absent. ADOPTION OF THE AGENDA A Motion was made by Dan Presson, Seconded by Tameka Randle, to approve and adopt the agenda. Motion passed. 6-0. Ayes: Bliss,Kinder, Presson, Randle,Thomas,Truxel.Absent: Guard. CONSENT AGENDA Approval of the January 8,2024, City Council Regular Session Minutes. BILL NO. 24-04, an Ordinance annexing land located at 3101 County Road 620 into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 24-05, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by zoning newly annexed property located at 3101 County Road 620 as R-1, Single-Family Suburban Residential District. Second and Third Readings. BILL NO. 24-06, an Ordinance extending the boundaries of Ward 4 to include property newly annexed into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 24-07, an Ordinance approving the record plat of Dodd Subdivision. Second and Third Readings. BILL NO. 24-08, an Ordinance approving the record plat of EOC 2nd Subdivision. Second and Third Readings. Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session January 22, 2024 MM-8 BILL NO. 24-09, an Ordinance accepting a Permanent Fiber Optic Easement from the Cape Girardeau School District for property located at 1920 Whitener Street, in the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 24-10, a Resolution authorizing the City Manager to execute an Aviation Project Consultant Agreement with Crawford, Murphy, and Tilly, Inc., for Design and Bidding Phase Services for Taxiway Reconstruction at the Cape Girardeau Regional Airport. Reading and Passage. BILL NO. 24-11, a Resolution authorizing the City Manager to execute an Agreement with Bacon Farmer Workman Engineering&Testing, Inc. Reading and Passage. BILL NO. 24-12, a Resolution authorizing an application to MODOT for the Highway Safety and Enforcement Grant for DWI enforcement, and authorizing the City Manager to execute all necessary grant documents. Reading and Passage. BILL NO. 24-13, a Resolution authorizing an application to MODOT for a Highway Safety Program Grant for Hazardous Moving Violation Enforcement, and authorizing the City Manager to execute all necessary grant documents. Reading and Passage. A Motion was made by Mark Bliss, Seconded by Nate Thomas,to approve and adopt. Motion passed. 6-0. Ayes: Bliss, Kinder, Presson,Randle,Thomas,Truxel. Absent: Guard. NEW ORDINANCES BILL NO. 24-14, an Ordinance approving the record plat of Lone Star Industries, Inc. Land Subdivision. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Nate Thomas, Seconded by Tameka Randle,to approve. Motion passed. 6-0. Ayes: Bliss,Kinder, Presson,Randle,Thomas,Truxel. Absent: Guard. BILL NO. 24-15, an Ordinance approving the record plat of Riverview Gardens No. 3. First Reading. Mayor Kinder called for public appearances regarding this Bill.No one appeared. A Motion was made by Dan Presson, Seconded by Shannon Truxel,to approve. Motion passed. 6-0. Ayes: Bliss, Kinder,Presson,Randle, Thomas,Truxel. Absent: Guard. BILL NO. 24-16, an Ordinance authorizing the City Manager to execute a Lighting Agreement with the Missouri Highways and Transportation Commission for intersection improvements at Route 74/Shawnee Parkway and Minnesota Avenue, in the City of Cape Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this Bill.No one appeared. Proceedings of the City Council, City of Cape Girardeau, Mo. APPOINTMENTS Appointment to the Silver Springs Community Improvement District Board of Directors. A Motion was made by Dan Presson, Seconded by Nate Thomas, to approve Mayor Kinder's appointment of Grayson Erlbacher to the Silver Springs Community Improvement District Board of Directors, for a term expiring May 12, 2024. Motion passed. 6-0. Ayes: Bliss, Kinder, Presson, Randle,Thomas, Truxel. Absent: Guard. Appointments to the Tree Board A Motion was made by Nate Thomas, Seconded by Shannon Truxel,to appoint Angela Wilson to the Tree Board, for a term expiring February 1, 2027 and upon making a finding that special expertise is required, appoint Jennifer Benkhen, Community Forester, Missouri Department of Conservation, for a term expiring February 1,2027. Motion passed. 6-0. Ayes: Bliss,Kinder, Presson,Randle,Thomas,Truxel.Absent: Guard. OTHER BUSINES Appearances regarding items not listed on the agenda. No appearances.
