STUDY SESSION—December 4,2023
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on
Monday, December 4, 2023, starting at 5:00 p.m.with Mayor Stacy Kinder presiding and Council
Members Mark Bliss, Robbie Guard, Dan Presson, Tameka Randle, Nate Thomas and Shannon
Truxel present.

CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, December 4,2023, starting at 5:04 p.m. with Mayor Stacy Kinder presiding and Council
Members Mark Bliss, Robbie Guard, Dan Presson, Tameka Randle, Nate Thomas and Shannon
Truxel present.
ADOPTION OF THE AGENDA
A Motion was made by Robbie Guard, Seconded by Dan Presson,to approve and adopt.
Motion passed. 7-0.Ayes: Bliss, Guard,Kinder, Presson, Randle, Thomas,Truxel.
CONSENT AGENDA
Approval of the November 20, 2023, City Council Regular Session Minutes.
BILL NO. 23-171, an Ordinance authorizing the City Manager to execute a License Agreement
with the Missouri Highways and Transportation Commission and to install a City Monument at
the Route W/Lexington Avenue Roundabout, in the City of Cape Girardeau, Missouri. Second
and Third Readings.
BILL NO. 23-173, an Ordinance accepting a Special Warranty Deed from the William E. Walker
III Revocable Trust for property located on East Cape Rock Drive in the City of Cape Girardeau
Missouri. Second and Third Readings.
BILL NO. 23-174, an Ordinance approving the record plat of Boyce Church Subdivision. Second
and Third Readings.
BILL NO. 23-175, an Ordinance approving the record plat of Brick & Ivy Subdivision. Second
and Third Readings.
BILL NO. 23-176, an Ordinance approving the record plat of Winterfield Subdivision. Second
and Third Readings.

BILL NO. 23-177, an Ordinance accepting a Sanitary Sewer Easement from Dalhousie, L.L.C.,
for property located west of Bloomfield Road and south of County Road 208, in the City of Cape
Girardeau,Missouri. Second and Third Readings.
BILL NO. 23-178, an Ordinance amending Schedule F of Section 26-289 of the City Code
regarding No Parking Zones on Smallwood-Williams Way, in the City of Cape Girardeau,
Missouri. Second and Third Readings.
BILL NO. 23-179, an Ordinance amending Schedule C of Section 26-132 of the City Code,
regarding a stop sign at Smallwood-Williams Way and Pacific Street, in the City of Cape
Girardeau, Missouri. Second and Third Readings.
A Motion was made by Mark Bliss, Seconded by Tameka Randle,to approve and adopt.

BILL NO. 23-180, an Ordinance accepting an Electric Line Easement from the Trustees of the
Cape Girardeau Country Club for property located on East Cape Rock Drive, in the City of Cape
Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this
Bill.No one appeared.
A Motion was made by Nate Thomas, Seconded by Dan Presson,to approve.
Motion passed. 7-0.Ayes: Bliss, Guard, Kinder, Presson, Randle, Thomas, Truxel.
BILL NO. 23-181, an Ordinance authorizing the City Manager to execute a Transportation
Alternatives Funds Program Agreement with the Missouri Highways and Transportation
Commission and to construct the Cape LaCroix Trail Enhancements Project, in the City of Cape
Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this
Bill.No one appeared.
A Motion was made by Shannon Truxel, Seconded by Nate Thomas,to approve.
Motion passed. 7-0.Ayes: Bliss, Guard,Kinder, Presson, Randle,Thomas,Truxel.
BILL NO. 23-182, an Ordinance amending Chapter 23 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, regarding exemption conditions for stormwater management. First
Reading. Mayor Kinder called for public appearances regarding this Bill.No one appeared.
A Motion was made by Dan Presson, Seconded by Shannon Truxel,to approve.

APPOINTMENTS
Appointments to the Bloomfield Crossing Community Improvement District Board of Directors.
A Motion was made by Dan Presson, Seconded by Mark Bliss, to approve Mayor Kinder's
appointment of Cynthia McCormick, Britnie Unterreiner, and Dalton Buehler to the Bloomfield
Crossing Community Improvement District Board of Directors for terms set to expire December
1, 2026.
Motion passed. 7-0. Ayes: Bliss, Guard, Kinder, Presson, Randle, Thomas,Truxel.
Appointment to the Liquor License Review Board
A Motion was made by Robbie Guard, Seconded by Dan Presson, to appoint Richard Fehr to the
Liquor License Review Board for a term set to expire December 1, 2026, and to appoint Christen
Griffen as an alternate member for a term set to expire December 1, 2026.
Motion passed. 7-0. Ayes: Bliss, Guard,Kinder, Presson, Randle,Thomas, Truxel.
Appointment to the River Campus Board of Managers
A Motion was made by Dan Presson, Seconded by Shannon Truxel, to appoint Sophia Han to the
River Campus Board of Managers for a term set to expire December 1, 2026.
Motion passed. 7-0. Ayes: Bliss, Guard, Kinder, Presson,Randle,Thomas,Truxel.
Appointment to the Show Me Center Board of Managers
A Motion was made by Dan Presson, Seconded by Mark Bliss, to appoint John McGowan to the
Show Me Center Board of Managers for a term set to expire December 1, 2026.
Motion passed. 7-0. Ayes: Bliss, Guard, Kinder, Presson, Randle,Thomas, Truxel.
