Ronald Fischer Mark Seesing The meeting was called to order by Chairman Paul Miles at 4:00 p.m. Chairman Miles introduced Mark Seesing as the first full-time manager of the Cape Girardeau Municipal Airport. His first day on the job was August 21, 1989. A possible Aviation Day is being planned for October 15, 1989. More details will be brought to the Board as they develop. It was reported by Al Stoverink that the new weather station has been installed in the Cape Central Airways training room. The system is up and running for the benefit of the flying public. All operating costs for the system such as phone lines and paper are paid for by Cape Central Airways. Mr. Stoverink also reported that the "Fly Cape" promotion is still in progress. At this time it appears that the goal of 10,000 will be reached and exceeded by the end of the year. Jerry McClanahan suggested an effort should be made to attract the infrequent passenger to fly from Cape. He said he knew several people who travel more than once a month and they could certainly help the count. The situation of rental car parking occupying the prime area of the parking lot was discussed. A motion was made by Paul Brinkopf and seconded by Truman Cole that Mr. Seesing, with assistance from the City Engineering Department, formulate a functional flow for the complete automobile parking lot. The motion carried. Chairman Miles brought before the Board the matter of aircraft long term parking on the paved ramps. Following discussion Jerry McClanahan made a motion that Mr. Seesing research the present leasing arrangements as well as research all possible methods of leasing the City ramp spaces and report his findings to the Board. The motion was seconded by Truman Cole and the motion carried. Al Stoverink also reported that he and Mark had attended a Missouri Airport Managers Association meeting in Warrensburg, Missouri. The purpose of the meeting was to discuss common problems and find solutions. There was also a discussion on other helpful organizations for airport managers and airport owners. Chairman Miles moved that Airport Manager Seesing should bring before the Board information of the AAAE and AOCI. The motion was seconded by Truman Cole and passed. Airport Minutes August 22, 1989 Page 2 A discussion was held regarding the recent meeting with Coffman and Associates relative to the proposed master plan. Truman Cole voiced concern that the terminal building had been placed on the back burner. It appeared to Mr. Cole that only those improvements and facilities that could be financed by the federal grants were being considered. Discussion followed as to the inadequacies of the present terminal building and the importance to the traveler and City that an adequate building be at the airport. The preceding discussion prompted a discussion of the real function of the Airport Board. City Manager J. Ronald Fischer suggested that a study of the present ordinance be made and that the Board suggest changes if they saw it necessary. After a review of the ordinance, a meeting should be set up with the City Manager to review any desired changes. There being no further business coming before the Board, the meeting was adjourned. Respectfully submitted, John T. Seesing secretary
