MIIvIORANDUM
T0: City rl(anager
FROM: Robert E. Gass
SUBJECT: AIRPORT BOARD MEETING, February 11, 1977
When Estes asked that a fixed base operator be given some protection
to keep different ones coming in and starting ary type business unless
they went full fixed base operator. Estes stated that if the fixed base
operator could not be protected that he would like to move back into the
Sky-Ma.rt and just have a charter service, plane rental and aircraft
pilot instruction and let someone else have the fixed base operator.
Tliiles stated that the Board tried with reference to the ordinance
covering Ed Shaeffers type of operation but that a friend of Paul Stehr's
got the proposed ordinance stopped. Grisham stated that he didn't think
the City Council would in any way help with this type of ordinance.
Cole stated that he had talked with Stehr and was assurred that the
City Council did not feel that this would solve the problem that it was
intended, would have been almost impossible to enforce and that it was
tabled for further study.
In regards to discussion on the hangar buildings, r2iles and Grisham
stated tha.t they didn't think the City would do arything except demolish
them.
Estes stated tha.t he had purchased the business with the manager's
contract and wasn't going to give it up without legal action as he has
heard that the City is going to stop the manager's contract. He then
asked for a meeting with the City Council and Airport Board and if some
agreement on contract and extension of contract couldn't be arrived at
that he would bring suit. He wants to have a meeting and get a formal
yes or no on certain things so they would be informed of the suit since
he didn't want to bring suit without them lmowing first.
After Estes and Little left Cole informally stated that Drury's
were interested in some kind of building program and also that Jerry
Lipps is interested in some kind of fixed base operator.
