August 8, 1976, 7:30 a.m. Discussions not in- cluded in minutes. James Estes wanted to submit price proposals to the Airport Board f or repair of the two old hangers. Stated that by lease, the City is responsible for the maintenance and up-keep and of said buildings. Since the City has not maintained them and they have deteriorated to a point that they need to be repaired or replaced and that he thought that it is the City's responsi- bility of seeing that they are repaired at City's expense. A. J. Seier instructed Estes to write a letter to the City giving his proposal and asked f or their feelings in regaxds to the repair of the hangers. A, J. Seier asked Estes. "If the City decided to demolish them instead of repairing them what was his feelings"? Estes stated that he was prepared to take legal action. In regards to Ed Shaffer's renting planes and giving instruction. Estes stated that he should be ma.de to invest what Cape Central had invested or be moved off of the field. Further stated that he didn't think the City would ha.ve the right to lease to him or anyone else to conduct any type business that Cape Central was engaged in. Seier stated very bluntly that Estes was out of his mind. That the City would not or could not force anyone to invest certain amounts before being able to operate a business. Truman Cole stated that after hearing the discussion that he believed it was better to leave a sleeping dog lay. Because he thought someone was going to open a bag of worms that they really didn't want to have opened. That if everyone who gave instruction or rented a plane had to have a licence or lease contract with the City, people leasing planes to Cape Central, ect., would also be liable, which included Estes along with some others. Estes felt tha.t anyone rent ing or leasing planes to Cape C entral should not be included. I asked Estes if he would write a letter to the City asking permission to sub-lease to the Aircraft Locating Service he had in the new building. He stated that he would. And at this time, he asked when the City was going to start paying him rent for the area where the New Fire Station was located. I told him the City had the right to build in ary area that was deemed neces- sary for the safety of the Airport.
