Chairperson Kevin Noel called the meeting to order and turned the floor over to Josh Meyer who
introduced new staff members Dionne Hoffineister, Recreation Coordinator and Hunter Briscoe, Recreation
Specialist.
Chairperson Noel then asked if everyone had a chance to look at the minutes from the July 10, 2023
minutes and if there were any changes to be made. No changes were introduced and the minutes were
approved without opposition.
Scott Williams and special guest Tyson Moyers gave a 6 month evaluation of the Cape Public Schools
and Parks and Recreation Youth Intramural Program. The 2022-2023 season had participation growth
of 265% (see attachment) over the 2021-2022 season. Cape Public Schools have agreed to expand the
program to first and second graders. Josh Meyer said the partnership with Cape Public Schools Tyson
Moyers worked very well. All kids that wanted to play were placed on a team. Nick Yaeger said the
number of baseball teams increased in part because this year teams were by school grade rather than
age. Kevin Noel commented the program far exceeded his expectations. The entire board was very
impressed with the difference the program has made. Council Liaison, Nate Thomas requested this
update be presented at the next City Council Meeting. Nate Thomas would also like to see a
partnership between Parks and Recreation and Cape Public Schools to offer week long sports camps.
Doug Gannon spoke about the Trail Improvement TAP (Transportation Alternative Program) Grant. An
application has been submitted and Doug will keep the board apprised of the status. Project
completion is scheduled for Spring of 2024
Jefferson Park Playground Ribbon Cutting will be Monday, August 21, 2023 from 11:30 am — 12:30 pm.
Kaed Horrell invited all to attend.
Scott Williams said The Babe Ruth World Series, Baseball 16-18 is underway at Capaha Park and Cape
Central Ballfields. Day games are not well attended but night games will have many attending. Some
International teams visited the SportsPlex for practice.
Kaed Horrell said the restroom and playground have been ordered and delivery is expected for
December 2023.
Doug Gannon said the Rose Garden renovation is coming along with the sidewalk being poured.
Several gardens clubs in the area have reached out to Doug requesting the name be changed to
Botanical Rose Garden.
Doug Gannon said the weather has been causing some delays but the metal building is up. The basin is
going in and everything is going relatively smooth. Additional funds have been allocated to renovate
the bathhouse. Grand Opening is projected for Spring 2024
The rain has caused a slowdown in the work at the Capaha Park Tot Lot. Kaed Horrell said that when
the project is finished it will no longer flood
Jackson Hill said the Tree Advisory Board met earlier that day. They evaluated trees around the
courthouse and identified nine trees that need to be pruned or removed. One tree at Arena Park will
be recommended for removal due to some tree rot at the base and the chance of property damage if it
falls on its own.
Kaed Horrell invited everyone to the Red House Interpretive Center Committee which will be hosting a
concert this Wednesday. The Red House will receive half of the admission fee. The 20th anniversary
celebration of the Red House Interpretive Center will be September 21, 2023
There were no reports from the Parks & Recreation Foundation, Nate Thomas for the City Council, and
the Golf Course Advisory Board
Upcoming board vacancies and appointments will occur this October. Chairperson Kevin Noel & Vice
Chairperson Pete Frazier will be leaving the board having served their term limits. Dr. Beverly Evans is
up for reappointment. Kevin will continue to run meetings through October. Kim Butler will distribute
all prospective board member applications closer to the October meeting. If anyone is interested in
being Chairperson or Vice Chairperson, contact Doug Gannon for more information.
