Public Hearing:
John Mehner, Cape Girardeau Chamber of Commerce, addressed the board. He commented the
board for their tremendous expertise in designing and drafting plans in the construction trade. He
thanked the board for the looking at the 2003 International Codes and he asked them to combine
the public safety element with that building friendly element.
Mitch Robinson, Cape Girardeau MAGNET. Previously, contractors and business leaders had a
concern about the 2000 International Codes and the costs involved with the stringent seismic
requirements. He feels the difference between the 2000 and 2003 International Codes will be
more business friendly to commercial and industrial ventures for the city.
Discussion of 2003 International Plumbing, Mechanical and Fuel Gas
Codes:
Mike Conrad, Plumbing and Mechanical Inspector, presented to the board the proposed
changes to the 2003 International Plumbing Code. Mike suggested amending Sections
101.1, 102.2, 103.2, 106.6 (2), 106.6 (3), 109.1 and 109.2. These sections are
administrative. Mike suggested amending Section 703.6, Minimum size of building sewer,
to read (4) inches in size and to add in Section 710.3, Underground drainage piping. There
is to be nothing smaller than 2 inches in diameter underground.
Mike Conrad and Rick Ennis, Fire Chief, presented the proposed changes to the 2003
International Mechanical Code. Mike suggested amending Sections 101.1, 103.1, 103.2,
106.5.2, 106.5.3, 108.4 and 109.0. These sections, Mike said were administrative. Mike
asked the board to amend Table 305.4. He is suggesting deleting copper gas line from the
code. Mike Morgan, Fire Marshal, reviewed the Mechanical Code, but he was not able to
be present to make his recommendations to the board. Chief Ennis was present and
presented the Fire Department's comments pertaining to the mechanical code. Chief
Ennis asked the board to adopt the Mechanical code in its entirety. He feels the 2003
Mechanical Code is an improvement over the 2000 Mechanical Code.
Mike Conrad presented the proposed changes to the 2003 International Fuel Gas Code.
Mike suggested amending Sections 101.1, 103.1, 103.2, 106.5.2, 108.4 and 109. These
sections Mike said were administrative. Mike suggested amending Tables 402.4 (7), 402.4
(8), 402.4 (9), 402.4 (10) 402.4 (11), 402.4(12), 402.4 (13), 402.4 (25) 402.4 (26) and 402.4

Sections 403.4.3, 403.5, 403.5.2 and 403.10.4 (10), deleting copper gas pipe from these
sections. Mike asked the board to delete Section 406.4 from the 2003 International Fuel
Gas code and to amend Section 406.4.1, Test pressure. The 2003 Fuel Gas code has a
lesser standard than the 20 pounds sustained by the piping for twenty (20) minutes. This
standard is working very well in the Inspections department. He asked the board to also
delete Section 406.4.1. Board member Mike Annis asked Mike Conrad to look at section
614.6 Clothes Dryer Ducts. He was concerned about the sentence that stated that exhaust
ducts for dryers shall be constructed of metal and shall have a smooth interior finish. Mike
Conrad said this could be deleted if the board felt strongly about the enforcement to the
HAVC contractors. But the board did not act on deleting or amending the sentence and
the Fire Chief wants to leave this section as is. The Board did not have any questions or
comments pertaining to the codes.
Tony Sebek made a motion to adopt the 2003 International Plumbing Code and the
recommended amendments to the 2003 International Plumbing Code. Joe Burton
