Electrical Code 1999 and 2000 ICC Electrical Codes.
2000 International Plumbing Code. Recommended staff changes; Section 102.2 - Existing
Installation, is a change from the code, or is this in the existing ordinance. The primary
change is by the code official, if this is not rewritten the code does not specify who has the

(36) inches when most of the sewer lateral lines are located in the back yards of most of the
homes he has seen. Mike Conrad proposed this change because this section had been
changed by the former plumbing inspectors. The depth is 36 inches to protect the pipe
from being crushed by heavy equipment, expansion, contraction, and structural settlement.
Mr. Grebe agreed this was necessary for the protection of the lateral pipe. In section 305.3
Stress and strain, it issues a blanket statement protecting the piping from damage resulting
from expansion, contraction and structural settlement.
Section 608.16.5 Connections to lawn irrigation systems. Mike Conrad indicated to the
Board, the State of Missouri does not recognize the atmospheric-type vacuum breaker as a
means of protection against backflow.
Section 404.1 Accessible Plumbing Facilities, discussion was opened about what is required
for accessible plumbing facilities. Mike indicated this was checked in the plan review
process when plans are submitted for review, and the necessary revisions were submitted to
comply. A motion was made by Dave Alberson to accept the recommended amendments
to the 2000 International Plumbing Code, with the provision that the Board has the right to
come back to review any sections of the Plumbing Code if they determine it is necessary.
Tony Sebek seconded the motion, motion passed 8-0 in favor.
2000 International Mechanical Code, Section 403.3 Ventilation rate. Ventilation systems
shall be designed to have the capacity to supply outside air in a private and multi-family
dwelling. The Board asked Mike if an operable window could be used as a supply for
outside air, yes, the building code, section 1202.4 says an operable window can be used as a
ventilation supply. It was decided by the Board to retain this section of the code because
the homes of today is so sealed there is no air penetrating from the walls and around
windows. A motion was made by Tony Sebek to accept the recommended amendments to
the 2000 International Mechanical Code, but amending as a correction Section 103.4 to
108.4, and with the provision that the Board has the right to come back to review section
513 Smoke Control Systems and any other sections of the Mechanical Code if they
determine it is necessary. Dave Alberson seconded the motion, motion passed 8-0 in
favor.
2000 International Fuel Gas Code. Discussion opened with section 403.4.3, Copper and

the copper pipe. Concerning section 406.4, 406.4.1 and 406.4.2 is it the staff intention to
delete the whole section? This will be replaced by the rewritten recommended
amendment 406.41; this has been in effect for at least 20 years. A motion was made by
Mark Strickland to accept the recommended amendments to the 2000 International Fuel
Gas Code, with the provision that the Board has the right to come back to review sections

seconded the motion, motion passed 8-0 in favor.
Discussion opened about the seismic in the building code, Mark Strickland mentioned that
the City of Sikeston had adopted the 2000 International Codes, but had amended the
seismic sections to die 1996 National Building Codes, they had researched the structural
costs difference in adopting the 2000 International Building Codes in seismic and had
found there was an increase in costs of at least 20%. Dave Pfeiffer will do research in the
cost differences for the next Board meeting, to consider the structural costs in new
buildings.
Mike Annis would also like to discuss the residential code pertaining to habitable space; he
feels this would be detrimental to the residential homes in the City of Cape Girardeau.
Section R310.1 Emergency escape and rescue required, this restrict the use of the
basement areas for family rooms, bedrooms and offices, especially for tri-levels and split-
foyers. Mike is proposing deleting the word habitable space; he would like to reserve the
for) right to discuss this at a later date, to consider this problem of habitable space.
