Call to order at 7:11 p.m. by Tony Sebek, Vice Chairman.

unanimously approved.
Old Business:
Tom Hinkebein, Fire Marshall, reported that he had contacted local manufacturers
concerning the lighter gauge metal required in Section 507.3 of the Fire Code and that this
change would not be a problem for them. Mr. Hinkebein submitted no further amendments
to the 1996 Fire Code.
In review of the amendments submitted for the 1995 International Plumbing Code, the Board
questioned the requirements for grease interceptors and fixtures. The city plumbing inspector
will research this for the next board meeting.
The Board requested additional information on the physical properties of PVC piping in
relation to depth requirements. Tony Sebek will research this issue.
Pam Davidson, Plan Review Specialist and Rick Murray, Inspection Services Director,
submitted additional amendments to the 1996 BOCA National Building Code. It was
recommended that permits be required for fences constructed within the city and that a permit
fee of $10.00 he assessed. It was also recommended that a re-inspection fee of $10.00 be
charged when an inspector is required to return to an inspection the third time. The first
inspection would be "free". If corrections are required, the second inspection would also
rus be "free". However, if the corrections are not completed, a re-inspection fee of $10.00
would be assessed for each additional inspection required for compliance.

Amendments to Section 121.5, Postponed Hearing, was postponed until after the joint
meeting with the City Council, determining the size of the board. Section 121.6, Board
Decision, was also postponed for the same reason.
The Board decided that amending Section 1008.1.2, Occupancy Loads, was not necessary.
These cases will he handled variance by variance.
Pam Davidson recommended amending Section 1010.4, Emergency Escape and Rescue, by
adding the sentence: "The unit shall be operable from the inside without the use of special
knowledge, separate tools or force greater than that which is required for normal operation
of the window." This sentence was included in the 1993 Code but was omitted from the
1996 Code.
Seismic requirements for single family dwellings were further discussed by the Board. City
staff has recommended that single family dwellings and duplexes not be exempted from
seismic requirements.
Rick Murray recommended adding an exemption to Section 1806.1, Depth of footings, Frost
Protection, exempting portable, non-habital structures from the code requirement.
In discussion of the amendments to the 1995 CABO Code, Tony Sebek recommended adding
a new section to Section 309, Garages, which would require a 4" lip on direct entrances to
basements from garages.
The Board discussed the recommendation that the CABO Code be the only code used for one
and two family reviews. It was the Board's opinion that builders should continue to have
the option of building under either the BOCA and the CABO Code. It was also noted that
the CABO Code sufficiently addresses homes of all sizes.
Rick Murray recommended that a new section he added to Section 310, Exits, which would
require that all R-3 basements include an egress window or a 3'0" egress door as defined by
the BOCA Code.
Michael Annis, a local contractor, submitted a request that the Board adopt an amendment
to the CABO Code raising the height of egress windows in multi-level homes to 46".
In discussion of the 1996 International Mechanical Code, the Board further discussed the
flexible gas piping introduced at the June meeting. It was again requested that a
representative selling the product be invited to the August meeting to answer questions.
The Board requested that the city staff compile their recommendations into draft form for
review at the next meeting and final changes would then be made by the Board.
