Murray stated that he had not received any written comments from that meeting but that he had been invited to attend a real estate association meeting to be held on February 23rd. Dave Pfeiffer stated that, in his opinion, at least one board member should be in attendance at these public meetings. Further comments were received from landlords, property owners, tenants, community groups and other interested persons. Frank Bean, of the SEMO Apartment Association, submitted into the record a letter addressed to the Board of Appeals. The letter voiced a formal protest from the Association to the adoption of OPN the maintenance code. AdiSEAMOAI OF CAPE GIRARDEAU, February 11, 1993 Mr. Ralph Flori, Chairman Board of Appeals City of Cape Girardeau Cape Girardeau, MO 63701 Dear Mr. Flori: We, at the SEMO Apartment Association, are writing to inform you we are firmly opposed to the BOCA Property Maintenance in any form. We feel punishing 98% of property owners for the fault of 2% is I not what this country is all about. To be able to force your way on a homeowners property and tell him he must bring his 30 or 40 year old house to current BOCA electrical, plumbing, mechanical, fire, and safety codes is violating his rights to have and hold property. Also, we oppose the increased government spending of $200,000 with 2 or 3 years to implement such a program. We have fire, health, and safety ordinances on the books now, why pass more ordinances when what you have in place is only being partially enforced. Since rely, Frank D.
