SPECIAL SESSION—July 24,2023
CALL TO ORDER
The Cape Girardeau City Council convened in special session on Monday,July 24,2023,at 12:24
p.m. via internet videoconference pursuant to RSMo. Sections 610.010 and 610.015, with Mayor
Pro Tempore Dan Presson presiding and Council Members Mark Bliss, Robbie Guard and Nate
Thomas present. Stacy Kinder, Tameka Randle and Shannon Truxel were absent. The votes
taken shall be regarded as if all members were physically present and in attendance at the
meeting.
A Motion was made by Dan Presson, Seconded by Robbie Guard,to recess the meeting until July
24, 2023, at 2:00 p.m.
Motion passed. 4-0.Ayes: Bliss, Guard,Presson,Thomas. Absent:Kinder,Randle,Truxel.
The Cape Girardeau City Council reconvened in special session on Monday, July 24, 2023, at
2:00 p.m. via internet videoconference pursuant to RSMo. Sections 610.010 and 610.015, with
Mayor Stacy Kinder presiding and Council Members Mark Bliss, Robbie Guard, Dan Presson,
Nate Thomas, and Shannon Truxel present. Tameka Randle was absent. The votes taken shall be
regarded as if all members were physically present and in attendance at the meeting.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by Mark Bliss,to adopt the Agenda.
Motion passed. 6-0.Ayes: Bliss, Guard,Kinder,Presson, Thomas,Truxel. Absent: Randle.
NEW ORDINANCE
BILL NO. 23-111, an Ordinance authorizing the Mayor to execute a Special Warranty Deed to
The Mary Ann and Bert J. Kellerman Foundation, for property located at 401 Independence
Street, in the City of Cape Girardeau, Missouri. First, Second and Third Readings. Mayor Kinder
called for public appearances regarding this Bill.No one appeared.
A Motion was made by Robbie Guard, Seconded by,Mark Bliss,to approve.
Motion passed. 6-0. Ayes: Bliss, Guard,Kinder,Presson, Thomas,Truxel.Absent: Randle.
BILL NO. 23-111 will be Ordinance NO. 5671.
MEETING ADJOURNMENT
There being no further business,the special session ended at 2:05 p.m.
A Motion was made by Dan Presson, Seconded by Nate Thomas,to adjourn.
Motion passed. 6-0.Ayes: Bliss, Guard,Kinder,Presson,Thomas, Truxel. Absent: Randle.
