Regular Session July 5, 2023 LL-305 STUDY SESSION—July 5,2023 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Wednesday, July 5, 2023, starting at 5:00 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, Tameka Randle,Nate Thomas, and Shannon Truxel present. Robbie Guard and Dan Presson were absent. REGULAR SESSION—July 5,2023 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Wednesday, July 5, 2023, starting at 5:33 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, Tameka Randle,Nate Thomas,and Shannon Truxel present. Robbie Guard and Dan Presson were absent. ADOPTION OF THE AGENDA A Motion was made by Shannon Truxel, Seconded by Mark Bliss,to approve and adopt. Motion passed. 5-0.Ayes: Bliss,Kinder,Randle,Thomas,Truxel.Absent: Guard,Presson. PUBLIC HEARING A public hearing to consider a request to rezone property located at 1201, 1207, 1211, 1215, and 1217 South Kingshighway from M-2 (Heavy Manufacturing/Industrial District) to M-1 (Light Manufacturing/Industrial District). Mayor Stacy Kinder opened the public hearing. There be no appearances,the public hearing was closed. CONSENT AGENDA Approval of the June 20,2023, City Council regular session. BILL NO. 23-91, an Ordinance amending Schedule C of Section 26-132 of the City Code, by establishing stop signs at various locations, in the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 23-92, an Ordinance amending Schedule F of Section 26-289 of the City Code, by establishing No Parking Zones in various locations, in the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 23-93, an Ordinance amending Chapter 25 of the Code of Ordinances of the City of Cape Girardeau,Missouri,regarding Off-Street Parking Regulations. Regular Session July 5, 2023 LL-306 BILL NO. 23-94, an Ordinance approving the record plat of River City Centre First Subdivision. Second and Third Readings. BILL NO. 23-95, an Ordinance accepting a General Warranty Deed from Broadview Commercial Properties, LLC, for property located at the northwest corner of North Broadview Street and Independence Street, in the City of Cape Girardeau,Missouri. Second and Third Readings. BILL NO. 23-96, an Ordinance authorizing the Mayor to execute a Special Warranty Deed to Broadview Commercial Properties, LLC, for property located west of and adjacent to 39 and 45 North Broadview Street, in the City of Cape Girardeau,Missouri. Second and Third Readings. BILL NO. 23-97, an Ordinance authorizing the Mayor to execute a Permanent Sign Easement to Broadview Commercial Properties, LLC, for property located west of and adjacent to 39 and 4 North Broadview Street, in the City of Cape Girardeau,Missouri. Second and Third Readings. BILL NO. 23-98, an Ordinance accepting Permanent Utility Easements from various property owners for a portion of a vacated alley Right of Way between South Park Avenue and South West End Boulevard, in the City of Cape Girardeau,Missouri. BILL NO. 23-99, an Ordinance accepting a Permanent Utility Easement from Vada Leasing, LLC, over that vacated part of Hickory Street, in the City of Cape Girardeau, Missouri. BILL NO. 23-100, an Ordinance accepting Easements from various property owners for the Sherwood Drive/Hood Drive/Brookwood Drive Drainage Improvements Project, in the City of Cape Girardeau,Missouri. BILL NO. 23-101, a Resolution Authorizing the City Manager to Execute an Engineering Services Agreement with Bowen Engineering& Surveying, Inc., for Pedestrian Improvements in the City of Cape Girardeau,Missouri. Reading and Passage. BILL NO. 23-102, a Resolution authorizing the City Manager to execute a Performance Guarantee Agreement with A.G. Jones Properties, L.L.C., for public sidewalk improvements in Hawthorne Place Subdivision, in the City of Cape Girardeau,Missouri.Reading and Passage. BILL NO. 23-103, a Resolution authorizing the City Manager to execute a Performance Guarantee Agreement with SEMO Land, L.L.C., for public sidewalk improvements in Forest Hills Estates Fifth Addition, in the City of Cape Girardeau,Missouri. BILL NO. 23-104, a Resolution authorizing the City Manager to execute an Agreement with Lappe Cement Finishing, Inc., for the Pedestrian Walkway and Intersection Improvements, in the City of Cape Girardeau,Missouri. Reading and Passage A Motion was made by Nate Thomas, Seconded by Mark Bliss,to approve and adopt. Motion passed. 5-0.Ayes: Bliss,Kinder, Randle,Thomas, Truxel.Absent: Guard,Presson. NEW ORDINANCES BILL NO. 23-105, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of certain property along South Kingshighway, in the City and County of Cape Girardeau, Missouri, from M-2 to M-1. First Reading.Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Nate Thomas, Seconded by Shannon Truxel,to approve. Motion passed. 5-0. Ayes: Bliss,Kinder,Randle,Thomas,Truxel.Absent: Guard,Presson. BILL NO. 23-106, an Ordinance approving the record plat of Hawthorne Place Subdivision. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Shannon Truxel, Seconded by Nate Thomas,to approve. Motion passed. 5-0. Ayes: Bliss,Kinder,Randle,Thomas, Truxel.Absent: Guard,Presson. OTHER BUSINESS Dan Drury, Dennis Vollink, and Kevin Whitfield, individually, appeared to express concern with the West Park Mall Redevelopment project and associated incentives and financing that the developer is requesting. David Atkins appeared to suggest the City have greeters and information near the downtown restrooms when the river boats dock. MEETING ADJOURNMENT A Motion was made by Shannon Truxel, Seconded by Tameka Randle,to adjourn the meeting. Motion passed. 5-0.Ayes: Bliss,Kinder,Randle,Thomas, Truxel.Absent: Guard,Presson.
