AIRPORT DIVISION
- Second Quarter Report
, 2007-2008
(October-December,2008)

NARRATIVE SUMMARY
_ Airline enplanements for the second quarter of the 2007-2008 fiscal year were down 86%with 317 passengers
compared to 2,266 for the same period last year. While new service started November 18 with the introduction of
flights to Cincinnati through Big Sky Airlines, the airline owners, MAIR Holding, announced December 18 that they
were terminating service, effective January 7, 2008, and liquidating the commuter carrier. Total enplanements for
— the quarter were down 84%with 375 passengers compared to a total of 2,382 passengers for the same period last
year. Obviously, this data also reflects the airline starting and discontinuing service.
Itinerant and local aircraft traffic comparisons for the second quarter were down by 12%with 6,476 aircraft
operations as compared to 7,373 operations for the same period last year. Instrument Operations were also down
by 37%with 924 aircraft operations as compared to 1,456 operations for the same period last year. Some of the
decrease is due to the minimal airline operations and the remaining decreases may be related due to winter weather
— in November and December.
Fuel sales were down for Cape Aviation, with a total 11%decrease for the quarter with 84162 gallons this year
compared to 95,058 gallons for the same period last year. Sales of Jet A were down 8%with 63,183 gallons this
year compared to 68,838 gallons for the same period last year. The 100 Low Lead sales were down substantially,
by 20%with 20,979 gallons this year compared to 26,220 gallons for the same period last year.
,.. Cotner Electric completed the aield signage project. All airfield sign panels were replaced and the wind sock for
Runway 28 was relocated outside of the Runway Safety Area.
The General Aviation Terminal Rehabilitation project started in October and is scheduled for completion in late
-" February or early March. Kiefner Brothers, Inc. is heading up the project as the general contractor and Phillip Smith
is the architect.
Contrend started construction of Jim Vangilder's new hangar with competion scheduled in February or March.
Big Sky Air, d/b/a Delta Connection, started scheduled air service between Cape Girardeau and Cincinnati on
November 18, with a Chamber of Commerce kick-off banquet held November 13 at the Airport restaurant. Service
r" began with two daily round-trips, with plans to progress to three daily round-trips on December 21. Unfortunately,
MAIR Holding, the parent company of Big Sky Air, announced December 18, thirty days after starting, that they were
going to discontinue the service and liquidate the airline, effective January 7, 2008. The U.S. DOT issued an
emergency Request for Proposals to entice interested air carriers to provide proposals to the U.S. DOT by January
11, 2008. The City staff and airport advisory board have answered numerous questions with the public and the
media and are working to correct the situation. In general, everyone was in shock regarding the announcement.
r Airport Manager, Bruce Loy, attended the 2007 FAA Central Region Conference with new Airport Operations
Supervisor, Ray Kelly. The conference covered a number of issues effecting airports today, including Federal re-
authorization, FAA's proposals to charge user-fees, and the new Flight Service Station contracts.
r The partition wall in front of the terminal building was repaired with new drivet and paint.
Commander Premier Owner's Group held their second-annual fly-in for their aircraft owners on October 19-21.
— Approximately fifty owners and their aircraft attended the event.

 QUARTERLY REPORT
_ Engineering Division
Second Quarter, 2007-2008

During the Second Quarter of the 2007-2008 Fiscal year the Engineering Division
worked on a total of fifty-six proj ects (not including work performed for other city departments).
This is a decrease from the previous quarter. A review of these projects reveals that seventeen
were Developinent or Subdivision related projects, twelve were Grant funded projects, twenty-

five were CIP or other city related projects, and two were Water Expansion projects.
r-
During this quarter, there were no construction contracts awarded, six projects were
started, no projects closed out and twenty-four city projects were continued. During the Second
Quarter, the Division logged over 511 citizen requests for information.
The trend for the Second Quarter shows a slight increase in Private Development work, a

substantial increase in Grant projects, a substantial decrease in Capital Improvement work, and a
decrease in the amount of Water Main Extensions throughout the City from the same time last
_ year. The following table and chart illustrates this trend.

 Emergency Management and Communications Activity
Emergency Management Activities include those relating to preparing for, responding to,
and recovering from man-made and natura/disasters. Communications Activities include
those relating to the City's 9-1-1 Communications Center.
n
 • Chief Ennis, BC Vincel and Mark Winkler met with personnel from the City of
Springfield and Green County to discuss a pilot "Sister Community" program that is
being organized with the assistance of SEMA. The intent is to match like-sized
community in different parts of the state and pre-arrange mutual-aid agreements to
help one another in the event of a disaster. The agreement would include all city
services, not just fire. During a Sister Counties conference call discussed making
some language/wording changes to the agreement. SEMA will make these
changes and send the agreement back out.

—
• AC Hasheider attended a meeting in Poplar Biuff and said we can expect to see
^ some things come out of this meeting in the future. SEMA and the state are
working towards a catastrophic plan for the New Madrid earthquake event. We may
have a training class on disaster response in our department. We can then discuss
— our priorities for an example on search and rescue Chief Hasheider might have
different priorities than Chief Vincel and it may be helpful to discuss these.
— • Chief Ennis attended the Avian Flu exercise. This was a multi-agency exercise
regarding the potentials of an Avian Flu outbreak.
- • National Weather Service has changed the way they send out warnings. They are
now being sent out by specific cities instead of counties. Our sirens will be
activated for warnings for the city and not for the county for severe weather
— warnings and tornado warnings.
• The governor has a panel going around the state conducting meetings on 9-1-1
centers. Kim attended. Most 9-1-1 centers are run off of tax from the phone bills.
Cell phones are not currently subject to this tax. With cell phones replacing land-line
phones, revenue has become an issue for some 9-1-1 centers. The legislature is
considering legislation to correct this, however, to date, the cell phone lobbyist have
been more successful than the 9-1-1- lobbyists. Currently, our 9-1-1 center is not
directly affected, but may be in the future if this issue is not addressed.
• November 28th and 29t" SEMA hosted a NWS class on Hazardous Weather &
Flooding at station 3 EOC. Chief Hasheider attended.
!
• Radio station KHIS 107.9 has placed an antenna at the Gordonville site. Several
r, tests were run ahead of time and everything worked fine. If something occurs that
interferes with us we can shut them down. We do not expect that to happen. In
exchange, we can access their radio station for announcements in the event of an
_ emergency or disaster. Also, KHIS will be providing an emergency generator as
back-up power for the site, which includes their station and our repeater and radio
equipment.

Fire Prevention and Public Education Activity
Fire Prevention Activities are aimed at preventing incidents form occurring or minimizing
the affects of those incidents that do occur. These include plans review, code enforcement,
safety inspections, and investigations. Activities for the purpose of informing and educating --
the public about safety issues, or simply maintaining the positive image of the fire
department are a/so mentioned in this section.
J
• BC Morgan completed grading work at the training site. Erb Equipment donated the
use of a bulldozer at no charge, and Mike used it for about 1-1/2 days. A thank you
letter was sent to Erb Equipment. r'
• City council passed a proclamation for neighborhood nights in the month of
October. Fire crews attended block parties or other neighborhood events to display
the apparatus.

• School fire drills were conducted during Fire Prevention Week and went very well.
The format by which we conducted them has changed. Instead of us pulling the
alarm and timing the evacuation, CA Welker and crew have been going into a _
classroom and giving them a scenario to see how the teacher will react. This has
been very enlightening to the teachers, school staff, and us as well. We have found
many do not understand that their alarm systems are not monitored and 9-1-1 calls _
need to be made. Some teachers have exited with their class without pulling the
alarm. Overall, this new approach has been well received by the schools and
lessons are being learned. _
• The City hosted a SAVE Volunteers credentialing workshop in October. This was a
full day workshop held at the Osage Center conducted by SEMA qualified —
instructors. BC Morgan attended.
• Chief inet with Michelle Hahn and Peg McNichol for information to appear in the —
Southeast Missourian paper about knox boxes and fire alarms. Press release went
out regarding Knox boxes and fire alarms. Only one radio station has called to
inquire for more information. Letters have been finalized to be carried on the —
apparatus. FM Morgan received one phone call from a resident inquiring about a
Knox box.

 Training Activity
Training activities include our continuous efforts to maintain our personnel's knowledge,
1" skill, and abilities relating to their jobs. Routine training sessions are held dai/y, and
' some of the more notab/e activities are /isted below.

• BC Vincel secured several buildings for various training this past quarter. Asbestos
was removed from the houses on Northview and on Fredrick. Chief wrote an
rinformational letter that was distributed in these neighborhoods explaining the
trainings. Modes of Operation evolutions were conducted and sessions went well.
Saving Your Own training on Fredrick Street went extremely well. We appreciate
^ everyone's efforts and enthusiasm during participation!
_ • Firefighter 1 & 2 class from Perryville area participated in the live burn /final burn
down during the last day of training at Frederick.

Quarterly Report: October 1 -December 31, 2007 _
• Department personnel trained ten days total at the house on Northview in --
November/ December. Each crew trained on the use of Thermal Imaging
Cameras, Water Can Extinguisher Fires and the last three sessions were live burns '
at the Northview house. The final burn down was Saturday, December 8th. Scott -
City, Gordonville and East County participated with our department on the 8th.
• The Cape Girardeau Area Career and Technology Center presented a Paramedic -'
Refresher course in October.
• Several members attended classes at Cape County Fire School in October. Five -'
members attended the Intro to Technical Rescue course and one attended Fire
Investigation. Ca Dillow thanked BC Vincel on getting the parking garage at St.
Francis at the last minute for training. Everything went well and we are welcome to —
come back.
• BC Vincel advised he has confirmed a Fire Officer I Course to be held here in
March 14 -16 and 28-30 of 2008.
• Wellness Program Health Assessments - BC Shaffer, MF Baker and FF Martin
shared information with us that they learned at Peer Fitness Coordinators school.
Personnel completed testing and since we had to fast for the testing, breakfast was _
provided afterwards. We appreciate everyone's participation and thanks to BC
Vincel and his assistants for preparing delicious, healthy breakfasts each day!
• Eileen has arranged for St. Francis to donate a tread mill to the fire department.
This tread mill is the one they use for the stress tests during our physicals and
comes complete with the computer program so that we can simulate that test in- _
house, so that our members can "practice" the test at various times. More so, it is a
free tread mill to be used in-house at the crews, convenience.

:, Apparatus, Equipment and Facility Maintenance „:.
Maintenance Activities include the purchases, repairs, and upkeep of the department's
 apparatus, equipment, and facilities.
_ • Cape LaCroix Church projects: 8-10 people showed up at station 2. and they
painted the Captain's quarters, dayroom and dormitory. They did a great job! Chief
Ennis sent them a thank you letter.

• Specifications for exercise equipment for Station 3 went out for bids. Bids went out
October 8th for the flooring for the exercise room.

• Station 2 roof is leaking. Jason contacted Zoellner. Zoellner and Drury came out
and took a look. They asked to be contacted again when it is raining so they can
— see the leaking. Chief suggested running a water hose up there so they can see
the leaking now and we can get it repaired instead of waiting. Jason will contact
them to see about setting that up. Station 2 Roof- Jason talked with Adam and he
-- said Drury thinks they found the leak. There was some flashing on the hose tower
that they sealed. The painters are coming back to complete the caulking on the
south wall. Jason will monitor these problems and keep us posted. AC Hasheider
will look into additional testing of the roof.
• Potential mold issue at station 1 is being investigated by Dr. Kramer and SEMO
'— environmental lab. The Chief assured us we will follow through with whatever is
determined we need to do and this information will be shared with the crews. Air
samples were taken from the dorm and training room previously. They are
(' supposed to come in to get pictures and are working on the final report. However,
they said verbally that there is mold, but the mold is not the type that presents a
serious health problem. There is a larger amount in the training room than the
'" dorm. Dr. Kramer is working on recommendations on ways to rectify the problem
• Roof at Station 1 has substantial wear and tear, holes and has begun to leak.

The following personnel changes were seen during this past quarter.
• Brad Dillow finished a very close second in the Company Officer of the Year award —
sponsored by Fire Rescue magazine. So close that he was invited to attend their
conference in November anyway, although he will not be recognized on stage with
the actual award. The magazine folks say they don't normally do this for the -
number two person, but they felt compelled in this case. While we are disappointed
that he didn't receive the actual award, finishing second in a nation-wide I
competition is something to be proud of. Congratulations Brad! And, thanks to ALL -
involved in the nomination!
• MF Hagan returned from his military duty and officially back to work. —
• Capt. Moldenhauer attended the National Fire Academy Oct. 28th — Nov. gtn
• Battalion Chief Mike Ramsey's last day on B-Platoon was Thanksgiving Day. Chief
Ramsey was reassigned to days to assume the Training/Safety duties, effective
November 26th. BC Vincel was reassigned to B-Platoon as the Shift BC effective
November 24th. These moves are being made to expand the experience the BC's
are exposed to, not because of any performance problems.
• Completed Master Firefighter(MFF) testing process in December. There were
seven candidates. Two people are being promoted to MFF effective first of the year _
and the remaining five are on a MFF eligibility list that will be in effect until the
completion of the next process in the fall 2008.
• Captain Shaffer became BC Shaffer, and MF's Jeff Crites and Kelly Allen became r
captains as of October 13th. All will be assigned to A-Platoon.

_ Sewer Maintenance Division
Second Quarter, 2007 - 2008
.- Narrative Summarv
The Sewer Crew rodded and jet rodded over 111,000 feet of lines during this quarter.
., They also televised 8,696 feet of lines with the camera truck. Thirteen manholes were
cleaned and ten were adjusted. Throughout the quarter, crews continued working on the I
& I (Inflow and Infiltration) Program, concentrating in the area that drains into Lift
Station#1. Lateral repairs were made, roof leaders removed and several mains were
repaired. An order was also placed for some concealed pick hole manhole lids which will
aid in the removal of storm water from the sewer system.

There were 894 sewer locates completed this quarter, which is considerably less then the
2,105 from the same quarter last year. Quite a few of the locates requests this quarter last
— year were for projects which stretched long distances. This made the 2"d quarter for
2006-2007 numbers unusually high.
r' A total of 17 sewer calls were received this period and none of them were considered the
► responsibility of the City. Snow removal equipment was readied for the winter season
and the crew continued with their normal maintenance activities.

Operator/Truck Driver. Weekly "Tool Box" safety meetings were held and two safety meetings
were held each month. We also earned a pizza for a safety award for lunch in November. This
pizza was for the 3rd quarter of 2007. --
Sludge:
There were 2991oads of sludge hauled to area farmers this quarter. Fifty-three of the loads went —
to Phil and Dave Hubbert's farm in Scott County off County Road #403 and 2461oads were
hauled to Vince Hulshof's farm in Scott County, off County Road #506.
There were 14 loads of leachate hauled from the Transfer Station to the Wastewater Plant for —
processing.
Laboratory-Pretreatment: -
Routine testing of influent, effluent and sludge was completed daily. Waste haulers dumped 241
loads for a total of$2,410.00. A headworks loading study was performed for this quarter. The
Airport lagoon was checked for discharge to perform testing and tested. The Airport storm water —'
discharge was also tested for permit limits.
Industrial self-monitoring reports were received and reviewed. All parameters were within J
permitted limitations. Three industrial permit compliance inspections were performed. The report
detailing DANA's pretreatment monitaring (City of Cape Girardeau inspection sample from
September) was received and reviewed. It was noted that they were in a noncompliance state in
regards to their TTO limits. They were issued two notices of violation and published in the ,
newspaper. We received a few requests for acceptance of wastewater and these were handled on
a case by case basis. -"'
