First Quarter Report
2006-2007
^ (July-September,2006)
NARRATIVE SUMMARY
^ Enplanements for RegionsAir for the first quarter of the 2006-2007 fiscal year were up 10%with 2,054 passengers
compared to 1,875 for the same period last year. Total enplanements for the quarter were up 8%with 2,093
passengers compared to 1,932 for the same period last year. These increases continue to indicate positive
" increases, however the increases are down about 2%from the previous, fourth quarter report.
Itinerant and local aircraft traffic comparisons for the first quarter were up again this quarter by 39%with 9,993
_ aircraft operations as compared to 7,307 operations for the same period last year. Instrument Operations were up
less than 1%with 1,369 aircraft operations as compared to 1,304 operations for the same period last year. Again,
much of the increase in the itinerant and local air traffic is due to an increased number of local aircraft operations
and flight instruction operations. Much of the increase in flight instruction can be attributed to the Cape Girardeau
^ Vo-Tech's aviation study course, which includes some flight instruction. Additionally, Cape Air Charter has
increased their staff of flight instructors.
Fuel sales tracked with an untypical decrease for Cape Aviation, with total sales down 8°lo for the quarter with
88,493 gallons this year compared to 96,636 gaffons for the same period last year. Sales of Jet A were down 19%
with 58,113 gallons this year compared to 72,142 gallons for the same period last year. The 100 Low Lead sales,
however, were up 24%with 30,380 gallons this year compared to 24,494 gallons for the same period last year. The
— decrease in Jet A sales can be attributed to much higher fuel prices and lack of an F-18 Hornet demo team at the
2006 Air Festival in July.
A new, five-year fueling agreement with Eastern Aviation Fuels was approved by the City Council, providing Cape
^ Aviation with new fuel trucks and a self-service 100 LL fueling unit.
The fuel farm ramp and aircraft tie down rehabilitation project was advertised for bid on September 18, 2006.
— Additionally, the Cape Aviation roof repair project was advertised for bid.
An open house public meeting for the Cape Aviation remodel project was held September 13, 2006. About 25
people were in attendance and a variety of ideas and issues were gathered and discussed. Upon receipt of the
"" Engineer's estimates, from Phillip Smith, Architect, the City and the Airport Board will determine the extent of the
final bid project prior to advertising the project.
_ An agreement with Crawford, Murphy, and Tilly to complete an environmentai study for the Cohen Trust property
was approved by the City Caunci{.
The A-4 Jet Rehabilitation project is moving forward with the PiloYs Club painting all but the white painted surfaces
— of the aircraft. Once the painting is completed, attention will turn toward providing the concrete platform for the
aircraft to rest on at the entrance to the airport.
Plans are underway to hold the Super-Man Jet Rally cadio-controlled show at the Cape Girardeau Regional Airport
October 4-7, 2006. The jet rally had been held in Metropolis, Illinois for 17 years prior to the FAA closing the event
due to runway closures. Are working with the FAA, it was agreed the airport could host the event in Cape Girardeau.
Approximately 130 participants are expected from 33 states and 10 different countries.
The 2006 Cape Girardeau Regional Air Festival was heVd July 7-8 and was a huge success. The new,two night
' show format proved worthwhile attracting the largest crowd to attend the show in the past eight years.

QUARTERLY REPORT
Engineering Division
 First Quarter, 2006-2007
During the First Quarter of the 2006-2007 Fiscal year the Engineering Division worked
on a total of one hundred seven projects (not inclucing work performed for other city
^ departments). This is a decrease from the previous quarter. A review of these projects reveals
that thirty were Development or Subdivision related projects, fourteen were Grant funded
^ projects, forty were CIP or other city related projects, and eleven were Water Expansion projects.
During this quarter, three construction contracts were awarded, four projects were started,
..
five projects were closed out and twelve city projects were continued. During the First Quarter,
the Division logged over 1,400 citizen requests for information.
The trend for the First Quarter shows a substantial decrease in Private Development
wark, a substantial decrease in Water Main Extensions and a substantial increase in Capital
Improvement work throughout the City from the same time last year. The following table and
chart illustrates this trend.

r Emergency Management and Communications Activity
Emergency Management Activities include those relating to preparing for, responding to, and recovering
from man-made and natural disasters. Communications Activities include those relating to the City's 9-1-1
^ Communications Center.
i
The US Postal Distribution Center on Kell Farm hosted a table top exercise on August 17tn
This was the latest in a series of ineetings and exercises to establish response procedures in
the event of an activation of the Center's Biological Detection System (BDS). The exercise
included several aspects of a response to this facility, including but not limited to, establishing
unified command, decontamination, accountability of personnel and personal items, interaction
and communications befinreen local, state and federal agencies, media demands, and
equipment.
The US Bank on William Street was robbed around at 11:00 a.m. on Saturday, August 12. Our
communicators were only given a vehicle description and partial license plate number, but they
r were able to search the databases by region and identify the state the plate number came from.
This information assisted law enforcement in apprehending the suspect in half an hour. Way to
go commo!

I- Cape Girardeau Fire Department
Quarterly Report: July 1 -September 30, 2006
-- This past quarter saw much storm related activity in the area. Various storms dumped
several inches of rain on a few separate occasions, resulting in localized flooding throughout
the city. However, the storm detention basin and flood control channels proved their worth
- preventing any serious damage of life-threatening problems.
The worst of the storm activity occurred on Saturday, August 29th when a collapse of a cell
and straight line winds that hit from 177 to the east and from Sloan Creek to the north. We
received numerous calls for electrical lines and trees down throughout the northeast section of
the city. The City's water treatment plant, fire stations, and police stations were all affected, but
emergency generators kept those facilities functioning. We instituted a partial activation of the
"' EOC to coordinate call management, damage assessment, public information, and the other
agencies involved.
Also, on Friday, September 22d, we responded to the Perryville area with a couple of teams
"' to assist with storms that struck the Crosstown and Farrar area. R4, R1 and Brush 1
responded with nine persons, and the stations were covered. Upon our arrival, damage
assessment proved there was no need for search and rescue operations; therefore, our
"' resources were released. While our crews were not utilized, it was a good exercise on the
regional deployment of our technical rescue team.
" Most importantly, we reviewed our response to all of these incidents and revealed the following
issues to be addressed in the future:
 • We met with representatives from AmerenUE to discuss better communications between
their offices and our EOC during times of widespread power outages.
r • We will be looking at our responses to calls for people stranded in cars in water. We
received numerous calls for this during these storms and have yet to find anyone in
danger. While we can not ignore these calls, we must develop a more efficient way to
r., handle them.
• We need to work with Public Works to identify those areas most prone to street flooding
in locations apt to create true life hazards, and work to improve the deployment of
. barricades in these areas.
• Now that the new pagers have been distributed, we will finalize a procedure for recalling
off-duty personnel more efficiently.
 • The question was raised about how to deal with crews who have family and loved ones
in a storm area and how to check on them. We reassured our personnel that we will
take reasonable action to allow personnel to check on family during an emergency,
r- however he stressed everyone should have a contingency plan in place at home for how
to cope when they are not at home.
- The department received and distributed 60 alpha-numeric pagers. We have purchased
software to be able to set up various groups for sending out group pages. So far, the pagers
have worked well in recalling overtime and sending out department-wide messages.

Fire'revention Activities are aimed at preventing if2cidents form oecurring or minimizing the affects of
those incidents that do occur. These include plans review, code enforcement, safety inspections, and
^ investigations. Activities for the purpose of informing and educating the public about safety issues, or simply
maintaining the positive image of the fire department are also mentioned in this section.
^ During this quarter, our firefighters have conducted seven fire station tours, making contact with
50 children and 30 adults.
'— We held two Public Safety Awareness Days, the first on Jufy 22"d, at Red Star and the second
on July 29th, at the House of Hope (Old May Green School). The police department, CCPA,
and CERT personnel participated and the fire safety house was on site. Schnucks supplied hot
"" dogs and Coca Cola helped with beverages as well as RC. Marmic Fire Safety cooked the
hotdogs. The pace car and the dare car were on site at both events. East County Fire
Protection District provided a tanker for the kids to squirt water. Turn out was lower than
'— expected but it was a good event and a good day.

The fire department again covered the SEMO District air. The fairgrounds and all vendor
-- booths were inspected prior to the beginning of the fair, and periodical{y checked throughout
fair week. No major problems occurred during the fair. We had two minor fire incidents, one at
the Demo Derby, and an overheated extension cord at a display booth. There were 136
^ medical visits this year at the St. Francis tent, from minor cuts to trauma for a horse kick. There
was one incident of a child being hit in the chest with a pin or bolt from a ride, they didn't seek
treatment from the CGFD but did visit the St. Francis traifer. The state has been notified of the
'— incident.

Trainingactivities include our continuous efforts to maintain our personnel's knowledge, skill, and
abilities relating to their jobs. Routine training sessions are held daily, and some of the more notable
^ activities are listed below.
Fire department personnel completed the National Incident Management System (NfMS)
 training Ju1y 18tn 19tn & August 15tn.
The department held a second Introduction to Technical Rescue training September 15tn 6m
and 17th The class was ran through the University of Missouri, but taught by our own
departmental instructors. We had 19 people attend, including personnel from Jackson, Kennett
and Fruitfand.
A 40-hour SCUBA dive class was completed in August and September. Six of our people took
the class as a refresher, and we had six new divers receive certification for Open Diving.
w Classroom instruction was August 22"d and 23rd. Instruction in the water at Capaha pool was on
August 29th and 30t". Went to Mermet Springs on September 6t" and 7'. Everyone did very
_ well. Once again, the outside instructors were extremeiy complementary of the great people we
have —work ethic, enthusiasm, and attitude. We are looking at sponsoring a Rescue Diver
course next year.
^ AC Hasheider attended the Gateway Prepared Conference on communications for emergency
workers in St. Louis.
We conducted additional training on the deployment of the Zodiac and Mercury boats and 15-
horse Nissan motor and where to launch in the river due to the sandbars. All crews have
reviewed procedures for deploying inflatable boats and have completed hands on.

Maintenance Activities include the purchases, repais, and upkeep of the department's apparatus,
equipment, and facilities.
r
The department began remodeling efforts at Fire Station 1. This project will include expanding
the Fire Inspections office area, as well as offices for program support personnel. A connex
"' container was purchased and placed in the rear of the station and crews worked to move the
contents of the storage room into this container. Crews did make several trips and stored some
things at the Vicar building or sent items for auction. Crews stripped the drop ceiling from the
'' room and new cables were run throughout the station to set up temporary offices. We will be
utilizing the upstairs training room and sharing office space. AC Hasheider is getting bids for
generators for station 1 and 3.
The diesel exhaust systems for stations 1 and 2 have been delivered and will be installed

during the next quarter. The sprinkler systems for these stations are in the design phase.
New Station 3 is progressing well. During this past quarter, the foundation was completed,
floors were poured in all areas except the apparatus bay, exterior walls went up, the downstairs
r rooms were framed in, and the building was made ready to have the trusses placed and the
utilities run.
The fire department's surplus apparatus bid packages were opened. No bids were received on
the Pierce Arrow. Carlyle, Illinois bid $102,015 on the Quantum. There were six bids on the
, old rescue truck, ranging from $652.83 to $12,925.00. Carlyle had the high bid. Hornersville
bid $1500.00 for each of the two American LaFrances and Gideon bid $1001.00 for one of
them. The total from the sale of the equipment is $117,940.00. The bids were finalized and
sent to city hall. All apparatus was picked up by the purchasers. Funding from the sale of
these vehicles will go towards the replacement of the department's aging staff vehicles.
_ The new Rescue 1 has been placed in service, although much work is still needed on getting
the equipment mounted on the truck. C-Platoon helped clean the truck out and B-Platoon
worked some long days getting the lights installed, although the wiring for the radio needs to be
r completed. Auto Trim Design put on the striping and lettering. We still plan to have a media
day after the truck is completed and recognize contributors at that time with a picture of the
truck.

I Department of Public Works
Sewer Maintenance Division
r First Quarter, 2006 - 2007
 Narrative Summary
The Sewer Crew rodded and jet rodded over 111,000 feet of lines during this quarter.
They also televised 5,754 feet of lines with the Camera Truck. In July, the crews
identified approximately 11 points of Inflow& Infiltration in the University area. Later
in the quarter, crews focused their I & I investigation in the area north of Lexington near
— Lakeshore and Princeton. Some concealed pick hole manhole lids have been installed in
an effort to help reduce I & I. We plan on continuing with these installations as time and
finances allow. Some problems were found in the Broadway area where gutter drains
— had been hooked into the system. These drains were removed and other I & I repairs
have been completed throughout the quarter. Flow monitors were placed in areas where
surcharging has occurred.

There were 1,245 sewer locates completed this quarter, which is an increase over the 972
from the same quarter last year.

A total of 35 sewer calls were received this period, with 8 of them being considered the
responsibility of the City and one resulting from a contractor boring through a line. The
- rain events this period caused a few back ups in the Rodney/Rodney Vista and Sherwood
areas. In addition to the above, the crew continued with general maintenance activities
throughout the quarter.

The mechanical seal and wear sleeve were replaced on the #1 sludge pump. The
mechanical seal and motor were replaced on the #2 primary sludge pump. The wear
r"' sleeve and bearings on the sludge pump for the #2 primary were replaced. Twenty feet of
drag drive chain was replaced on primary#2. The influent sampler was replaced.
Southeast Machine shop repaired the pivot scraper for the north mechanical bar screen.
r The scum pump for the east primary was rebuilt, and the motor, bearings and mechanical
seal were replaced. The mechanical seal and 10 feet of electrical cord for the middle
primary scum pump were also replaced. Cotner Electric replaced the underground
electrical conduit from the trickling filter pump building to the primary scum pumps. The
flush hydrant north of the sludge thickener and the one north of the east final clarifier
were replaced. The clapper hinge for the #1 flood pump valve came off. The hinge went
r 20 feet up into the discharge line. The sewer crew located and retrieved it with the use of
the portable TV Camera. The sump pump was replaced in the flood pump check valve
r, dry well. The starter capacitor was replaced on pump#2 at the Stonebridge lift station.
The#2 submersible pump at the Themis Street lift station was repaired by Mid-America
Electric Motors. The sump pump at the Commercial Street lift station was replaced. The
_ solid state overload relays for the#1 pump at the Kingsway lift station were replaced.
Some of the lights around the plant were repaired with the use of the bucket truck and a
street crew operator. Mowing, weedeating and weed spraying was done at the wastewater
 plant and lift stations.
The SCADA antenna at Twm Lakes lift station was replaced. The power supply for the
r,. SCADA was replaced at five different lift stations. One was at the Gordonville water
tower and the other one at Whispering Oaks #1 lift station. The Esteem radio at the
Dalhousie lift station#6 was replaced with a Motorola radio. This was an upgrade to be
.. able to get a stronger and more consistent signal to the Wastewater Plant. There were four
power outages at lift stations during the last quarter due to storm events. When the
electrical power went out, it shorted out the phase monitors for the pumps at the Boulder
Crest lift station. Both phase monitors had to be replaced. .The standby power generators
came on at two of the lift stations. Portable generators were set up at the other two,to
operate them during the power outages. Power to one lift station was cut while
AmerenUE changed out a transformer. The standby power generator came on and ran
automatically to operate the lift station. There was a power outage at the Wastewater
Plant in July. The plant generator failed to put out enough voltage to operate. This
r- resulted in a bypass for 1 hour and 45 minutes. Mike's Generator was here the next day to
replace the voltage regulator and wiring for the capacitor. In August, lightning hit inside
the Wastewater Plant. Three pieces of equipment shorted out. One was the plant bypass
r' flow meter, which had to be repaired by Durkin Equipment. Durkin replaced the
transducer and processor for the Kennison nozzle. The all-in-one printer in the office had
and the micro-wave grid for the wireless computer network had to be replaced. This was
" done by the Fire department, as it is located on top of the incinerator building.

Waters Engineering was here in August to gather info on the plant, rain events and plant —
flow for wet/dry flows. They were here again in September to obtain more info on the
trickling filter and storm events. Wibbenmeyer Concrete poured sidewalks around the
sludge thickener and just south of the primaries. They also landscaped, seeded and
strawed around the sidewalks. Rick Randol and Dennis Hale attended the annual
Missouri Water& Wastewater Conference in Columbia, Missouri in September. Two
tours were done in September for SEMO University students. The students were taking
classes in Construction Management. A Pizza party was held on August 31St for plant
employees as a safety reward for the lst quarter of 2006. Weekly"Tool Box" meetings _
were held and two safety meetings were held each month.
Slude: J
There were 323 loads of sludge hauled to the Vince Hulshof farm in Scott County off
County Road# 506. There were 3 loads of sludge in the storage tank to start 3uly.
Because of wet weather and the injector being down for repairs, 30 more loads of sludge _
were put in storage during July. During August and September, we were able to haul
sludge out of storage. At the end of the quarter there were 121oads left in storage. There
were 7loads of leachate hauled from the Transfer Station to the Wastewater Plant for _
processing.
Laboratorv-Pretreatment: _
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring
for sewer surcharge was done for three industries. Wastehaulers dumped 1771oads for a
total of$12,605.50. --
A headworks loading study was performed for this quarter. The biosolids were tested for
priority pollutants. Quality control testing was completed this month for reporting to
DNR and EPA. Testing was performed for the airport storm water permit. The airport
lagoon was checked for discharge to perform testing.
Industrial self-monitoring reports were received and reviewed. One industry was sampled
for sewer surcharge. Three industries were sampled for permit limits. Three industries
were evaluated on their need to have a slug control program. Groundwater cleanup
permits were drafted for the acceptance of petroleum tainted water. The pretreatment
program was audited by the EPA this quarter.
