 Third Quarter Report
2007-2008
(January-March,2008)

NARRATIVE SUMMARY
Airline enplanements for the third quarter of the 2007-2008 fiscal year were down 100%with zero(0) passengers
compared to 1,075 for the same period last year. There actually were a few flights that should register
enplanements for the first week of January, 2008, however, Big Sky Airlines never reported their passenger
boardings before terminating service and moving out January 7, 2008. Total enplanements for the quarter were
down 97%with 39 passengers compared to a total of 1,196 passengers for the same period last year. Obviously,
the only passengers shown for this period represent charter passengers
Itinerant and local aircraft traffic comparisons for the third quarter were down by 42%with 4,334 aircraft operations
as compared to 7,519 operations for the same period last year. Instrument Operations were also down by 47%
with 563 aircraft operations as compared to 1,068 operations for the same period last year. Some of the decrease
is due to the minimal airline operations and the remaining decreases may be related due to awful winter weather
.- and wet weather we experienced January through March.
Fuel sales were up for Cape Aviation, with a total 3% increase for the quarter with 62,825 gallons this year
compared to 61,258 gallons for the same period last year. Sales of Jet A were up 20%with 48,894 gallons this year
"' compared to 40,891 gallons for the same period last year. The 100 Low Lead sales were down substantially, by
32% with 13,930 gallons this year compared to 20,367 gallons for the same period last year.
_ The General Aviation Terminal Rehabilitation project continued with the repair and painting of the rusted hangar
beams. The hangar floor was painted as well. MoDOT found an additional $90,000 in grant funds to help offset the
City's cost on over runs. A letter was sent out to users of the airport to ask for donations to furnish the new facility.
(" Contrend continued construction of Jim Vangilder's new hangar, completing the wiring and the heated concrete
 floor.
^ Plans for new siding and roofing of the Mid-States hangar are being designed with a bid a complete package by
Phillip Smith Architects.
The Airport received bids for new air service from Air Choice One, offering service to St. Louis, and Great Lakes
— Aviation, offering service to Kansas City, St. Louis, or Cincinnati. Neither airline offered immediate code share
agreements, although Great Lakes has established relationships with United and Frontier out of Kansas City. The
airline is attempting to negotiate an agreement with American Airlines for service out of St. Louis. The Airport
Advisory Board met several times and elected to recommend Great Lakes Aviation service out of St. Louis. The
; U.S. DOT concurred, however, left the decision of hub destination up to the airline. Great Lakes Aviation will now
E work to acquire aircraft necessary to fly the new routes for Cape Girardeau, Jackson, TN, and Owensboro, KY.
Chuck Howeli, President of Great Lakes Aviation, could not provide a time frame as to how long acquisition of the
— aircraft from Mesa Airlines may take.

QUARTERLY REPORT
 Engineering Division
Third Quarter, 2007-2008

During the Third Quarter of the 2007-2008 Fiscal year the Engineering Division worked
_ on a total of sixty-seven projects (not including work perfoYmed for other city departments).
This is an increase from the previous quarter. A review of these projects reveals that fifteen were
Development or Subdivision related projects, twenty-one were Grant funded projects, sixteen
were CIP or other city related projects, one was from a new category created called Emergency
- Events (woYk performed during times of destructive events) and two were Water Expansion
projects.
During this quarter, there was one construction contract awarded, five projects were
started, three projects closed out and twenty-seven city projects were continued. During the
Third Quarter, the Division logged over 973 citizen requests for information.
r
The trend for the Third Quarter shows a slight increase in Private Development work, a
substantial increase in Grant projects, a substantial decrease in Capital Improvement work, and a
decrease in the amount of Water Main Extensions throughout the City from the same time last
year. The following table and chart illustrates this trend.

Emergency Management and Communications Activity
Emergency Management Activities include those relating to preparing for, responding
to, and recovering from man-made and natura/disasters. Communications Activities
include fhose relating to the City's 9-1-1 Communications Center.
F''
• Fire Department personnel worked with city personnel and various "experts" on
^ identifying the cause and developing solutions to the sink hole problem, including
  the following:
o Developed a "Command Structure": While this is not an emergency
incident, it is certainly a significant event affecting various departments
and outside agencies. Therefore, a National Incident Management
System (NIMS) style command structure has been developed to affix
responsibilities and reduce duplication of effort.
25

 Cape Girardeau Fire Department
, Quarterly Report: January 1 —March 31, 2008
_ o Contingency Planning: Various City departments were assigned the
responsibility of developing contingency plans for possible events relating
to the sink holes. The Fire Department planned for S. Sprigg being
closed, a breakage of the water main, and the possibility of a train
derailment.
r. o S. Sprigg Street Closer: South Sprigg Street is now shut down completely
to all traffic, including emergency response, as the sink hole affecting the
southbound lane is dug out and prepped for repairs. We can respond to
any address up to 2200 South Sprigg via South Sprigg. For any address
over 2400, we will need to go around Kingshighway and Highway 74.
•— o Contingency for water line break: If we have a water line break
interrupting water service south of the affected area, the FD may be called
upon to lay an above-ground water line (5" hose) between hydrants. The
— 5" hose at the vicar building and hose on E6 and, if needed, E5 would be
used.
— o Contingency for train derailment: We had quite a discussion on the
possibility of a train derailment. The railroad is monitoring the stability of
the tracks, and has imposed a speed limit on trains coming through, but
' two sink holes continue to grow closer to the tracks. In the event of a
derailment an initial CP will most likely be established in the area of the
training site or at Southern Expressway. But, the operations and entry
— point will most likely be from the south side of the incident. If prevailing
i winds are present, taking any vapor/smoke east, life safety will be limited
to response personnel, employees of the waste water treatment plant and
"; businesses in the area. If winds are taking any product north/northwest,
f life safety is more of a concern. Fire Control will be limited and fortunately
there are few exposures in the area. Environmental issue will be a major
r' concern, preventing any product getting into the creek from getting into the
river. BC's should discuss this scenario with their crews.
^ • Chief Hasheider has been working with Planning on addressing for the areas
annexing into the City utilizing the county style of addressing. A method of
transitioning from city addresses to county addresses is still being discussed.
The two communications vehicles for Region E have been ordered and have an
• expected delivery time in April. These two suburbans are being purchased with
State Homeland Security funding. They will be equipped with a variety of
communications equipment i.e. satellite, wireless radio switch and PBX for its
_ own phone system. One will be located here in Cape, the second in Kennett.

Cape Girardeau Fire Department
, Quarterly Report: January 1 - March 31, 2008
• A CERT train-the-trainer was held this quarter. Chief Hasheider and CA
_ Breitenstein taught the 25 students from the region that attended.
• We reviewed our response to the ice storm. All things considered, everything
went pretty well. Everyone's efforts were GREATLY APPRECIATED! Pretty
good communications and coordination between departments, although a few
things were missed and will be worked on. We will work on getting the fire
r- stations' aprons cleared more quickly. Calling in extra personnel and sending
one person vehicles to investigate wire down calls worked well. We will have to
work on an improved system to track and report these incidents.
• The National Weather Service (NWS), SEMA and local emergency management
conducted the Statewide Severe Weather Tornado Drill March 11th.
• We also reviewed our flood responses this quarter. The Mississippi River
crested below 42 feet. Discussed our incident responses during the flooding and
"" the mutual aide to Poplar Bluff and Delta. Discussed why the cars always end up
in the ditch in front of Huck's convenience store and that being a state
maintained road. Chief Morgan said that Dr. Freeze is going to have an engineer
'" to look at Little Bear Lake.
• SEMA held a PIA regarding the states response to the flooding this quarter that
^ covered a wide area of the state. They will specifically look at ways to improve
the deployment of resources to large affected areas. The state-wide mutual aide
_ system and the concept of incident support teams will be addressed.
Operations .,
.
• Three "Operations" teams were formed. These teams will be overseen by a BC
r„ and be made up of captains and Firefighter's to offer input on policies,
procedures and training regarding those three areas. The teams consist of:
EMS, Fire and Special Operations. The EMS and Fire Operations committees
_ met several times with the EMS committee establishing goals for the year to
improve training, medical protocols, report writing, and equipment maintenance.
The Fire Ops committee reviewed the Large Area Building procedures outlining
our response to working fires in large structures, and began working on basic
skills training outlines.

Community Risk Reduction/ Pubiic Education
_ Fire Prevention Activities are aimed at preventing incidents form occurring or minimizing
the affects of those incidents that do occur. These include plans review, code
' enforcement, safety inspections, and investigations. Activities for the purpose of
r.. informing and educating the public about safety issues, or simply maintaining the
, positive image of the fire department are also mentioned in this section.
,. • BC Niswonger and R4 went out to the trailer park on Hopper Road following their
fire Thursday night in which the resident barely escaped her burning trailer with
no working smoke detectors present. They installed 5 smoke alarms and
r replaced 3 dead batteries in trailers located in the park.
I • We provided fire and emergency coverage at the Monster Truck Show at the
-- Show-Me Center— no problems reported.
• BC Morgan is working with BC Ramsey on a training schedule for pre action
— suppression system at St. Francis.
• Chief Ennis and BC Morgan met with Chief Kinnison, Lt. Majoris and the event
" coordinators for the soap box derby. We upheld our denial of the request to
move the event to Perry Avenue; it will remain on Sprigg Street this year.
^ • The article in the newspaper about the daycare in the 1200 block of Sprigg was
handled by the State Fire Marshal's office and Rob Francis, not our department
_ or Mike Morgan.
• The University has announced they will be starting a renovation and possible
r„ expansion of the Greek Housing. More details will be forth-coming.
• BC Morgan worked with Michelle Hahn on open burning for tree limbs etc. since
r, all the recent winter storms and sent a reminder of the policy out to the
community via the media.
— • The Arson Task Force, made up of Fire Dept. Police Dept and State Fire Marshal
met to discuss suspicious fires in the City's South end. Since that meeting, more
fires have occurred and the seriousness of the fires has increased. The task
Force's work has been stepped up.
• DNR officials met with the Chief, BC Morgan and Capt. Welker to review
r changes in the State's open burning regulations. As a result, changes were
' made to our procedures for approving open burning. New carbonless copy
permit forms were created.

Training Activity
Training activities include our continuous efforts to maintain our personnel's
' knowledge, skill, and abilities relating to their jobs. Routine training sessions are
I held daily, and some of the more notable activities are listed below.
r
• BC Ramsey scheduled medical Continuing Education training sessions for the
_ year.
• Results from our wellness assessments were reviewed and fitness prescriptions
were completed for each firefighter. This went very well. Thanks to BC Vincel
for coordinating the session and preparing lunch. Thanks to all who participated,
and good luck with your programs and making individual improvement with your
r health and well-being!!!
• All personnel were recertified in CPR in January.

Quarterly Report: January 1 – March 31, 2008
_ • Used a new method for establishing a training schedule for this year. The goal is
to increase the number of training sessions, improve consistency, and improve
follow-through related to the training. This schedule will strive to include a
._ consistent and balanced amount of training in fire, EMS, and special operations,
as well as preplanning.
— • We continue to discuss a training schedule based on blocks of 8 training sets
every seven weeks. The intent is to have these blocks consist of 2-EMS
trainings, 2-Fire trainings, 2-Special Op trainings and 2 open sets for make-ups
— or topics TBD. Monthly platoon / Captain meetings are included in this schedule.
We will look at pre-planning as a separate activity. It is set up in three day
training blocks for departmental training. Company level training and some other
- special topics will be in addition to these dates.
• A Fire Instructor I course was held April 11th-13`" and April 18tn_20cn

• John Sachen held a Truss Roof Fire Training class at Station 1, Feb. 2"d: BC
Vincel said the class was excellent. The on duty crew attended (B-platoon). We
"' plan on having the class for A and C platoons too.
• Chief Hasheider, CA Kelly Allen and Ca Dillow attended training March 25-27 for
^ training on the new regional communication vehicle.
_ • Large Area Building fire ground procedures class has been given to all three
platoons and training on standpipe packs is currently being given.
_ • BC Ramsey taught a class at Jackson Fire Department on Large Area Buildings.
• CA Lynn, CA Dillow, MF Randy Morris, Sr., FF Bill Vandeven and FF Randy
._ Morris Jr. attended Winter Fire School.
 Apparatus, Equipment and Facility Maintenance
Maintenance Activities include the purchases, repairs, and upkeep of the department's
apparatus, equipment, and facilities.
w
• The roof is leaking at Station 1. Funding for repairs to Station 1's roof has been
-- requested in the budget.
• Zoellner repaired the water leak on the south wall of the building at Station 2.

_ • Thermal Imaging Cameras update: Our two new Thermal Imaging Cameras
(TICs) were delivered and the repairs on the other two units were completed.
The department now has eight TICs, one on every front-line engine, one on each
_ ladder truck, one on the Battalion Chiefs suburban, and a spare on reserve
Engine 5.
 • Unit 139, the Fire Marshal's jeep was permanently removed from service due to
mechanical problems. He will be driving the Taurus temporarily. The chief
signed a purchase requisition last week for a new Chevy Trailblazer to replace
_ the FM's jeep.
• Capt. Warner worked on a process to rotate the batteries in SCBA's low air
r alarms on a more consistent basis.
i
• Jason went to Lebanon and picked up a 1993 Ford crew cab long bed 8 cylinder
^ pick up truck from MO Dept of Conservation. We will need to have this truck in
service within 6 months and maintain as a grass fire / utility truck for at least four
years.
r
PFRSONNEL/SAFETY and HEALTH
r' The following personnel changes were seen during this past quarter:
• FF Dru Wright resigned effective January 22, 2008. Dru accepted a position with
r Ameren UE in their gas division. We wish Dru the best of luck in his new
endeavors. With Dru's resignation, Chief Ennis interviewed candidates for his
replacement.
r
• JoJo Stuart accepted the offer to fill the vacancy created by Dru Wright's
^, resignation. Mr. Stuart comes to us with over eight years experience in the fire
service and currently resides in Perryville.
_ • Update on Station 3 workout room: Workout equipment has been installed at
Station 3, including a StairMill, Tread Mill, Eliptical trainer, a Smith weight
machine and free weights. Mirrors were installed and "Homemade Motivational"
.. posters hung and the room now rivals those of any health club, on a smaller
scale. This is a great asset to our department and our commitment to improve
the health, fitness and wellness of our personnel.

Quarterly Report: January 1 —March 31, 2008
_ • BC Vincel was named as the Fire Dept's. representative on the city's safety
team. AC Hasheider said that the fire dept will be working on training for fellow
employees in the city regarding fire safety and CERT issues. BC Vincel reported
_ that the Workers Comp laws have changed to strengthen language regarding
reduced coverage when safety rules are not followed; and, to deny claims when
drugs/alcohol are involved. Again, this is not the City changing policy, but the
_ Workers Comp Bureau. We are working to clarify and standardize city and
department policy on post accident drug testing.
_ • Hiring process update: We had 45 applicants this year for our annual firefighters
test, slightly down from the previous two years. 32 people showed up for the
written test and 25 passed. 24 candidates took the physical ability test and 22
passed. The top twenty went through the interview board and were ranked on
the final hiring list by there total composite score. A big thank you to all who
participated in putting the process together and administering the various
r- components. Another great job, especially overcoming the challenges created
by the weather, which forced us to move the physical ability test indoors at the
last minute.

Cape Girardeau Public Library
'" Narrative Summary for Third Quarter 2007/OS
Librarv BuildinProiect
Despite the ongoing bad weather,Kiefner Bros. has been working steadily on the library
building project. Work on the existing structure is on schedule. Work on the new
' addition is appromately one month behind :schedule because bad weather has hampered
pouring of concrete.
^ During this quarter, the Board has approved `.6110,000 in change orders including the
addition of a sub-floor for wiring flecibility, :straightening out a corner in the Youth
Services Program room to allow for additional program space, addressing code
requirements and others.
The Library staff and Board also began to look at furniture choices and how to address
^ technology needs.

Librarv Board of Trustees
Due to bad weather, the Board did not meet in February.
Grants
_ The library was approved for the following LSTA grants during this quarter: $472 for a
Continuing Education grant that allowed DirE;ctor Betty Martin to attend a Management
of Technology Workshop; $809 for a Spanish Language grant which enables library staff
,..., to hold an after-hours "Get-to-know"the libr,ary program for the city's Latino population;
$7401 for a Summer Reading Club grant which allows for additional staff hours and
rnarketing; and $665 for a Continuing Educat:ion grant that will allow Youth Services
_ Coordinator Sharon Anderson to attend the Missouri Association of School Librarians

Conference.
r,. Librarv Programs
Youth Services: 779 preschoolers attended 31 storytimes that were offered by the
— Youth Services Staff. Library staff also prese;nted 47 storytimes/book talks to 1592
children at several outreach locations. 365 cruldren attended 9 thematic programs. In
addition, Library staff gave 2 tours to 76 chilren. The programs where children met
Diego and children's book author Lisa Wheeler were especially popular. The Youth
Services Winter Reading Club concluded this quarter with 69% of the 300 participants
completing the reading challenge. The kick-off for a"Reading with Ringling-Circus
Reading Club" was held in March with a visit by two of their clowns.
r

Adult Services: 98 adults attended 6 programs during this quarter. Their two
most popular programs were Paul White Eag1e telling Native American folk and fairy
i tales and Dianne Moran portraying Zerelda James. 29 adults participated in the Adult
Winter Reading Club.
Librarv Service Chanes
_ In January, out-of-district card fees were increased from $36/year to $60 to mirror the
increased taxes for in-district homeowners.
_ During this quarter the library installed a PC and Print Management system which allows
library users the freedom to sign up for a corrputer and pay for their prints without
having to wait for staff assistance. It also insures a fair and equitable procedure for
_ assigning time on a public computer.
During the February ice storm, the library was closed for 2 '/2 days.
Personnel
_ Part-time Reference Associate Barbara Conrad resigned her position.
— Workshops/Meetings/Conferences
During this quarter, Director Betty Martin hosted an area-wide Library Directors'
— meeting and attended both a Management of Technology Workshop in Kansas City,KS
and the Public Library Association Conferenc;e in Minneapolis. Four staff inembers
attended a"Black Belt Librarian" workshop. Two Youth Services staff inembers
— attended a Summer Reading Club workshopind one attended a Teen Summer Reading
Club workshop. In March all staff attended a. staff development day that focused on
Delivering Excellent Customer Service and lf;ading a healthier lifestyle.
Friends of Cape Girardeau Public Librar_y Foundation
— At their March Board meeting the Friends Foundation Board voted to cancel their annual
fall book sale due to lack of storage and sale space in the library's temporary facility.
— The Friends Board continues to solicit donations for the new building and during this
, quarter has sold naming rights to the Conference Room and two historical photo panels.
They have also commissioned a local artist ta produce tile book spines that will be
F" displayed on a shelf in the library's lobby. M[oney raised from this project will fund
additional programs in the new facility.

Third Quarter, 2007 - 2008
 Narrative Summarv

The Sewer Crew rodded and jet rodded over 61,218 feet of lines during this quarter.
They also televised 3,010 feet of lines with the camera truck. This is considerably less
than this quarter last year as the Vactor was sent off for repairs during this time. The
-
crew was also involved with ice and snow removal during several winter storms.
Torrential rains and flooding had the sewer crew helping with storm and flood debris
pickup.
Thirteen manholes were cleaned and eight were adjusted. Throughout the quarter, crews
continued working on the I & I (Inflow and Infiltration) Program, replacing 20 new
manhole lids, and installing 28 concealed pick hole lids. Eight sewer lines were repaired
I during this quarter.
P.. There were 1,354 sewer locates completed this quarter, which is a little less then 1,529
from the same quarter last year. Quite a few of the locates requests this quarter last year
were for projects which stretched long distances. This was also true for January of this
,_ year. Although construction work was down this quarter due to the bad weather, damage

repair work was up. Over 25% of the locate request responded to in February were from
AmerenUE.
A total of 90 sewer calls were received this period and only one was considered the
responsibility of the City.

Third Quarter 2007-2008
'

Narrative
.-
The routine activities for the quarter included:
"' ♦ Installed 53 new street signs and replaced 68 street signs
♦ Completed repair or maintenance on traffic signals at 96 intersections
♦ Twenty-five streetlights needing repair were reported to AmerenUE
♦ Graded 211 blocks of streets and alleyvvays
.. ♦ Swept 790 miles of curbs
♦ Plowed 12,546 miles and spread sand/salt on 13,222 miles during
•— snow/ice removal efforts

On February l lth ice and snow hit our region, building up on power lines and trees and making
travel difficult. Crews worked around the clock pushing limbs and debris out of the streets and
blocking off streets with downed power lines. Often as soon as crews could clear a path, more
debris would fall. Over 20% of the manhours for the Street Division this quarter was spent doing
f" snow and ice removal and 15% was spent removing storm damage. Then on March 18t" over
11.5" of rain fell causing major flooding. Crews again responded to block off closed streets and
monitor low lying areas. Both events were declared disasters, and the City is applying for
— Federal assistance. Other routine maintenance activities this quarter included; equipment
maintenance, pothole patching, and finishing up the 2007 fall leaf program.

The south grit chamber was repaired and put back in service in March. The buckets and chains
!"' were replaced. The motor and mechanical seals for the submersible pump in the west primary
I scum pit were replaced. The # 4 primary was shut down in December to replace the split
sprockets and peak bearings. We had to wait for parts, but were able to put it back in service on
January 18`h. The upper drag drive chains and replaceable teeth of the upper drag drive assembly
were replaced. The auxiliary interlock for the starter controls, which starts the seal water pump,
was replaced in March.
New underground wiring was run for the sludge thickener turntable. The wiring was run from the
main disconnect by the west final clarifier to the buried pull box by the lime silo. The north
( sludge pump in the sludge thickener building was also repaired. The wear sleeve, mechanical
seal and impeller were replaced in February. Southeast Machine repaired the scraper for the
south mechanical bar screen in January. The impellers for the six trickling filter pumps were
adjusted and the vent doors to the trickling filter were opened in March. The discharge pressure
after adjustment went from an average of 24 psi to 30 psi.
The two Wastewater Plant standby generators were fueled and Mike's Generator replaced the
automatic transfer switch on the 1000kw standby generator at the plant in February. The 240 volt
electric heater was replaced in the 1000Kw generator building. The Esteem radios were replaced
with a Motorola radio, antenna and modem at Dalhousie Lift Station#5 and# 6. Hacker
Plumbing repaired the gas furnace in the break room in January and repaired the gas furnace in
r the old south coil filter room in February. The wet wells at Boulder Crest and Themis Street Lift
Stations had to be cleaned out. The batteries for the stand-by generators at Lift Stations #2 and
#4 were replaced in January.
. The Sewer Crew assisted with a confined space entry at the I-55 and Hwy 61 Lift Station in
January. This was done to repair the air bubbler line and the air regulator in the wet well. We
had to use the 100Kw portable generator at the Cape Rock and Deevers Farm Lift Stations and
one of the 12.SKw generators at the Twin Lakes Lift Station during the ice storm in February.
The three-way switch and alternator were replaced on the air compressor at the Boulder Crest
._ Lift Station in February.
Mettler-Toledo did the annual service calibration on the analytical balance, thermometers and the
r... lab weight set in February. Control System Integration had to reinstall the operating program for
 the trickling filter PLC.
F-- Dave Eulig, DNR; Richard Cochran, Waters Engineering; and Liz Long, Engineering Division
met with plant employees in January to tour the plant and review the facility for SRF (state
revolving funds). Jim Baylor and Dennis Hale attended a pre-construction meeting for the new
-- Ramsey Branch Lift Station in March at the City's Engineering Office.

The Mississippi River rose above flood stage in March and the Mill Street Pumping Station was .-
opened up on the 7`"by AmerenUE and Wastewater Plant employees. We also switched from
gravity discharge flow to using the flood pumps at the plant on the 7th. On the l Ot", the river was
back below flood stage and the pump station was shut down. On the 18th, the river rose again
and Mill Street Pumping Station was opened back up and the plant had to go back to using flood
pumps. The river stayed above flood stage the rest of the quarter.
J
Seven tours were done in February for SEMO University students from the Environmental
Biology class. In March, Jim Baylor and Dennis Hale gave tours at the wastewater plant to l ltn
and 12t" grade students from Central High School's Environmental Biology class. Dennis Hale
and Todd Fulton gave four 30-minute lectures on "Water/Wastewater" in March to Sth graders
from the Cape Girardeau Middle School. Bob Schwartz worked in the lab in January and
February to learn how to do the lab procedures. Weekly "Tool Box" safety meetings were held -
and two safety meetings were held each month. The Wastewater Plant crew had a pizza lunch in
January for the Safety Award for the 4th Quarter of 2007. They won again for the 1 St Quarter of !
2008 and were rewarded with another party in May.. "
Sludae: J
There were 202 loads of sludge hauled to the Vince Hulshof Farm in Scott County, off County
Road#506. Because of the weather, road and field conditions, we were unable to inject sludge
every day and at the end of March had 28 loads of sludge in storage.
There were 19 loads of leachate hauled from the Transfer Station to the Wastewater Plant for —'
processing. In January, a new trailer was received that had been appropriated through the
"Rolling Stock" budget.
J
Laboratory-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Waste haulers dumped 253

loads for a total of$2,915.30.
A headworks loading study was performed for this quarter. The airport lagoon was tested for _
permit compliance. The sludge report was completed and mailed to EPA and MODNR. .
Industrial self-monitoring reports were received and reviewed. All parameters were within

permitted limitations. A pretreatment inspection was performed on an industry. Three industries
were sampled and tested for permit compliance.
Richard Laux of MODNR visited and performed a pretreatment audit in February. We received a
few requests for acceptance of wastewater and these were handled on a case by case basis.
