Second Quarter Report
r 2008-2009
 (October-December,2008)
r. NARRATIVE SUMMARY
Enplanements for Great Lakes Airlines for the second quarter of the 2008-2009 fiscal year were
down 60% with 126 passengers compared to 317 passengers for the same period last year.
— Conversations have been held with the airline president, Chuck Howell, and the airline is still in
the process of acquiring aircraft that will be designated for the Cape Girardeau flight service.
Until that time, the airline is using aircraft in St. Louis that are on the ramp waiting for flights to
their assigned, designated airport. Once this is done, there is the possibility of adding a third
flight. Total enplanements for the quarter were down 57% with 168 passengers compared to a
total of 375 passengers for the same period last year.
F" Itinerant and local air traffic comparisons for the second quarter were up by 1%with 6,543 aircraft
operations as compared to 6,476 operations for the same period last year. Instrument
Operations were up by 5% with 967 aircraft operations as compared to 921 operations for the
 same period last year.
Fuel sales were down for Cape Aviation, with a total 33% decrease for the quarter with 56,243
gallons this year compared to 84,162 gallons for the same period last year. Sales of Jet A were
'' down 40% with 33,424 gallons this year compared to 56,615 gallons for the same period last
year. The 100 Low Lead sales were also down, by 18% with 17,168 gallons this year compared
to 20,979 gallons for the same period last year. The decrease in sales can be related to the
_ increase in fuel prices over the last year.
The General Aviation Terminal Rehabilitation project is complete. Closing documentation is
being prepared for the Missouri Department of Transportation (MoDOT) so that the project may
" be administratively closed. A motion to accept the improvements and authorize final payment will
j be presented to the City Council soon.
The airport was awarded funding from MoDOT for a state service study and marketing funds.
The state service study will be a joint study along with other airports. The marketing funds are
available to promote the air service currently offered at the airport.
— The Mid-States Hangar renovation project is now complete. A final walk thru was held in October
and it was determined that the project was completed according to the contract documents. The
project was closed out in November.
rr
Airport Manager, Bruce Loy, attended the ICAS Convention in Las Vegas, NV in December to
begin preparation for the 2009 air show. Mr. Loy had been in talks with the Navy Blue Angels to
potentially perform at the air show. However, upon further discussions at the convention, it was
r' discovered that the Secretary of the Navy decided not to add Cape Girardeau to their air show
schedule. Mr. Loy held meetings with the Chamber of Commerce and Convention and Visitor's
Bureau where it was determined that this wouid not be a good year to host an air show. The
_ 2009 air show was officially cancelled and Mr. Loy has begun planning for the air show in 2010.
While in attendance at the convention, the air festival received several marketing awards for the
2008 air show. The awards received were first place for the sponsorship packet and newspaper
ad, and third place for the radio commercial ad.

r QUARTERLY REPORT
, Engineering Division
, Second Quarter, 2008-2009
During the Second Quarter of the 2008-2009 Fiscal year the Engineering Division
worked on a total of fifty-three projects (not including work performed for other city
departments). This is an increase from the previous quarter. A review of these projects reveals
that sixteen were Development or Subdivision related projects, thirteen were Grant funded
projects, twenty were CIP or other city related projects, and four were Water Expansion projects.

During this quarter, there was one construction contract awarded, one project was started,
one project was closed out and fifty-one city projects were continued. Four Storm water
Reviews were submitted during this period, two Storm Water Permits were issued, zero Grading
Permits, and zero Flood Plain Permits were issued. During the Second Quarter, the Division
1` logged over 1,012 citizen requests for information.
r
The trend for the Second Quarter shows an increase in Private projects, an increase in
Grant projects, a substantial increase in Capital Improvement work, and an increase in the
amount of Water Main Extensions throughout the City from the same time last year. The
following table and chart illustrates this trend.

! Emergency Management and Communications Activity
Emergency Management Activities include those relating to preparing for, responding
. to, and recovering from man-made and natural disasters. Communications Activities
include those relating to the City's 9-1-1 Communications Center.
— City Hall, Fire, Police and Parks & Recreation Departments have had their phone
systems replaced. The new CISCO phone system allows for all of the city's major
facilities to be interconnected by one common phone system. This system replaces six
different types of phone systems, two of which were in use for over 20 years. The
CISCO system allows for four digits dialing within the city's own network, utilizing fiber,
micro-wave and leased T-1 lines. Additional features include direct dialing, direct
r inward dialing, specialized numbers, call attendant, call forwarding, extension mobility,
voice mail, disaster mode (activation of Emergency Operation Center), caller ID, auto
attendant as well as allowing for expansion of phones and inclusion of new facilities.
— Flexibility, ease of use and added features has made this installation well received by
city employees. This system will also allow the city to include or add new technology in
the future thus allowing for increased efficiency.

AND IN WITH THE NEW
26
r

r Cape Girardeau Fire Department
Quarterly Report: October 1 — December 31, 2008
.
The long awaited move of the city's 9-1-1 communications center from police
r' headquarters to fire station 3 took place November 18-20. The new state-of-the-art
facility will undoubtedly improve the efficiency of our city's emergency communications.
Personnel from Fire Dept. and Police Dept. went above and beyond their normal duties
— to help make the move a reality. Our communicators have been doing an outstanding
job trying to learn the operations of new equipment, dispatching software and phone
system, while settling in to their new home. A council tour of the new facility will be
r"' scheduled as soon as the communicators are settled in and the moving boxes are
 emptied and cleared out.
Due to the recent move of communications from the Police Department to the new
communications center not all data was available for this quarter. In the next report we
will add statistical information in the form of graphs and/or charts.
 Operations
The EMS committee has been working on developing a written policy on employee
exposures. They continue to work on protocol updates.
Our personnel participated in Regional Homeland Security Response team training held
on Nov 19 in Sikeston. CA Dillow submitted information regarding the purchase of a
! new 1-ton utility vehicle to be used as a light rescue truck as per the PSTF purchasing
plan. CA Dillow submitted a copy of an equipment list to be reviewed and submitted to
Regional Homeland Security Oversight Committee for possible funding.
CA Kelly Allen has entered updated apparatus response information into the new CAD
system. The fire operation committee will meet and review Standard Operating
r Procedures updates relating to the implementation of new dispatching procedures. BC
Vincel has taken over the fire operation responsibilities from BC Shaffer.
^ Community Risk Reduction/ Public Education
Fire Prevention Activities are aimed at preventing incidents form occurring or minimizing
the affects of those incidents that do occur. These include plans review, code
,.. enforcement, safety inspections, and investigations. Activities for the purpose of
informing and educating the public about safety issues, or simply maintaining the
positive image of the fire department are also mentioned in this section.
_
Fire Prevention Week went well. The department conducted 21 fire drills at schools
— businesses, day cares and businesses with a total number of 7,351 people participating.
This year's theme was "Prevent Home Fires".

Apparatus, Equipment and Facility Maintenance
r Maintenance Activities include the purchases, repairs, and upkeep of the department's
apparatus, equipment, and facilities.
CGFD received word that we will receive a FY08 Fire Act Grant through Department of
Homeland Security and the U.S. Fire Administration. The $173,800 grant will help us
' update and expand our communication infrastructure.
Personne! / Safety and Health
'" The following personnel changes were seen during this past quarter:
Annual Health Assessments were completed for all personnel in October.
MF Baker, FF Carlton and BC Ramsey staffed a booth at the job fair at the Osage

Center. We will attend similar events in the future. Thanks to all three for their time!
CA Galloway resigned and moved to Colorado, where he accepted a position with the
r
Grand Junction Fire Department. We all wish Larry the best of luck!
Six candidates participated in the Master Firefighter testing process held Friday,
_ November 7. An eligibility list has been established. Promotions will take place after
the first of the year.
The Battalion Chief promotional process written test was held on Wednesday,
rNovember 12 and the Assessment Center was on Friday, November 14.
,,. The Firefighter hiring process was help December 3, 4, and 5. We received 62
applications with 40 people showing up to take the written test. 31 candidates passed the
written test, 26 passed the physical agility test and the top 20 appeared before the
_ interview panel. While these numbers have remained consistent in recent years, it was
noted that the number of qualified, trained candidates going through the process has
dropped off. Thanks to everyone that helped with the process. Members of the interview
team stated they received several compliments from the candidates on how professional
everyone on the department seemed and how impressive the process was.
r- Station 1 and 2 accepted a donation of comforters from Cape First Assembly of God
and some of their church member's toured station 1. Church members stated the
donation was to show their great appreciation for what the firefighters do all year long
for the citizens of Cape Girardeau.

- Chief Ennis and MF Randy Morris Sr. represented the Fire Department in the "Take
Back the Streets" march in the city's south end. The effort was sponsored by several
churches in the south end to draw attention to the need for residents in the area to
— make a stand against the violence and crime occurring in their neighborhoods. The
march was attended by many city residents, clergy, city and school officials. Chief
Ennis advised we may be getting more calls for station tours and/or static displays
r involving south end groups. He encouraged that we, as a fire department, need to look
! for opportunities to foster relationships with more people and organizations representing
the south end. He also reported that the Union/Fireman's Fund donation of$100 to the
r' cause was greatly appreciated by True Vine Ministries.
B-Platoon helped the Salvation Army with assembling fruiUfood baskets this holiday
^ season.
Congratulations to Shawn Morris for being selected Fire Department Employee of the
Year! Shawn was nominated and selected for his work over the years with the Thermal
Imaging Cameras, his interest in keeping our department's history and traditions alive,
his work with the honor guard and Pipe and Drum Corp, and his overall positive attitude
r" on a daily basis. Other nominees included CA Billy Crump for his work on the
department's EMS; CA Paul Breitenstein for his continual work with CERT and his work
on various projects at Station 3; MF Harry Schumer for his receipt of the Medal of Valor;
' FF David Bell for his work and effort teaching CPR throughout the city and teaching fire
safety to nursing students at the Career Technology Center; and Rhonda Sheeley for

Annexations
_ In December, a 60.33 acre tract located adjacent to the northern City limits west of Cape La Croix Road
was annexed into the city limits. This property owned by River West Partners, L.C. is commonly known
` as Walden Park Village.
rComnrehensive Plan
The Planning and Zoning Commission subcommittee for the revision of the City's Zoning and
Subdivision codes has been meeting monthly, reviewing the residential zoning districts, and identifying
the many concerns and issues that have come up in recent months. This information will soon be
available to major stakeholders, and residents of Cape Girardeau for review and comment. Planning staff
will also be setting up a link on the City's web page which will post updated information for review.
' Comprehensive Plan updates have also been listed in the City's Cape Chronicle.
GIS (Georaphic Information Svstems)
"- A new GIS layer of annexation petitions and agreements was added to Net Data (Published Data). New
addresses, including those for Walden Park, were added to the GIS layer and updated information has
been shared with the City and County 911 board. For 9ll purposes, all water tanks and booster pump
" stations were given street addresses. The City boundary files were updated, along with the street center
lines and street edges with address ranges. While the GIS maps on the web were updated, improvements
are still being made to the interactive map.
 Historic Preservation
The Historic Preservation Committee has been reviewing the City's proposed first Local Historic District,
r. which is located north of Broadway Street along and around West End Boulevard. This district was a
grass roots effort by residents of this district. Planning staff have been warking closely with that local
group on the adoption of the Boulevard Local Historic District.
The City has also received a grant of$12,000 for the creation of the Seminary National Historic District
application for the area bounded by Themis Street on the north, and Morgan Oak Street on the south; S.
Spanish Street on the east and S. Loirmer on the west. The City applied for this grant in July, 2008 to the
r State Preservation office.
I
The HVAC update to the Common Pleas Court House was completed on November 24`h. The City
r' received a grant of$70,000 from the Department of Natural Resources, a Historic Preservation Grant with
a match of $30,000 from the County of Cape Girardeau. The update included the replacement oftle

The inlet piping and the motorized valves for the screw pumps were painted. The Barnes
_ submersible pump for the west primary scum pit had to be rebuilt. The motor, bearings,
and mechanical seais were replaced. Both drive sprockets for the #2 primary were
4 replaced. Kagmo Electric rebuilt the #2 trickling filter pump motor and the pump was
placed back in service. A crack in the west final clarifier pump bowl was repaired. The
Barnes submersible pump for the leachate pit at the Transfer Station was replaced. SEMO
Machine repaired one hinge and made two hinges for the three flood pump check valves.
_ Six hundred twenty feet of underground conduit was installed for the finai effluent flow
meter. Durkin Equipment installed a transducer and flow meter controis at outfall #1.
Durkin also installed a flow meter chart recorder in the office building. We now have
_ LED readout of the f naI effluent discharge from outfall #1. The control system and floats
were replaced at Twin Lakes lift station. We installed double throw transfer switches at
Whispering Oaks #1 and #2, Autumn Heights, Ashland Court and Timber Creek lift
_ stations. The electrical contact block had to be repiaced for the hand-off-auto switch for
the #1 pump at the Commercial Street lift station. With the help of the sewer crew and the
Vactor truck, the wet well at lift station#4 was cleaned. The SCADA base Motorola
— radio at the Wastewater Plant had to be replaced. The SCADA radio at the Themis Street
lift station had to be replaced. The block heater for the standby generator at lift station#2
had to be replaced. The air compressor at the Boulder Crest lift station was also replaced.
— We installed 240 volt transfer switches at Dalhousie lift stations #1, 2, 3, and 4 and a 480
volt transfer switch was installed at Dalhousie lift stations #5 and#6. Wiilowbrook Bend
and the Conservation Campus lift stations are now the only ones that need transfer
-- switches. A cable winch base plate was installed on the concrete pad above the wet well
at Willowbrook Bend lift station. This will enable us to use a crane hoist to pull the
pumps as needed. CSI (Control Systems Integration) removed the five creek Ievel
— monitoring sites from the SCADA computer at the Wastewater Plant. CSI installed a new
computer at Public Works to monitor the five creek level sites and the Route W retention
basin. A new computer was added to the SCADA system at the Wastewater Plant. This
— enaled us to separate the two different radio frequencies onto two SCADA computers.
One computer is for the Motorola radios and one is for the Esteem radios. By having two
SCADA computers, the polling per site is greatly reduced.
On the 27th of December there was a severe windstorm and we lost AmerenUE power at
the Wastewater Plant from 4:30 pm until 10:45 pm. The plant's two standby generators
-" came online automatically, but the power single-phased coming into the plant before the
generators were activated. This caused electrical problems with some of the equipment
around the plant. The north mechanical bar screen motor, the north screw pump greaser
r motor, the power controller for the #6 trickiing filter pump motor, the heating element for
the lab electric water heater and the auciliary contacts to start the seal water pump for the
#4 primary pump all shorted out.

The vent doors to the trickling filter were closed on December 3`d. The gray concrete at
the bottom of the trickling filter was painted. Painting was finished on the overhang of
the office/lab building. Only the 4 corner edges needed to be painted. Dutch Enterprise —
replaced the gas furnace in the locker room. Hacker Plumbing did the annual inspection
of the plant three backflow preventers. The electric water heater in the lab was replaced.

Rusty Statler passed the `D' Wastewater exam in October. Dennis Hale and Jim Baylor
attended the annual MWWC meeting in Osage Beach, Missouri the 7th through the 9th of
October. Dennis Hale and Jim Baylor also attended the NPDES Good Housekeeping —
telecom meeting at Public Works in December. Jim Baylor held in-house training classes
in December. Six tours were done in October to SEMO University students and two tours
were done for Delta high school students. "Toolbox"meetings and safety meetings were -
done each month.
Sludge:
There were 337 loads of sludge hauled to area farmers. There were 215 loads of sludge
hauled to the Vince Hulshof farm in Scott County off County Road#506. There were
122 loads of sludge hauled to the Phil and Dave Hubbert farm in Scott County off
County Road#403. There were 7 loads of leachate hauled from the Transfer Station to
the Wastewater Plant for processing. We started with 39 loads of sludge in storage in
October. This increased to 60 loads during October. In November we got the loads in
storage down to 6loads and ended the quarter in December with an empty storage tank.
Laboratory-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Waste haulers
dumped 2421oads for a total of$2,451.10.
A headworks loading study was performed for this quarter. The airport lagoon was
checked for discharge to perform testing and tested. Two industrial permit compliance
inspections were performed. One industry was sampled and tested far permit compliance.
We finalized the DMRQA-28 testing requirements by sending in a letter of explanation
for a test that EAS performed, which was just out of the acceptable range. Richard Laux
form MODNR visited and scheduled a pretreatment compliance inspection for next
quarter.
