SPECIAL SESSION—April 10,2023
CALL TO ORDER
The. Cape Girardeau City Council convened in special session on Monday, April 10, 2023, at
12:00 p.m. via internet videoconference pursuant to RSMo. Sections 610.010 and 610.015, with
Mayor Stacy Kinder presiding and Council Members Mark Bliss, Robbie Guard, Dan Presson,
Tameka Randle,Nate Thomas and Shannon Truxel present. The votes taken shall be regarded as
if all members were physically present and in attendance at the meeting.
ADOPTION OF THE AGENDA
A Motion was made by Shannon Truxel, Seconded by Robbie Guard„to adopt the Agenda.
Motion passed. 7-0. Ayes: Bliss,Guard,Kinder, Presson, Randle,Thomas,Truxel.
CANVASS THE RETURNS AND DECLARE THE RESULTS OF THE APRIL 4, 2023,
MUNICIPAL ELECTION
Mayor Kinder.stated that the April 4, 2023, election results had been received from County Clerk
Kara Clark Summers. Pursuant to Section 7.09(a) of the City Charter,the City Council canvassed
the returns and declared the results of the April 4,202,Municipal Election as follows:
CAPE GIRARDEAU CITY QUESTION
(3% sales tax on all tangible personal property retail sales of ladult use marijuana sold in
the City of Cape Girardeau)
YES—2,427
NO—876
A Motion was made by Robbie Guard, Seconded by Nate Thomas,to approve.
Motion passed. 7-0. Ayes: Bliss, Guard,Kinder, Presson,Randle,Thomas;Truxel.
MEETING ADJOURNMENT
There being no further business,the special session ended at 2:02 p.m.
A Motion was made by Robbie'Guard, Seconded by Dan Presson,to adjourn from special session
and to convene in closed session for legal actions and confidential communications with legal
counsel, pursuant to RSMo. Section 610.021(1).
Motion passed. 7-0. Ayes: Bliss, Guard,Kinder,Presson,Randle,Thomas,Truxel.
