HomeMy WebLinkAboutParkRec.Minutes.10-12-2020 Parks and Recreation Advisory Board Minutes Monday, October 12, 2020 The Parks and Recreation Advisory Board held their regular meeting on September 14, 2020, at 5:30p.m. at the Osage Centre. Board Members Present: Staff Present: Kevin Noel, Chairman Julia Jones, Parks & Recreation Director Roger Hudson, Vice Chairman Brock Davis, Parks Division Manager David Cantrell, Board Member Scott Williams, Recreation Division Manager Beverly Evans, Board Member Penny Williams, Recreation Division Manager Pete Frazier, Board Member Lisa Seyer, Administrative Coordinator Tracey Glenn, Board Member Nicholas Snyder, Board Member Dan Presson, Councilman Liaison Absent: Kenneth Stilson, Anne Dohogne, Gunnar Knudtson, Brad Labruyere 1. WELCOME / INTRODUCTIONS Vice Chairman, Kevin Noel welcomed everyone and then called the meeting to order. 2. OLD BUSINESS A. Approval Of Minutes Kevin Noel asked for a motion to approve the September 14, 2020 minutes. Pete Frazier made a motion, seconded by Beverly Evans. All approved. B. Aquatics Update Division Manager Penny Williams updated the Board on the Jefferson Aquatics Project. The school has gone back to their Board because the revised project is over budget. The school was going through design phases to get a cost estimate. Now that they have those, and board approval to move forward, they are looking at a hard top structure. No designs have been released. The plan is to move forward with both pools. The pool at Jefferson would include a three-four lane lap pool, slide, play feature, bubble feature, and 4000 sq. ft. leisure pool. Of the funding available, $4 million will go towards the Jefferson Project, and $6 million will go towards the repair or replacement of Central Pool. The City Council and school have always agreed that the Jefferson Project is top priority. Director Julia Jones said she plans to meet with the city manager today to see if the funding to repair Central Pool can be moved up. Chairman Kevin Noel asked for further clarification and better communication on these projects based on what is being reported in the local media. Penny went on to report that Central Pool has been closed for nearly two weeks right after the bubble went up. We are on borrowed time for that facility. We know there is a leak somewhere. Dutch Plumbing has drained down the pool substantially due to a significant lack of water. There is substantial erosion in the stainless steel pipes. Penny has asked Capri Pools to come in on Wednesday to give us a temporary solution or better idea on potential options. At this time, we are not sure how extensive the damage is to the pool or the pipes. Whatever we do will be a temporary solution—not a permanent one. Not sure of the cost. But time is critical for our local swim teams. RCA coaches have resigned and they are actively searching for a new swim coach. There is no good idea or time frame right now of when Capri Pools can work on the problem and when we can re-open. 3. NEW BUSINESS A. Spaghetti Day Details Recreation Division Managers Penny and Scott Williams discussed changes to Spaghetti Day 2020. Due to COVID, we will be changing the direction of people coming into the dining area for carryout’s. We will use round tables spaced on the main floor and on the balcony, instead of the rectangle tables, to accommodate family dining. We will continue to do deliveries at noon. We will add curbside service from 3:00 pm to 7:0 pm. Desserts will be done the same with Notre Dame helping bake the donated items from Gilster-Mary Lee. We are still asking for donations from everyone. Notre Dame will still send students to help in the evening. We need more volunteer help this year to help with clearing and sanitizing tables, especially from 11:00 am to 1:30 pm and again from 4:30 pm to 7:00 pm. The Board was reminded to get their sponsors in early to Lisa. B. Nomination/Election of New Advisory Board Officers There were no new nominations of members who wanted to hold office, so the current slate of officers was asked if they would be willing to serve again. Board Member Beverly Evans made a motion to nominate the current slate of officers: Chairman, Kevin Noel; Vice Chairman, Roger Hudson; and Secretary, Kenneth Stilson. Board Member David Cantrell seconded the motion. All approved. Board Member Tracey Glenn discussed an email she received regarding the appointments to the Advisory Board. Several Board members received the same email. She would like to see Advisory Board openings discussed in advance of the nomination/election before voting is to take place for transparency. Director Julia Jones said she would add this to the September agenda in the future for openings/reappointments. C. PRS 2 Project Update PowerPoint Parks & Recreation Director Julia Jones presented updates on PRS 2 Projects via a PowerPoint presentation. Following the presentation, Board Member David Cantrell expressed concerns regarding security related to vandalism in our parks post-election. A lot of work has gone into these projects and he would hate to see any retaliatory damage done against government facilities without security in place to catch perpetrators. 4. REPORTS A. Parks and Recreation Project Updates i. Parks Division Manager Brock Davis reported that the PowerPoint covered most everything. There are some issues with the south end of the trail. There is an estimate to overlay Bloomfield to the soccer fields at a cost of $300K. B. Golf Course Advisory Board i. Division Manager Penny Williams reported the golf course is still going strong this season. C. Tree Advisory Board i. Board Member Beverly Evans reported that they have received a TRIM Grant from MO Department of Conservation to do a tree study and mapping for the master plan at A C Brase Arena. D. Red House Interpretive Center Committee i. Parks and Recreation Director Julia Jones said there was nothing new to report. E. Parks and Recreation Foundation i. Foundation Newsletter Recreation Division Manager Scott Williams reported the newsletter will be coming out soon. i. Foundation Membership 2021 Campaign Scott reported we will be kicking the 2021 campaign off at Spaghetti Day. F. Council Report i. Councilman Liaison Dan Presson had to leave early, but reminded everyone to get out and vote on November 3, and shop local before he left. G. Monthly Staff Report/Calendar Update i. Staff briefs were handed out to board members informing them of the upcoming events and projects in the Parks & Recreation Department. Division Managers Penny Williams and Scott Williams gave an update on Parks and Rec Night October 10. The event was very well attended. It was a great family event, with lots of diversity. Food trucks were overwhelmed—one sold 120# of pork in less than two hours and had to close. The movie was popular, the fireworks were awesome (people cheered and clapped). The park was packed with people practicing social distancing for the movie and the fireworks. Penny was proud of the way it came together, was safely done, and we were able to honor our sponsorship agreements and give out t-shirts. The weather was questionable early that morning, but ended up being a perfect day and event. H. Other Items Board Member Tracey Glenn expressed frustration over the rumors regarding the closure of Central Pool. She would like to know about issues such as these firsthand from the staff as a Board Member instead of the general public. Director Julia Jones agreed that status updates via email would be in order going forward. Recreation Division Manager Penny Williams reminded everyone that it is hard to remember to share information when you are in the “thick of things” and COVID, but understands the Board’s desire to be ambassadors for the Department. Chairman Kevin Noel reiterated what Tracey stated and asked staff to advise the Board what to tell the general public as well. On the reverse side, the Advisory Board was asked to please email Director Julia Jones when they are hearing things that staff should be alert of so that we (as staff) can advise the Board as to what is going on and give a status update. 5. OTHER BUSINESS A. Next Board Meeting The next board meeting is scheduled for Monday, November 9, 2020, at the Osage Centre. 6. ADJOURNMENT There being no further business, the meeting was adjourned with a motion from Tracey Glenn and seconded by Pete Frazier. Motion passed. Meeting adjourned.
