1. WELCOME / INTRODUCTIONS

2. OLD BUSINESS
A. Approval Of Minutes
Roger Hudson asked for a motion to approve the August 10, 2020 minutes. Pete Frazier made
a motion, seconded by Nicholas Snyder. All approved.
B. Aquatics Update
Division Manager Penny Williams updated the Board on the Jefferson Aquatics Project noting
they have not met since their last meeting over a month ago. Jefferson is in the process of
refining the design of their portion of the facility. They likely are busy with the start of school.
Penny will reach out to Jefferson for further updates before the next Board meeting.
C. COVID Update/Status
Parks & Recreation Director Julia Jones reported that the Coors Light/Trail of Tears Triathlon
had 100+ athletes participating. This was the largest attendance for this event in years.
Triathlon athletes were very grateful to our Department for following through and offering
this event, and for all the precautions put in place by staff for their protection. To date, we
have had excellent feedback for all of our events and leagues. We know of no single case of
COVID transmission associated with any of the events we have hosted so far.
Division Manager Penny Williams added that the SportsPlex hosted the Dig For Life Volleyball
Tournament. Board Member Anne Dohogne commented that this too was a great event and
received nothing but positive feedback about the event and the precautions put in place by
Parks and Rec staff. Heather Davis was diligent in making announcements about masking and
there was at least 99% compliance with this order during the competition. Penny added that
Central Municipal Pool hosted a swim meet this past weekend with additional precautions for
the athletes that included no spectators at the competition. All went very well. Lastly,
Shawnee Park Center hosted a Special Olympics Softball Tournament that went very well with
precautions in place to protect athletes and staff.
3. NEW BUSINESS
A. Nomination of New Advisory Board Officers
Parks & Recreation Director Julia Jones reminded Board Members that the nomination of new
Advisory Board Officers takes place in October. Please think about this and your interest in
becoming an officer before the next meeting. The new officer positions begin January 1,
2021. If you have any questions about the duties of any of the positions or the commitment
involved, please do not hesitate to contact Julia Jones, Parks & Recreation Director.
B. PRS 2 Project Update PowerPoint
Parks & Recreation Director Julia Jones asked to defer this presentation to the October
meeting due to the low attendance at tonight’s September meeting.
4. REPORTS
A. Parks and Recreation Project Updates
i. Parks Division Manager Brock Davis reported the Indian Park and Red House (aside from
electrical and landscaping) restrooms are now complete. There will be a ribbon cutting at the
Indian Park restroom on Friday, September 18 at 5:00 p.m. The Fort D roof is now complete
and looks very nice. It totally encloses the structure and makes the building conducive for
many other types of events and allows for storage. The next big event at Fort D will be
Memorial Weekend 2021. Jerry Houchins, Parks Supervisor, retired today. Adam Howell will
take his place. This still leaves Parks down three positions. Capaha Project is still going well.
Parks & Recreation Director Julia Jones was able to secure a deal with Penzel Construction for
some dirt at Capaha Park and Arena Park. This saved us quite a bit as dirt is not cheap or
readily available.
B. Golf Course Advisory Board
i. Division Manager Penny Williams reported the golf course is still going strong this season.
They too are down in staff. The high volume of rounds being played is taking a toll on the
turf.
C. Tree Advisory Board
i. Board Member Beverly Evans reported that they did not meet since the last Advisory Board
Meeting, so no report.
D. Red House Interpretive Center Committee
i. Parks and Recreation Director Julia Jones reported that the Red House Board is discussing next
year’s Missouri Bicentennial events. The Speaker Series is still going well. The next speaker
will be James Baughn on October 3, 2020 at 11 a.m. at the Shawnee Park Center on the Old
Bloomfield Road. This event is free and all are welcome.
E. Parks and Recreation Foundation
i. Senior 2-Man Scramble
Recreation Division Manager Penny Williams reported that there currently are 38 teams
signed up. There will likely be more this week. Please contact her if you can help
i. Doggy Swim Day
This event will be September 26 at Cape Splash. This year we are adding private swims for
your dog and these are almost sold out.
ii. Spaghetti Day
Recreation Division Manager Scott Williams went over the forms in the Board packet. There is
a new sponsorship form this year. Also included was the spreadsheet for the 2020 Corporate
and Ticket Sales for Boards and Parks and Rec Staff so that we do not double up on contacting
sponsors. If you have a new sponsor, please contact Lisa at 573-339-6730 or
lseyer@cityofcape.org. Administrative Coordinator Lisa Seyer will be sending out via email to
the boards these same forms and a draft letter that you can use via email for your sponsor
contacts. Scott went over some changes for Spaghetti Day this year. These include: deliveries
at lunch; dine-in will be at round tables for 6-8 people; serving line will be moved to the center
of the building; carryout’s will be moved to other end of the building where desserts were in
the past to separate the two lines; curbside will be offered in the evening only; there will be
frequent cleaning throughout the day and evening.
Scott also commented that Nightfall Glowball had a record 22 teams this year exceeding
budget; the Cary Flanagan Tournament exceeded budget this year; the 2020 Give Back Promo
with Scott Blank was more than $3600 this year—more than double last year; and finally
membership exceeded budget this year. Scott also reported that the Foundation applied for a
$1000 matching grant from the Cape Noon Optimist Club to be used to help 4th – 8th graders in
south Cape Girardeau participate in city sponsored activities. Finally, plans for this years
Haunted Hall of Horror include limiting the number of people in lines, limiting contact with the
actors, plans to reduce the wait period in lines, pre-selling tickets for the first time, and
frequent cleaning of public areas.
F. Council Report
i. Councilman Liaison Dan Presson reported the Council has had some tough meetings due to
the dynamic community of Cape Girardeau. They are really looking at advisory boards and
how to get more people, and younger people involved using social media to publicize this
form of engagement in their communities and city government. The Council is also in the
process of hiring a new city manager in light of Scott Meyer’s retirement.
G. Monthly Staff Report/Calendar Update
i. Staff briefs were handed out to board members informing them of the upcoming events
and projects in the Parks & Recreation Department. Division Managers Penny Williams and
Scott Williams pointed out that Parks and Rec Night will be October 10. This event will be a
culmination of the 4th of July Fireworks and the Parks and Rec Day that were both cancelled
earlier. The event will be held outside at Arena Park with activities beginning at 4:30 p.m.
Some of the activities and demonstrations include a model airplane show, a skate park demo,
along with games and activities for all ages. At dusk, there will be a movie in the park
followed by fireworks as the finale. The event is free to the public. There will be food trucks
available.
H. Other Items
None.
5. OTHER BUSINESS
A. Next Board Meeting
The next board meeting is scheduled for Monday, October 12, 2020, at the Osage Centre.
