made a motion, seconded by Kenn Stilson. All approved.
B. Aquatics Committee Update
Manager Penny Williams reported the committee had met twice with Cape Public Schools.
They are refining the budget numbers for two facilities so it can be presented to council
and the school board. They are looking at creative ideas to come up with new revenues.
This coming spring Central Pool will be closed for painting. During that time Counsilman
Hunsaker will be conducting a study to see what needs to be fixed. The school wants to
push forward with the facility at Jefferson. Manager Williams thinks there will be a
presentation on their decision at the end of the month.
C. Lanzotti Proposal Status
Manager Scott Williams said they sent a report to city council but have not heard anything
yet.
3. NEW BUSINESS
A. Winter Play Cape Distribution
Penny Williams distributed the latest copy of the Winter Spring Play Cape.
B. Operational Update on the SportsPlex
Scott Williams reported the SportsPlex was at 85% cost recovery as of June 30th 2019. He is
confident they will hit 100% cost recovery in the next couple of years. Concessions and
vending grew by 32% in one year. Leagues and tournaments are heavily depended upon.
Mr. Williams expressed the biggest threat would be to lose their tournament director. It’s
very important to work with them and keep them coming back. The Parks and Rec leagues
have grown in participation because there are more courts to play on and less rented
facilities. They have also partnered with SEMO to offer sport specific camps. The impact of
this facility has increased sales for both hotels and restaurants.
C. 2020-2021 Operational Budget Discussion
Manager Williams explained to the board that they have submitted the 20-21 budget
proposals. The biggest battle they are facing is the increase in minimum wage and
compression. Each division is holding the line with expenses and looking for ways to
increase revenue in order to cover minimum wage increase. Parks Manager Brock Davis
mentioned that the city has put together a Budget Team to address the decline in city
sales tax revenue. The team is comprised of different members from each department.
They are looking at new ways of doing things and how to increase overall revenue. Online
purchasing has really hurt the city’s sales tax.
