The purpose of the program is to establish a communication link with local high school '' students and enhance the relationship between these students and the police department. Officer Ritter began the program by coming in on his days off and letting 2 or 3 students ride in a patrol car with him while — he responded to different police calls within the City. He would then take that opportunity to talk to the students about what the officers were doing, how they go about doing their jobs, and also respond to any ^, questions they have concerning police work. On Thursday, December 30, a basketball mini-camp for Cape Girardeau youth will be conducted at the Southeast Missouri State University " Recreation Center. The mini-camp is sponsored by the Police Department with the assistance and support of the Cape Girardeau Civic Center, the Cape Girardeau Juvenile Office, the Missouri State Highway Patrol and ,.. the SEMO Recreation Center. A number of area merchants have also contributed financially to the program. Approximately 70 boys between '" the ages of 12 and 16 will participate in the day long camp, which has been named "Hoopin' with 5-0 at SEMO, '93 . " Coach Ron Schumate, members ^ of his coaching staff and former SEMO basketball players will provide instructional drills during the morning, and a tournament will be conducted in the aftPrnoon. During the camp, about 18 police officers — will play alongside the boys. t ; On December 17, Ptlm. Roger Fields and Detective Zeb Williams received awards at the department's Christmas Dinner. Ptlm. Fields received the Law Enforcement Officer of the Year award from the Sons of the American Revolution. Detective Williams received the Police Department Employee of the Year award. Additionally, Detective Williams ' and Lt. John Brown were commended and recognized for their efforts in solving the Scheper triple homicide. — During the month of October, Sgt. Carl Kinnison began participating in a male role model program at May Greene elementary school. Sgt. Kinnison spends about 3 hours a week with one third grade class at the school, and works with the kids in their classroom environment in rwhatever way may be appropriate on that day. The purpose of the program is to provide a positive male role model to the kids within the school. Sgt. Kinnison will continue participating in the program thru the end of ' the school year. On November 15, two new officers were hired to fill vacancies — within the Department. The two officers, Alvin Spencer and William Kincade both have prior police experience. Spencer is a former Cape Girardeau Police Officer. Kincade was working for the Charleston Department of Public Safety before accepting a position with our department. In the area of training, Cape Girardeau Police personnel attended the following training seminars during the months of October, November and December: • Sgt. Tracy Lemonds attended a Computer Crimes Investigation Training in Jefferson City on October 25-29 . Topics discussed included computer hacking, insider crimes, telecommunications fraud, micro-computer forensics and processing the computer crime scene. Chief Boyd and Capt. Steve Strong attended a 6 hour legislative seminar on October 28 at the Drury Lodge, in Cape Girardeau. The 'r' seminar was sponsored by the Missouri Police Chief's Association and hosted by the Cape Girardeau Police Department. The purpose of the seminar was to discuss recently passed legislation. During the week of November 29 - December 10, Ptlm. Ron Webb attended a 40 hour instructor certification course in Pressure Point . Control Tactics (PPCT) at the Law Enforcement Training Institute in Columbia, Missouri. Officers Rick Price and Homer Markhart attended a two week Basic " Drug Investigation Training in St. Louis from November 29 - December 17 . The course was conducted by the Drug Enforcement Administration and discussed all aspects of drug investigations. On December 2-3 , Sgt. Carl Kinnison attended a Problem Oriented Policing seminar in Kansas City, Missouri. The seminar was conducted by the Kansas City Police Department, and focused on how to recognize and analyze problems, formulate solutions and determine if the solution worked. r COMMUNITY TRAFFIC SAFETY PROGRAM ... Once again this holiday season the Community Traffic Safety Program sponsored the Red Ribbon Campaign in conjunction with the Cape Girardeau Mothers Against Drunk Driving (MADD) Organization. Ribbons were distributed throughout the police department, hospitals, schools, and local businesses. Approximately 15, 000 red ribbons were given out in Cape Girardeau County. Motorists were asked to tie red ribbons on their cars to remind others not to drink and drive this holiday season. Proctor and Gamble is the corporate sponsor for this program. ' ' 73 ;.- ' CAPE GIRARDEAU POLICE DEPARTMENT SECOND QUARTER REPORT (October, November, December 1993) QUARTER TOTALS TOTALS TO DATE QUARTER YEAR OFFENSE: 1992 1993 1992 1993 TOTALS TOTALS ... - , BURGLARY { r" LARCENY ; MVA REPORTS " _ REFERRALS _ PARKTNC 7T(T ATTC)NS R 1 F, Rnd 1 dU7 tidR r'! 7 4 PREPARED BY: ,i Ai.t rru 9 I !! i { 1! Press coverage and public exposure were excellent. Construction on the entrance road and parking lot was completed, with the exception of the asphalt overlay which was delayed until spring and the terminal side decorative fencing which was delayed due to having to secure a new contractor to produce the fencing. Projects completed were: new parking lot lights and r curbing; landscaping of entrance road and parking lot; 12 inch fire line pipes and connections under parking lot for connection to line from Nash road to be constructed next year; new electric access r. gates (control boxes have not arrived) ; and airport signage. Unplanned repairs at the airport included a temporary asphalt overlay on ramp areas to stabilize broken pavement until construction next year. Contracts were let to rPpair the roofs on '- Cape Central's Main Hanger and Mid-State's building, and to repair cracks in the concrete of the taxiway. ,.- Despite enplanement increases in 1993 by TWE and P & G, total numbers were lower due to decreases in reported numbers by Cape Central. TWE showed a 10% increase in the second half of 1993 over last year since the terminal's opening. Marketing projects accelerated during this quarter; Midway Connection was contacted for direct service to Chicago; prospective industries were contacted with proposals to relocate at the airport; and a joint " venture with the Regional Port Authority to establish a Foreign Free Trade Zone at the airport was began. ., The first ice storm of the season occurred on December 28 and ; 29. Due to proactive preparations of equipment, supplies, and a new snow removal plan, the airport remained open despite low reported braking actions during the first day of the storm. The ' use of ammonium nitrate and sand was a very effective method to melt the ice and provide adequate braking action. The early spreading of sand is critical to keep braking actions going below r- the minimal level of "poor" which is required by TWE to land. Ice covered surfaces without sanding, until melting, are reported a "nil" which cannot be landed on by airline traffic. Major repair increases were noted in — Sewer Maintenance, Transfer Station, and Park. The Fire Department used 50% more fuel year-to-date than it did last year. This may be directly attributable to the First Responder Program that the Department implemented. The Street and Stormwater Divisions used 25% and 107o more fuel respectively, primarily due to the completion of the flood cleanup in the south end of town. ' Many pieces of equipment were bid during this quarter. WASTEWATER PLANT SECOND QUARTER OF 1993 - 1994 NARRATIVE SUMMARY Wastewater Plant: Eight tours were given to Southeast Missouri University students on October 28 and 29. Two tours were given to grade r school students during the quarter. The floors of the north coilfilter room, chemical room, locker room and bathroom were painted. The handrails on the primary clarifiers were coated with a silver coating and the electrical panels on the primary clarifiers were painted. Painting was finished on the south coilfilter room conveyor belt mechanism and r primary clarifier feed lines. Painting was also done in the final clarifier pump station to pump motors and a sludge line. r. There were several flood related activities that occurred in October. The wastewater plant was bypassed from October 1 until October 8 because of the high river stages. The wastewater plant had two employees to a shift from October 1 through October 9 — because of these stages. The river dropped below flood stage on October 12 and we switched back to gravity flow of discharging to the river. Employees manned the Mill Street Pumping Station, along with Union Electric employees, from October 1 to 13 and again November 15 through November 24 . A 6" sludge line and a water line were replaced, both of which run into the final clarifier pumping station. These breaks were caused by the hydraulic pressure while the river was flooding. In an attempt to upgrade the existing power into the plant, Union — Electric has been checking on the wiring and transformers. They have also installed a neutral line into the plant. A new pump bowl was installed on number one pump at Sloan's Creek Lift Station. This bowl was fractured during the flood that caused the station to flood. A new computer was installed to upgrade our system. The new computer is much faster and has more memory. Thirteen in-house training classes were held to work toward the 30-hour class time needed for our Wastewater Operators Licenses. ^ Steve Cook, Alfred McCain and Ken Leimer attended a two day "Sludge Management" course in Farmington, MO on December 9 & 10 . The course was sponsored by Crowder College from Neosho, MO. The — new 503 sludge regulations were the topic of the course. 90 k DEPARTMENT OF PUBLIC WORKS WASTEWATER PLANT J SECOND QUARTER OF 1993 - 1994 Page 2 The thermal heater units in the electrical starters for the three flood pumps were replaced. The lug block was also replaced. _ A major water leak was repaired on the east side of the chemical storage room. -= Sludge Operations: There were 106 loads of sludge hauled to the Gertrude Jones — farm in Scott County off County Road 513 . There were also 55 loads of sludge hauled to the Phil and Dave Hubbert farm in Scott County off County Road 405. _ Due to the Mississippi River flooding, sludge was not hauled from October 1 to October 11 . There were 12 loads of leachate hauled from the transfer station to the wastewater plant for disposal . Rock was added to the road into the Bob Johnson farm sludge holding area. The closure statement was signed and we canceled the agreement on the area. j J Steve Cook Wastewater Treatment Coordinator r J 91 ^ DEPAR TMENT OF PUBLI C WORKS WASTEWATER DIVISION SECOND Q UAR TER R EPOR T, 199_3 - 1994 r Pagc 3 Wastewater Treatment Piant THIS THIS QTR THIS YEAR LAST YEAR QUARTER LAST YEAR TO DATE TO DATE BOD Plant Influent 102 148 118 150 Primary 72 73 76 80 Trickling Filter 27 33 31 33 .
