^' Water Projects Total 42 . 00 12 . 76 126 . 16 50 . 63
A total of 87 different projects, exclusive of items for various city departments, were
— worked on this quarter. Of these projects, 19 were privately funded or subdivision
improvements, 17 were funded through various grant or loan programs, and 43 were
various other city capital improvement projects or specia assessment projects. These
numbers are comparable to the last quarter which was an increase from the first quarter.
About one third of the staff time is spent assisting other city departments with a variety
of items and requests that are not related to an existing project. For the quarter, 10
' projects were totally completed.
_ Work on the replacement of a segment of sewer line serving the BrinWLouis/Montgomery
street area was initiated. This line will eliminate substantial inflow and infiltration
problems. Even though construction is still underway, the work completed has been
beneficial in recent rain events. A Combined Sewer Overflow (CSO) study has been
` initiated. This study is funded by the Missouri Department of Natural Resources and will
provide information on the impact of our combined sewer system on the receiving waters.
Another major project for the community, the relocation of MO 74 and construction of a
new Mississippi River bridge is progressing. This has created a need for review of plans
and relocation of city utilities out of the proposed corridor. A segment of the West Side
_ Relief sewer is being constructed to coordinate with the bridge project. Utility reviews of
other segments is ongoing. It is anticipated that a number of subdivisions will return to
work in the fourth quarter, and that a number of new starts will be made.

— EMERGENCY MEDICAL SERVICES:
January saw an increase in EMS runs by the Fire Department. This resulted in an increase in the
consumption of EMS soft supplies. Gloves and oxygen supplies are the most often used items. A large
reorder of supplies will be received this month.
Two Advanced Life Support (ALS) equipment bags are being ordered along with advanced airway
r' supplies. Two new Nelcore PulseOx machines (which measure the blood/oxygen saturation levels) were
purchased. We hope to purchase two more of these machines next year.
r- St. Francis Medical Center has agreed to purchase four automatic defibrillation devices for the Fire
i Department. Expected delivery will be in 45 to 60 days.
Fourteen Fire Department employees have signed up for the new Emergency Medical Technician
r classes which will be given here at the Fire Department between July 5 and December 17.

inspection Division - (continued)
During the last quarter the Inspection Division has initiated an elevator inspection program for all elevators in
" the City. Fire Department personnel were also trained in elevator rescues and how to check elevators for
safety features. Also, we have formulated a key-box entry system for use by businesses in the City who
desire the Fire Department to have ready access to their building in case of an emergency. The "Knox-Box"
^ system will go into effect on May 1.
p Statistics reported for the Inspection Division do not reflect the increased amount of time I have been
spending working with local contractors at various job sites. Because I am `on-site' more frequently, it has
allowed us to work through changes as they occur instead of making corrections after they have already been
constructed. This saves time and money for both our division and for the contractors.

THIRD QUARTER REPORT, 1993 - 1994

Narrative Summarv:

Many construction activities continued through the third
quarter of the 1993 - 1994 fiscal year. Electronic control boxes
for the electric boxes were installed in February and the new gates
became operational on March 1 , 1994 . Construction of the new
security fence around the Terminal was completed, except for entry
gates, during March. Preliminary work on re-paving for the parking
lot also began in March, with paving scheduled for mid-April .
TWE enplanements continued to increase throughout the quarter.
— This quarter's performance was the best in four years. Trans World
Express enplanements increased 199 over last year; a 21% increase!
Three winter storms occurred during this quarter. During
January, we experienced a severe ice/snow storm consisting of one
inch of ice topped by seven inches of snow and subzero temperatures
which hampered snow removal efforts. A minor ice/snow storm hit in
February. Early application of a sand/nitrate mix helped removal
efforts and kept the braking action rated as "fair" during the
storm. The largest snow fall occurred March 9 and 10 . Twelve
— inches of snow fell in under 8 hours during the eveninq of the 9th.
' The airfield was closed at 10:00 P.M. that evening, but was
reopened by 7: 30 A.M. the next morning. An outstanding job by
Airport and Public Works crews made this possible.
The FAA conducted its annual security inspection in February
and no discrepancies were found. The Civil Air Patrol conducted a
r" search-and-rescue exercise at the Airport from March 18 through the
20th. The restaurant returned to summer hours in March; 6:00 A.M.
to 10 :00 P.M. , seven days a week.

FLEET MANAGEMENT DIVISION
THIRD QUARTER REPORT, 1993-1994

 Narrative Summarv:
The third quarter of 1993 - 1994 had a lot of procurement
— activity, with units from various Divisions/Departments being bid,
purchased, and received. The Water Division took delivery of a new
Case backhoe and an air compressor to be used in the 2" water main
replacement program. Other items ordered were:
Department Item
Fire Jeep Cherokee (2)
Fire Utility Truck
Wastewater Utility Truck
 Sewer Maintenance Sewer Jet/Vacuum Unit
Water Dump Truck
Police Police Car
r. Police Van
Parks & Recreation 36" Rotary Mower
During this quarter, we experienced the first of our "colored"
— diesel fuel. New environmental laws require dye to be added to
diesel fuel to distinguish between high- and low-sulphur; with and
without road tax, etc. It is reported that the low-sulphur, that
we are mandated to use, may take its toll on older engines because
of the hotter temperatures. We will continue to monitor the
changes as they occur.
The repair costs are running about 70 lower through this
quarter than they were in the third quarter of 92-93 . Although the
contracted repairs have increased, they have been more than offset
— by reduced parts expenses, particularly in batteries and tires.

Assistant Public Works Director

CITY OF CAPE GIRARDEA U
 DEPARTMENT OF PUBLIC WORKS
SOLID WASTE DIVISION
 THIRD QUARTER REPORT, 1993 - 1994
_ Narrative Summarv:
The City of Cape Girardeau turned in two applications for
grants through the Missouri Department of Natural Resources during
' the third quarter of the 1993 - 1994 fiscal year. One application
; is for the purchase of a tub grinder which would be used to develop
a large composting program in a 13 county area. The second
.- application is for a screening machine to be used to separate
refuse from sweeper dumpings. The dirt, small rocks, and sand that
is picked up by the sweeper could then be used as backfill on
_ Public Works projects, and not landfilled.
The bid specifications for the solid waste services were
prepared during this quarter. They were presented to, and approved
by City Council late in the quarter and will be bid during April,
 1994.
,r. The Solid Waste Coordinator participated in the final of four
workshops with the Missouri Municipal League in Jefferson City,
Missouri. One of the topics discussed at the workshop was gaining
public support for local recycling issues and locating markets for
— recyclable materials.
The City's recycling program has set up contracts with the
City of Jackson and Current River Sheltered Workshop in Doniphan
for the purchase of their recyclables. These companies have had a
difficult time marketing their recyclables and the City of Cape
Girardeau is lending their assistance.

There were several problems during the quarter with the
steel/tin can machine, resulting in several breakdowns and a
— backlog of steel/tin cans. New parts have now been installed and
the machine is fully operational again.
The rest room facility at the City's Transfer Station has been
completed and, much to the relief of Transfer Station Employees, is
operational.
The recycling program is doing quite well . We have
approximately 30% participation by residents and have reduced the
amount of waste going into the landfill by approximately 19. 50.
-- The attached sheet shows the amount of recyclable materials
processed at the Recycling Center during this quarter.

STORMWATER/SEWER LINE MTNCE. DIVISION
 THIRD QUARTER - 1993 - 1994
 Narrative Summarv:
Sewer Line Maintenance Division:
The Rodding Crew rodded and jet rodded 71 , 043 feet of line
during this quarter and televised 14 , 789 feet of line. A total of
' 33 sewer complaints were recorded during the quarter. The Sewer
Crews replaced the frames and lids on the manholes along the bike
^ path along Cape La Croix Creek. They also replaced 12 vented
manhole lids with solid lids in an attempt to help with surcharge
problems in the Brink Street area. The beginning of the quarter
_ was spent assisting with snow removal and repairing and unstopping
intakes and flat grates which had been choked by ice. Televised
inspections were centered around the Caufield, West Mount and Brink
Street areas mid-quarter. A bi-annual inspection of all siphons in
-' the collection system was initiated during this quarter. The Sewer
Crew assisted a private contractor with the replacement of a line
at North Street and North Fountain. This project involved the
separation of storm and sanitary lines. The Sewer Crew also
continued with I & I monitoring, making repairs when necessary.
Stormwcter Division:
In addition to dealing with the problems brought on by the
snow and rain events this quarter, the Stormwater Crew began and
completed a stormwater runoff control project at 316 Sheridan
Drive. This project consisted of laying 24" RCP, building an
intake and pouring a driveway. The crew also built a bath house at
r the Transfer Station. Straw bales were placed behind Lynnwood
Baptist Church at Westwood to stop siltation on the street. Late
in the quarter, some erosion control work was done on the easement
_ at the intersection of Highway 74 and South Kingshighway. Work was
started on a sizeable drainage ditch project between Camellia and
Edgewood. The Stormwater Crew also removed trees and did
preparation work for a line replacement project at N. Fountain and
North Street which will be done mostly by a private contractor. In
addition to the above, the Stormwater Crew continued with general
maintenance on various ditches and culverts throughout the quarter.

DEPARTMENT OF PUBLIC WORKS
WASTEWATER DIVISION
r- THIRD QUARTER REPORT, 1993 - 1994
_ NARRATIVE SUMMARY
Wastewater Plant:
"' The #two trickling filter pumps lower unit was replaced with
j a new model during this quarter. This model replaces the model
that is in current operation. A field representative from
Fairbanks-Morse Pump Corporation was here for two days to handle
the transfer of this new pump unit. I might add that Fairbanks-
Morse volunteered to help free of charge. All 6 of our trickling
_ filter pumps have now been overhauled, with one being replaced
with a new model .
There were many in-house operator training classes held at
the plant during the quarter. Plant operators are required to
have 30 hours of training every three years by the Missouri
Department of Natural Resources to continue to hold their
r„ Wastewater Operators Licenses.
An officers meeting of the Southeast Section of the Missouri
Water and Wastewater Conference was held on January 28 at Public
— Works to meet and prepare for the Annual Meeting. The meeting
location alternates between Cape Girardeau, Sikeston, and Poplar
Bluff. Poplar Bluff will host the meeting on April 20. Steve
Cook is the present secretary-treasurer of the section, and
Dennis Hale is the current vice-chairman. The Conference is a
Water and Wastewater professional organization and the area
covered by the section is roughly from Ste. Genevieve across the
r state to Houston and down to Cabool. Everything south of this
line is in the Southeast Section of the Conference. There are
approximately 275 members in this organization.
, Charles Grojean from the Army Corps of Engineers performed a
levee inspection at the plant. He said that everything was in
good shape. The 1993 flooding did not damage the levee at all.
Employees of the Wastewater Plant, along with Union Electric
personnel, operated the Mill Street Pumping Station from February
' 25 to February 28 , due to the Mississippi River being up.
Late in the quarter, the sludge thickener was drained for
inspection and to remove rags that have accumulated. We also
replaced a tension rod on the collector mechanism and a wear
sleeve was replaced on the south sludge pump.
