This was despite an almost 40% reduction in flights by the airline, TWE. TWE enplanements fell at a pace relatively proportionate with their reduction of flights, or-41.5%. The Proctor&Gamble shuttle experienced a dramatic increase in passengers of over 175% this quarter. The charter operators on the field likewise showed a nice growth in boardings, averaging almost 71%. The reinstatement of the Trans Worid Express Sunday flight in February proved to be beneficial. Sunday flights in May showed a 60% load factor. TWE has expressed no intentions of dropping the flight. Air Traffic Counts The overall traffic count is up for the quarter by almost 13%. The most significant growth was in the local operations with a 26.2% increase over last year's fourth quarter. This activity consists for the most part of student pilots remaining 'j in the pattern during training exercises. The other portion of the traffic count, itinerant operations was down by 4.4% Construction Projects The ramp/taxiway/electrical construction project was completed this quarter, opening the long awaited Taxiway C-1 ("Charlie One"). The construction project also created 28 new tie down positions for aircraft and solved the drainage problem seen in that area in the past. Electrical work was also completed to the main runway. One new feature will ' allow pilots to turn on the main runway lights with their aircraft radio. This will allow the lights to be left off or in the low position until actually needed, thus ultimately saving on the utility bills. Communitv Development The King Royal Bros. Circus came to the Airport on May 3 for two shows. This event was sponsored by the Cape Girardeau County Rotary Club and was enjoyed by children of all ages. I Airport staff organized an open house on June 8, featuring the"Texas Raiders" B-17G Flying Fortress to raise aviation awareness in the community. It is estimated the B-17G was toured by more than 2,000 people over the weekend. Also on hand were displays sponsored by: Air Evac EMS, the Missouri Highway Patrol, the Missouri National Guard, and the Department of Conservation. Airpert Manager, Greg Chenoweth addressed the Evening Optimists Club May 16 at the Port of Cape Girardeau "" restaurant. I Other t On April 30, restaurant operator Trevier Minton, vacated the premises. Airport staff is working to locate another operator for the facility. Gr Chenoweth Airport Manager - i + — x O ' . . . 's \ ' ,<y " a>;'' r, . -' • ".' .: ....,.;, ....,..."n.w.,s . ,:.. t1 ' r N ._ L , — i \ - `` _ _.n . o - CT . __ . ... p5 v' 1 - s N L fR,y' Sa / _ " —__. .._ .i%s. ,.,,s. .., .. ..., . .. ...,y , .. , O t „: 7 U `:1'i111 ti L ti V Y M . : • . A total of 72 sewer calls were received during this time, only 9 resulting from problems in the city lines. Construction season was upon us this quarter, as - reflected by the 104 locate requests completed by the Sewer Maintenance Crew. This is almost twice as many locates as were completed last quarter. The crews spent a considerable amount of time assisting Sverdrup Engineering with locates and checking conditions of some lines in preparation for the C. S. O. (Combined Sewer I Overflow) Project. They also assisted with work done at the Wastewater Treatment Plant for the ' C.S.O. Project. Sixteen dig-ups/sewer repairs and 23 manhole repairs were completed this I quarter. _J Cape Girardeau experienced several rain events this quarter, resulting in the cleaning of 515 flat grates, 27 driveway pipes, and 28 catch basins. _J Stormwater Division. The 4th quarter was a busy time for the Stormwater Crew. They built a detention basin on West End/West Hill and sprayed Cape La-Croic Creek for brush and weed control. The high river levels and rain events provided prime breeding conditions for mosquitoes and twice a week sprayings were started to help control the infestation. The heavy rains also caused extensive work - to be done on culverts, drainage structures, crossings and other related areas. The crew assisted with flood protection measures at the Wastewater Treatment Plant and in building and maintaining their access road. -J Maintenance on the concrete channel of Walker Creek to the north of Kingshighway was turned over to the Stormwater Department this quarter. Weed abatement and mowing was '- started on city properties, detention basins, and private properties and general maintenance activities continued through the quarter. Wayne Moore Stormwater/Sewer Maintenance Supervisor _ - 77- CITY OF CAPE GIRARDEAU DEPARTMENT OF PUBLIC WORKS ^ STREET DIVISION FOURTH QUARTER REPORT, 1995-1996 .- Narrative Summarv: -- The manpower graph, (see page 5 of the quarterly report) reflects limb pickup as - the project which required the most manpower during this quarter, and also for the year- to-date totals. This activity resulted from the numerous storms we received and " the damage that they did. Another major project for the Street Division during this quarter was the Annual Spring Cleanup Program which was held April 15 - 19. During this week, all Public Works Divisions pitch in to clean up the City. Sign installation and - street sweeping took the third biggest pieces of the pie using 8.8% of the manpower. Street repair concrete is the second largest activity reflected by the year-to-date totals using 10.3% of the total man-hours, followed by street sweeping with 8.8% and sign , r installation with 8.3%. The Street Division assisted in the preparation for and cleanup after several events this quarter. The Olympic Torch Relay came through Cape Girardeau on May 27 and Riverfest was held June 14 and 15. Streets were swept, barricades monitored ._ and trees elevated for these events. The construction crew poured 252 cubic yards of concrete during this quarter, .- which is very comparable with the 268.75 cubic yards poured during this quarter last -, year. These joints were repaired quickly. The sign ..1 crew installed 56 new signs this quarter, including several "Take Pride in Cape Girardeau . . . Help Keep Cape Clean" signs. They were also kept busy by the rising , - river level, monitoring barricades and signs for closed streets. The crew was unable to -+ start their annual painting project due to a delay of the paint order. This project will begin as soon as the shipment arrives next month. ` The two street sweepers which are owned by the City swept a total of 5,146 miles during this quarter, including the Airport runways and apron areas. This is an increase " of 341 miles over the same quarter last year. The drive motor for the south grit chamber was replaced and the input shaft for the #2 primary drags had the bearings replaced. The 6" split I seals for the north screw pump were also replaced and the south screw pump had the belts replaced. The flapper valve for the #6 trickling filter pump was repaired. A _ i sealant was used to seal the joints on the inside of the north flood wall. A seal water system was installed in the sludge pump building, for both the transfer pumps and the mixing pumps. The concrete walls of the primary tanks were painted. Reli Electric ... worked on the alarm system for Clarkton Place Lift Station and also installed an a updated alternator for the flood pumps. The Mississippi River began to rise again this quarter, causing other maintenance activities to take place. Painting was done in the sludge thickener, the east and west primary pump buildings and the final clarifier building. This included the — walls, pipes, valves and pumps in each of these buildings. _ The motorized valve at Walnut and Henderson Lift Station had a rebuilt motor '— put on it. Two impellers at College and Henderson Lift Station were worked on and put back in place. The mechanical seal for the #1 pump at Boulder Crest Lift Station was replaced and the telephone company fixed the alarm for Kingsway Lift Station. They ! also fixed the alarm system for the lift stations at Stonebridge and Cape Rock. A crane hoist was installed on the lift station service truck (#154). — DNR was here on April 3rd to do a pretreatment inspection and take a tour of the plant. We received a very favorable inspection report. _ ' The Treatment Plant was without power from May 5th at 1:50 pm until May 7th at 6:00 pm, a total of 52 hours. This outage was caused by a storm. Union electric was at _ ' the Wastewater Treatment Plant to relocate the utility poles and power lines because of construction that was started. During April, tours were given to SEMO students on the 18th and 19th. Six employees attended the Southeast Section meeting of the Missouri Water and Wastewater Conference in Cape Girardeau on April 24th. We also had 5 employees -- help with the annual "Spring Clean-up Week" in April. - 85 - r Department of Public Works { Wastewater Division _ Fourth Quarter Report, 199b - 1996 Page 2 L There was a considerable amount of construction going on by contractors during the fourth quarter. A lot of the progress on the different projects were interrupted by the river flooding. On April 9th, a pre-construction meeting was held on the installation of the screw pump covers. Gregory Construction started the work on the screw pump covers, but was delayed by the river and had to wait on parts to arrive. The screw -- pump covers and handrails were finished toward the end of June. Aschinger Electric also did some work at the plant in May and June on the stand-by power project. A pad was poured, wiring ran and handrails were installed. On , June 17th, the Kohler 275KW generator was delivered and set in place. The final hook- L up was done and the generator for the flood pumps was started up on the 21st of June. KAJACS Construction was at the plant during this quarter working on other projects. They started work on the installation of the 54" relief line and manholes, but work was halted twice because of the river rising. They also replaced the plant gate . valve with a new one. After the rise of the Mississippi River, they did some preparation ` work on the installation of the mechanical bar screens on the inlet structure. They also finished the concrete work and installed the south bar screen. The installation of the - north bar screen and start-up is expected to take place around the middle of July. These two mechanical bar screens are taking the place of the two comminutors that had been operating. ' — The Mississippi River flooding was of great concern during this quarter. There were certain precautions taken and construction work was halted. The river started ' rising in April and by the 29th of April, the flood gate at the plant entrance had to be put — in. In May and June, the gate was pulled out and put back in finro more times. We , doubled up on shift work, a generator was brought in for standby power for the flood pumps and we had to walk up the railroad tracks to get to the plant. Employees also manned the Mill Street Pumping Station, along with employees of Union Electric, for several weeks. With the construction work being postponed due to the river rising, a berm had to be built to keep river water from getting into the sewer system. ' Wastewater was diverted from two manholes into a diversion structure to do this. Employees from the plant, the sewer and stormwater crew and KAJACS Construction worked together to build this berm. Sludge also had to be stored in the storage tank. Sludge: _ There were 187 loads of sludge hauled from the Wastewater Plant during this quarter. This number is low because the river prevented us from hauling on a regular -- basis. There were 7 loads hauled to the Phil and Dave Hubbert farm in Scott County - - 86 - 4 Department of Public Works Wastewater Division _ Fourth Quarter Report, 1995 - 1996 Page 3 — off County Road 401. There were 180 loads hauled to the Gertrude Jones farm in Scott County off County Road 513. There were 21 loads of leachate hauled from the Transfer i Station to the plant for disposal. In May and June, sludge had to be pumped into the storage tank, because of the river flooding. Fifty-three loads (8.8ft) of sludge was stored. At the end of the quarter, there were 51 loads still in storage. ^ Laboratory-Pretreatment: Routine testing of influent, effluent and sludge was completed daily. Monitoring _ for sewer surcharge was done for three industries each month. Waste haulers dumped 210 loads for a total of$2,806.45. Monthly reports were prepared for Missouri Department of Natural Resources. -.. I No combined sewer overtlow sam les were collected. Ev p erything is prepared for stormwater monitoring on the city's bypass locations when the river stage gets lower ", and the ne rain occurs. , One Industrial Users Permit was issued for a tocal EPA superfund site cleanup. "' An investigation is under way to determine conditions for acceptance of water from a spill site. This is waiting for additional laboratory results. , ' ; A small amount of time was been spent at the Transfer Station to help with personal and computer problems.
