TWE enplanements for the quarter were up 390 over the 3rd quarter and up 189 over the 4th quarter of last year. Total enplanements for the quarter rose slightly to 1,952 compared to 1,732 for the same period last ' year. These increases may be due in part to increased marketing through radio and print advertising promoting the TWE $40 round trip through fare on TWA. Construction work was completed on the removal and replacement of concrete at various locations on Runway 10/28, Taxiway A, and the terminal apron by PR Developers resulting in a total cost of$22, 671.51. — Bruce Loy has been busy since he stepped into his new position as Airport Manager on April 2. Plans are being developed for an Aviation Day/Open House on October 18 and a Balloon Fest on July 10-12, 1998. Skysports began their skydiving operations during the 4th quarter. They have been performing skydiving and tandem jumps normally on Wednesday afternoons. The City of Cape Girardeau has been named as an additional insured for these events with the U.S. Parachute Association (USPA). r' Negotiations began with Ms. Yvonne LeGrand on leasing the restaurant facility. Lease details will be worked out with Ms. LeGrand who currently operates a restaurant in Scott City. .... Robert Low joined the Airport staff as an intern from Southern Illinois University. He will be aiding the airport staff through his eight week internship until August 8, 1997. Proposals are being accepted from airlines, including Trans States (TWE), for Essential Air Services (EAS) subsidy funds to serve the Cape Girardeau Regional Airport for the period beginning October 1, 1997. With increased funds available from the Foreign Overflight Fee the EAS Division of the Department of Transportation is indicating the probability of three flights per day Monday through Friday and two flights on Saturday and Sunday. As of this report, the contract is in Trans States hands for signing. ce W. CITY OF CAPE GIRARDEAU DEPARTMENT OF PUBLIC WORKS SOLID WASTE DIVISION — FOURTH QUARTER REPORT, 1996-1997 r Narrative Summarv: This quarter's residential service routes remained very comparable with figures for the same period last year. Residential special pick up service for bulky items was up 10%, compost pick ups were up by about 3.5%, the number of limb/brush pickups remained the same and the number of lugger containers placed was down slightly. Over all special services were up about 11% for this year over last. Progress toward final closure continues at the Landfill. Bids are currently being r reviewed for a solar powered gate opener and lock on the Landfill entrance gate. k „ The City Transfer Station operations have decreased by 1,497 tons for this quarter compared to the same period one year ago. Amounts of refuse collected by the City Departments has increased by 68.72 tons this quarter over this quarter last year. Overall _ Transfer Station tonnages have decreased for the year to date comparisons. City Collections decreased by about 3%, CashlCharge Collections decreased by 28.5%, Landfill Shipment decreased by about 25% and average daily tons decreased by 23%. The City Recycling Program shows a little more than 36% increase in pounds of product shipped and a 99% increase in compost materials shipped this quarter when r- compared to this quarter one year ago. In addition, 34,420 pounds of Recovered Sweeper Debris was shipped. We began processing Sweeper Debris in June 1997. The "in stock" inventory of products also shows an increase of 12% for this period. While overall product shipments were up by approximately 63% (includes glass, plastic, aluminum, newspaper/magazines, cardboard, white goods, steel/tin cans, special projects, compost materials and sweeper debris) this year compared to last year, net revenue from products generated $23,804.49, 24% less than one year ago due to the declining market value of products. Over 6.955 tons of materials were diverted from the landfill, at a savings of approximately 231 720 in disposal costs. r Pam Sander Solid Waste Coordinator - 63 - DEPARTMENT OF PUBLIC WORKS ' SOLID WASTE DIVISION FOURTH QUARTER REPORT, 1996- 1997 Page 2 THIS THtTR THIS YEAR lAS'T YEA: 4 QUARTER L:AT:1ER : TO DATE `fL1 DAT.: Residential Routes: Rear door pickups 58 Approx. residential customers 10,000 (,0; Approx. residential pickups 258,000 : 258,Qt1D: 1,032,000 ':#,JE3Q:: New rear door pickups 1 .:; Q:; : New commercial recycling p/u 0 f Cancelled rear door pickups 0 }: 0 {j Wednesday special p/u compost 151 ,_ 14: 414 82: Wednesday special p/u bulky 394 '. 1,869 ? During this week, all r' Public Works Divisions pitch in to help cleanup the City. This event was a large contributor to the 1,212.5 manhours spent assisting the Solid Waste Division this quarter. The largest amount of manpower, 1,470.75 manhours or 14.8% of the total manpower for the quarter, was — spent on limb pickup. This is consistent with the Year-To-Date Manpower Graph which also reflects limb pickup as the largest activity for the year. - Another special project for the Street Division this quarter was the preparation for Riverfest which was held June 13 and 14. The Street Division trimmed trees, swept streets, and patched potholes for the evenYs foot and bicycle races. r As shown on the Quarterly Manhour Graph (see page 5) 7.2% of the manpower for this quarter was spent on asphalt street repairs and 6.6% of the manpower was spent on concrete street repair. The construction crew placed 199.25 cubic yard of concert during this quarter. During February, the City awarded Lappe Cement Finishing a contract to complete severaf street patches throughout the City. The following is a list of locations where concrete and asphalt patches were placed by Lappe and City Crews. Concrete Patches with Contracted Labor r, April 41 and 49 Green Acres 3122 Dogwood 3000 Themis 1544 & 1576 Lexington 2021 Perryville Road 1921 Huntington — 1576 Lexington 803 Perry Ave. 1500 E. This R is 5,781 less than the 93,842 feet rodded and jet rodded this quarter last year. A total of 961.5 man hours were spent working on the CSO (Combined Sewer Overflow) Project this quarter. The College and Henderson South project is 100% complete, as far as gutter drains, area drains and lateral repairs are concerned. The amount of sewer lines televised is down considerably this quarter, at 730 feet compared with 17,448 feet this quarter last year. This decrease can be attributed to all of the time spent working with the CSO Project. A total of 11 emergency sewer calls were received during this quarter, with only 3 resulting from problems in the city lines. Stormwater Division: The City of Cape Girardeau experienced several rain events during the fourth quarter of this year, causing a struggle to keep up with the mowing demands of the season. Several ditches were dipped and basins were repaired. The Stormwater Crew assisted with the Annual City-Wide ' Spring Cleanup Week held in April and also with the cleanup effort of the old holding area on South West End Blvd. The new holding area will be at the Old Central Packing Lot on Cooper Street. The north grit chamber auger was replaced. Cotner Electric fixed an electrical short in the panel box for the grit chamber auger and blowers on the inlet structure. The brake clutch on the south mechanical bar screen motor failed and was sent to KAGMO Electric Motors for repair. The south screw pump had two oil seals in the lower unit replaced. The lab incubator temperature control thermostat was replaced by Flori Sales and Service. r The #1 pump in the Main & Merriwether Lift Station was taken out and rewound, and the impeller was replaced. The solenoid valve at the College & Henderson Lift Station — was replaced with a soft closing type. This was done to try and reduce the hammering of the potable water line. The Water Division was having some trouble with the water meter breaking. A wear sleeve on the #3 pump at the Saw Mill Lift Station was replaced. An air compressor was installed at the Boulder Crest Lift Station to help freshen up the sewage to keep it from becoming septic. The compressor comes on whenever either one of the pumps comes on. The level control sensor for the load out F' tank became faulty and it was sent in for repairs. The Sloan Creek and Stonebridge Lift Station alarm lights were repaired by Southwestern Bell. — Two sidewalks were poured by plant employees for the two valve structures on the outside of the plant. This connects the valves to the new road leading up to the plant and makes it easier to get to the valves. The intercom system for the plant was repaired. The air conditioner for the oce/lab was also repaired. Weeds were sprayed at all the lift stations and the treatment plant. The plant has been sprayed twice now. The Mississippi River was above flood stage during all three months of the last quarter. Although it didn't cause a lot of problems, there were some things that had to be done as a result of the high river levels. The flood pumps had to be run at the plant, the Broadway and Water valve had to be closed, and the Mill Street Pumping Station had to be manned. Mill Street was manned with City and Union Electric employees from - April 15th until May 9th, and again in June from the 1 st until the morning of the 3rd. In the monthly summary on testing and readings, there is a considerable difference in — the flow for the Total Maximum, the Total Minimum and the Total Influent for this year to date as compared to last year to date totals. This is due to the flow meter being out of order in July, 1995. Construction was done on the railroad crossing next to Kastens' Block Plant and construction was started on the stand-by bridge approaches west of Kastens'. The r elevated road was completed and after several days of curing time, we started driving on it on the 7th of April. _ ]]_ i Department of Public Works Wastewater Division Fourth Quarter, 1996 - 1997 Page 2 _ Monthly safety m__`^s were held and tool box meetings were done on the first workday of each week. There were 4 tours of the plant given to SEMO students and 1 , tour given to Perryville High School students. Student Government Day was held on the 9th of Apri. Dennis Hale escorted a student to different Public Work areas on that morning. -- Rick Randol Jr., Quentin Overbeck, and Jim Lincoln attended a class on "Pumps and Motors" in Poplar Bluff. Jim Baylor, Jim Lincoln, Ed Jaco and Quentin Overbeck - attended a safety class on "Chain Saws and Weedeaters". Dennis Hate attended an Industrial Wastewater/Sludge Land application Workshop in Jefferson City. In-House training was finished in May. Several employees attended the annual section meeting of the Missouri Water and Wastewater Conference in Sikeston. Ken Leimer was a judge at the annual Science Fair. Shane Neal passed the "D" Wastewater exam and Todd Fulton passed the "A" exam. _ Sludge: , There were 315 loads of sludge hauled from the Wastewater Plant. All loads went to the Gertrude Jones Farm in Scott County off County Road 513. There were 11 loads of leachate hauled from the Transfer Station to the plant for disposal. In April, the storage tank was used due to the closing of the road to the plant for 2 weeks. The road was closed to allow the concrete to cure. There were 45 loads put in _ storage in March and April (7.4 ft). This was all hauled out in April. Laboratory-Pretreatment: - Routine testing of influent, effluent and sludge was completed daily. Monitoring for sewer surcharge was done for three industries. Wastehaulers dumped 267 loads for a total of $3,285.85. For the 1996-97 year, Wastehaulers dumped 888 loads for $17,325.90. Thirteen industrial self-monitoring reports were received and reviewed. All parameters — were within permitted limits. One industry was published in the Southeast Missourian as being in significant non-compliance for January 1996 thru June 1996. This industry has returned to total compliance.
