Second Quarter Report
 2002-2003
(October-December,2002)
 NARRATIVE SUMMARY
Enplanements for Corporate Airlines for the Second Quarter were up 4%, from 1,990 passengers compared to
1,917 for the same period last year. Total enplanements for the fourth quarter were up 5% (2,003 compared to
1,937 for the same period last year). November and December months experienced several days of bad weather
and weather-related cancelled flights, making our monthly increases less than they have been in previous quarters.
Enplanements for the calendar year were up, however, by 22%, increasing from 7,388 the previous year to a 2002
total of 9,046 passengers.
Aircraft traffic was up for the second quarter with a 10% increase from 6,178 aircraft operations for the same period
last year compared to 6,796 this year. Instrument Operations were down 4%from 1,494 operations for the same
period last year to 1,434 this year
Fuel sales continue to track well for Cape Aviation with 78,791 gallons of fuel dispensed for the second quarter.
Columbia Construction completed the interior second-phase construction of the Renaissance Aircraft facility and
Renaissance completed the process of moving in to the new facility.
The Transportation Security Administration (TSA)completed the staffing of their permanent employees with the
exception of their Supervisor position. TSA is staffing a St. Louis employee here in Cape Girardeau until they fill
that position with a permanent, local employee.
The 2002 Air Festival Banquet,Wine Tasting, and Silent Auction was held November 2, at the Cape Elk's Lodge as
a fundraiser for the Cape Girardeau Regional Air Festival. The Silent Auction was a great success with nearly 150
people attending. The auction netted over$2,500 for the 2003 Air Festival.
Staff attended the 2002 International Council of Air Shows (ICAS)annual conference where we booked several acts
for the 2003 Air Festival. The headliner for the show witl be Lima Lima, a six aircraft aerobatics team flying T-34's.
The show is scheduled for July 11-13,2003 and will celebrate the 100'Anniversary of the Wright Brothe's flight.
A land lease with Dr. Frank Braxton was approved for development of a new private hangar. Office and hangar
space leases were approved for Cape Air Charter and Ozark Aircraft Maintenance.
A new contract for consulting services was approved for Kiehl Hendrickson to assist in development of the Airline
Ticket Trust and other related airline industry issues related to the development of a fourth round-trip. The cost for
these services is completely covered by a grant from the U.S. Department of Transportation and the funds
generated within the Airline Ticket Trust.
The Federal Aviation Administration (FAA)approved a grant for the rehabilitation of the T-Hangar ramp located
Noth of the terminal building. The work will be completed in the Spring of 2003.
Charlene Back has requested vacating her lease for the gift shop, as allowed in her lease with thirty-(30)days
written notice. Staff is considering alternative uses for the space.
New airport water and sewer lines neared completion in December. The new lines resulted from the infrastructure
grant provided to the City when Renaissance Aircraft committed to locating at the airport.
The Airport held a Public Open House November 26, 2002 for comments regarding the Airport Master Plan Update.
Approximately 15 people were in attendance to review the plan -very few comments or ma' oncerns were
 voiced. ,

Second Quarter Report, 2002-2003
— Narrative Summary
Sewer Maintenance Division:
The City of Cape Girardeau experienced quite a bit of wet weather this quarter, both in
the form of rain and snow. The Sewer Maintenance Crew rodded and jet rodded 83,955
feet of sewer lines which is a decrease in the footage rodded from last quarter's 129,475
r' feet. We attribute this decrease mainly to vacation leave and weather conditions.
The crew continued working with the I & I (Inflow and Infiltration)projects. We assisted
— the contractor in making repairs and removing gutter and area drains from the collection
system. Smoke testing was done near SEMO University and several areas that need
repairs were discovered. The University will use our findings to separate their storm and
 sanitary lines.
We received a total of 37 sewer complaints this quarter, with only 2 resulting from
 problems in the city lines.
Stormwater Division:
During October, the Stormwater Division completed both the mowing and the mosquito
fogging programs for the season. A major project was done in the alley off of North
Water Street during this quarter. An inlet was placed in the alley, two junction boxes
were installed and 200 feet of 12"pipe was laid. Another major project was started in the
rear of the 600 block of South Sprigg at the Rose Bed Inn. New structures and piping
were installed. This work should take care of the long-standing drainage problems in
these two areas. The crew also did a major repair on Green Acres where a junction box
had become clogged. Repairs were made on the Walker/Cape LaCroix Creek Channel
and ditches were dipped and pipes re-laid in the Commercial Street area.
i
Work was done at the Route W Trailer Park removmg water and other tasks associated
,. with the closing of the lagoons. General maintenance also continued throughout the
quarter, including tree removal, drift removal, rip/rap hauling, and inlet/crossing
cleanings.

Sludge:
There were 278 loads of sludge hauled to the Phil and Dave Hubbert farm in Scott
County off County Roads#405 and#408. There were 7loads of leachate hauled from "
the Transfer Station to the Wastewater Plant for processing. Sludge was hauled from the
Ramsey Branch Water Plant lagoon in November and December. Seventy-five loads
were hauled in with the majority of these put into storage.
Laboratorv-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring
for sewer surcharge was done for three industries. Wastehaulers dumped 201 loads for a
total of$2,308.55. .,
Six industrial self-monitoring reports were received and reviewed. All parameters were
within permitted limitations. One request was received for renewal of an Industrial Users
Permit. The application was approved and the permit issued for a 5-year time period.
Numerous requests were received for the release of non-stormwater wastewater. These
requests are reviewed on their own merit. One Wastehauler permit was issued. ,..
