,, Fourth Quarter Report
1997-1998
(April-June, 1998)
r
NARRATIVE SUMMARY
Enplanements for the fourth quarter continued to rise at a 52% rate over the same period last year from
1,941 to 2,957. Despite a very poor June completion rate for Trans World Express, TWE finished the
_ quarter up 36% over the same period last year. Final boardings for the 1997-1998 Fiscal Year totaled
11,058, an increase of 66°Io over the totals of 6,649 for the FY1996-97.
Missouri State Senate Bill #619 passed both the Senate and House of Representatives, providing increased
r funding for over 100 general aviation and commercial airports throughout the state of Missouri. The bill
allowed the reallocation of the state Jet Fuel Tax from the general fund to the MoDOT Aviation Trust
Fund. Additionally, and of great interest to Cape Girardeau, the Bill allowed up to $125,000 to be
allocated for reimbursement of control tower operational expenses for those municipalities who are
currently funding their own tower operation.
The Airport hosted the all women's 1998 Air Race Classic, held June 23-26. Forty-six(46) aircraft landed
and fueled at Cape Girardeau Regional Airport as the result of our "must-stop" designation.
^ Brian Weiler, MoDOT Aviation Director, provided an April 30 presentation regarding pending legislative
issues and reported on his department's role as the State's governing body for the aviation industry, as well
as the variety of programs available to airports throughout Missouri. Among others, members of the
— Airport Advisory Board, City Council, and Chamber of Commerce were on hand for the presentation.
A special Airport Advisory Board meeting, dealing with the possible reopening of the Airport Restaurant
.- was held May 28. Discussions have continued through the quarter to determine recommendations the
Board can develop to take to the City Council regarding the opening of the restauran[.
r. Trans World Express negotiated a new two year contract with the U.S. Department of Transportation
regarding their subsidy which funds their operation at the Cape Girardeau Regional Airport. The contract
allows funding for the same level of service we have experienced since October, 1997, when TWE began
_,. three (3) daily round trip flights (eighteen weekly) between Cape Girardeau and St. Louis.
The 1998-1999 Annual Budget was completed by staff this quarter. The new proposed budget totaled
$777,662 in operational and capital expenses.

The Fourth Quarter of this fiscal year was an eventful quarter for the Engineering
Division. The division worked on a total of 88 different projects excluding any work for
'" other city departments. A review of these projects show that there was 26 private
development or subdivision related projects, 19 projects funded by grants, 28 CIP or other
city related projects and only 9 water expansion projects.
•-
The data for this quarter indicates an increase in engineering time used for three
categories and a reduction in time spent in three categories over the same period a year ago.
— The areas that increased are private development, subdivision construction, and capital
improvement projects. While the areas that had reduced time are grant, city funded, and

water projects. The attached chart and graph show these trends.
t Included among the many projects worked on, the following events took place this
quarter: Perryville Road construction continued with pavement being repalced on some
r portions; several gravel streets were paved, the Fort D area CSO project and the West Side
Relief sewer were completed and the three EDA Grant projects were completed.
The end of the year data shows a substantial increase in engineering time spent on
Private Development, Subdivision, and Capital improvement projects with only minor
decreases in Grants, City, and Water projects. '

^ CITY OF CAPE GIRARDEAU
DEPARTMENT OF PUBLIC WORKS
 STREET DIVISION
FOURTH QUARTER, 1997-1998
Narrative Summary:
The annual Spring Cleanup Week was held Apri120-24 this year. During this week, all
Public Works Divisions pitch in to help clean up the City. The activity which used the most
man-hours this quarter was "limb pickup", consisting of 19% of the total man-hours for the
!r' quarter. This was due to the many storms we had during the quarter. The second largest activity
was "street repair concrete". In March, the Street Division awarded Fronabarger Concreters, Inc
a contract to help the Street Division break out and replace patches throughout the City. The
^ following are locations where the contractor and city crews placed concrete duing the quarter:

Str-eet Division
Fourth Quarter Report, 1997-1998
Page 2 .-
The annual Riverfest was held on June 12 and 13 this year. The Street Division trimmed
trees, swept streets and patched potholes for the different events during Riverfest. A crew spent '
some time sealing cracks in preparation for slurry seal work to be done later this year. The two
sweepers owned by the City swept a total of 6,368 miles of street, an increase of 1,423 miles
over the same quarter last year.
The sign crew set barricades as a result of the rising Mississippi River. They also started
their striping season during this quarter, striping centerlines, stop bars, left turn lanes and
crosswalks. Thiriy-four new truck route signs were installed and general maintenance was done
on traffic signal lights. J
In addition to the above, the division catried on with other maintenance activities such as
mowing city right-of-way, trimming trees and grading and placing gravel on streets and .
alleyways.

 CITY OF CAPE GIRARDEAU
DEPARTMENT OF PUBLIC WORKS
 WASTEWATER DIVISION
FOURTH QUARTER REPORT, 1997-98
" NARRATIVE SUMMARY
i
Wastewater Plant:
r" The south screw pump had all 5 drive belts and the motor for the grease pump replaced. The split oil seals
in the lower unit of the north screw pump was replaced and the south grit chamber was overhauled. The
sprockets, buckets, chain, bearings and etc. were replaced. The top wall bracket for the Waterman gate
valve was replaced in the plant by-pass valve. The sump pump in the west primary pump building was
replaced. The dehumidifier in the east primary pump building was replaced. The sprockets for the #1 and
#2 Primary drag drives were replaced. The manway lid inside the Trickling Filter building for the wet well
was replaced with a lighter aluminum lid. The electric panel for the flood pumps had an exhaust fan
installed to pull the heat out of the panel. The pump beneath the scales at the Transfer Station was rebuilt
.. and put back in place. The bowl, mechanical seal and impeller were replaced on the pump. The
mechanical seal was replaced on the #2 Transfer pump on the lime stabilization process.
... The starter contacts were replaced on the seal water pump at the College and Henderson lift station. The
College and Henderson lift station flooded from a broken seal water line. Three 20 horsepower motors
shorted out and had to be replaced. The seal water pump and motor also had to be replaced. An exhaust
fan was installed in the electric panel at the Shoe Factory lift station. The Saw Mill lift station had the
sump pump replaced in it. The wet well at the Kingsway lift station was cleaned out with the Vactor truck
and sewer crew. The Street Department hauled rock to several areas at the Wastewater Treatment Plant.
r
The lift stations, future lift station sights, retention basins and stormwater areas were visited by EPIC
Systems and City personnel. EPIC Systems has been contracted to engineer and design a SCADA system
"' for monitoring purposes. Johnson Communications and EPIC Systems worked on a radio study for the lift
station SCADA system. By the end of June they had completed their design for the SCADA System and
plan to present it on July 1 st.
F The North and South screw pumps had the gearboxes and motors checked by Bodine Electric. They ran a
vibration test and took oil samples to run test on. The vibration tests turned out very good. The oil analysis
results performed on the Hansen gear units showed that the North unit was normal. The South unit was
termed marginal. Bodine Electric suggested changing the oil and keeping it under close observation.

Electric power was off at the plant for one hour on June 23rd, from 11:l 0am until 12:l Opm.
The Mississippi River rose above the flood stage (32.Oft) in April and it continued into May until the l lth.
Again, in June the river rose above flood stage and stayed up through the rest of the month. The Mill
Street pumping station was manned by City and Ameren-UE employees. The temporary bridge was
- installed in April across the railroad tracks next to Kasten's block factory. During all 3 months, the valve
at Broadway & Water was closed and the Wastewater Plant switched from gravity flow to the flood
pumps.
Ken Leimer attended the 1998 Annual Pretreatment Workshop, held in Colorado Springs, Co. on the 14-

_ 82 _

16th of April. Quentin Overbeck, Jim Lincoln and Jay Grim attended a "Electrical Control Panels"
seminar in Poplar Bluff on June 9th. The Missouri Water and Wastewater Conference was held on April
22nd in Poplar Bluff. Employees who attended included Steve Cook, Dennis Hale Jim Baylor, Rick
Randol Jr. and Jay Grim. Youth in government day was held on April 15th, Dennis Hale escorted a ,!
student around. Five employees attended some of the health education seminars held during April. A new
employee started work at the plant on May 18th, Keith Morrow. Jim Huck from the Missouri Department
of Natural Resources from Poplar Bluff was here on May 21 st for a tour of the plant. Tours were given to ..r
Southeast Missouri University students on the 7th and 8th of May. A tour was given to students from
Chaffee, grades 7-1 l, on June 18th.

Monthly safety meetings were held in May and June, as well as weekly tool box meetings. The safety
meetings dealt with "Protecting your hands on the job." '
In June, office furniture, file cabinets and lab equipment were moved or set up out of the way in the office
and lab building so that the old tile floor could be removed. On the 23rd of June, BBL Builders started
working on the footing for the new storage building. —'
Sludge: '
There were 232 loads of sludge hauled from the Wastewater Plant to the Gertrude Jones farm in Scott
County off County Road #513.
.J
There were 85 loads of leachate hauled from the City Landfill lagoon to the plant for disposal. They were
hauled from May 19th through May 29th.
There were 10 loads of leachate hauled from the Transfer Station to the Wastewater Plant for disposal.
...
Laboratory-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monitoring for sewer surcharge was
done for three industries each month. Wastehaulers dumped 221 loads for a total of$3,422.50 in fees. -.
Nine industrial self-monitoring reports were received and reviewed. All parameters were within permitted
limits.
Numerous requests were received about accepting industrial wastewater from various locations. Each was
handled according to procedures developed 4-5 years ago. One new permit was issued. A letter of "
agreement is being developed for future use for petroleum rather than permits for each individual site.
Fifty out of 50 industrial waste surveys have been returned. There were no unexpected discharges into the '
sewer system listed. Those of concern are all currently permitted.
An anonymous complaint of illegal dumping within the City Sanitary Sewer System was handled with a
telephone call and the mailing of a copy of the "Oil & Grease Letter" to the business. The business
admitted to having placed material in the sewer system, but said they did not know it was illegal. _
