AIRPORT DIVISION
 First Quarter Report
1997-1998
 (July-September, 1997)
 NARRATIVE SUMMARY
TWE enplanements were up 314, or 38% over the first quarter of last year. Total enplanements were up
690, or 49% over the first quarter of last year. For the month of September alone, total enplanements
were up 277, giving us a sixty-one percent(61%) increase over the month of September last year. In
comparison, Proctor&Gamble's September enplanements were up 187, doubling last year's September
boardings by 107%!! P&G's increases are most likely due to their construction expansion and the TWE
increases are probably a result of the$40 advertising and additional hype regarding the new October flight
plans. It should be noted that these numbers would have been even better if we would not have had the
number of TWE flight cancellations we experienced in September.
A good portion of time was absorbed by plans for the 1997 Aviation Day Fall Fling and Fly-In scheduled
for October 18, 1997. The Aviation Day plans included a variety of events such as skydiving, hot air
balloons, radio controlled aircraft, static displays, and airplane rides for the public.
Bruce Loy attended a U.S. Contract Tower Association conference in Washington, D.C. where he learned
more about future funding possibilities for contracted and non-federally contracted towers. He was also
able to visit with the Department of Transportation (DOT) and lobby for the new, expanded Essential Air
Service (EAS) funding.
The DOT announced signing of an EAS agreement with Trans State Airlines with new expanded flight
service to begin October 1, 1997. The new service will expand Cape's weekly round trip flights from 11 to
19.
Negotiations with Ms. Yvonne LeGrand to lease the airport restaurant faciliry ended when Ms. LeGrand
decided to get out of the restaurant business. Bruce Loy continues to search for a restaurant operator.
Bruce Loy met with Bill Mishk, Director of Marketing for Trans State, in St. Louis and developed a
promotional kick-off advertising campaign which started with a September 11 reception at the New
Orleans restaurant. The reception was well attended by a variety of area travel agencies where Bruce
and Bill explained their plans for the new flights and the promotional ad campaign.
The Airport and City Engineering advertised for RFQ's for Airport Planning and Engineering consultants
and received proposals from six (6) different firms. A decision on the proposals is expected by early to
 mid-November.
The Airport also advertised for bids for a new bi-fold hangar door on the West side of Air Evac. Bid
Openings are scheduled for November 6, 1997.
Bruce Loy negotiated with Enterprise Rent-A-Car to begin car rental service at the Airport Terminal.
Enterprise is to be located at the current Information Center in the terminal lobby. City Council is
scheduled to approve the lease agreement on October 6, 1997.

 FIRST QUARTER REPORT, 1997

, lyarrative Summar
' Sewer Line Maintenance Division:
a This quarter continued to be busy as we worked numerous hours on CSO related projects.
The yearly, 6 month, and 3 month rodding and jet rodding was done this period. The
Sewer Maintenance cleaned(rodded and jet rodded) over 111,000 feet of line. The Sewer
Maintenance Crew also worked over 950 man hours on CSO related projects. General
maintenance also was continued this period.
 Stormwater Division:
The Stormwater Crew were busy this period, with general maintenance, mowing, cleaning
of the channel, placing rip-raps, gabion baskets, spraying of the Cape-La Croix channel. The
Stormwater Crew also mowed the C-4 ditch and Kinder Caze ditch, along with numerous other
 areas.
During this time we started the part-timers, which helped the department out by being able
to get extra work done. Considerable work was also done at the landfill and the holding azea.

CITY OF CAPE GIRARDEAU
!, DEPARTMENT OF PUBLIC WORKS
STREET DIVI5ION
I FIRST QUARTER REPORT, 1997-1998

! Narrative Summarv

This quarter has been the best weather for construction activities for the Street Division.
The construction crew poured 553 cubic yards of concrete during this quarter, which is very
comparable with the 572 cubic yards poured during this quarter last year. The Street Division
used 354.51 tons of Type C asphalt on several projects this quarter. They put down 230.99 tons
,n more this quarter than last yeaz.
The Sign Crew stripped 29.86 miles of centerline and turn lanes this quarter. In other
projects, they placed barricades for the Fourth of July activities for the river boats, downtown.
The crew also assisted the Fair Committee by placing and monitoring NO PARKING signs. They
also placed barricades for the SEMO District Fair that was held in September.
Lappe Cement Finishing, under contract, replaced some concrete patches, City Wide, this
quarter.
The two street sweepers which are owned by the City, had a total of 3978 miles during
this quarter. This is a decrease of 1022 miles during this quarter last year. What attributed to this,
is one sweeper that was down for awhile during the fist part of September. The Street Division
then received the delivery of a new Eglin Sweeper in September.
In addition to the above activities, the mowing crew was very busy trying to keep ahead
by doing work, such as, cutting and elevating trees, grading, graveling, and various other
 activities this quarter.

DEPARTMENT OF PUBLIC WORKS
WASTEWATER DIVISION
 FIRST QUARTER REPORT, 1997-98
NARRATTVE SUMMARY
 Wastewater Plant:
,

The bypass valve had the valve shaft removed and repaired by
Todt ' s . Another valve guide bracket was installed on the valve
shaft. The barb wire was replaced on top of the concrete flood
wall. The metal posts were also painted and cleaned that the barb
- wire is attached to. The auger miter gearbox in the #1 primary
was rebuilt by Todt' s. The #1 and #2 primaries had the bearings
replaced on the drive shaft spe reducers. The shear pin
sprockets were replaced on the #3 and #4 primary auger drives .
The input on the SLC-500 unit for the #2 float for the Trickling
filter pumps stopped functioning and was replaced under warranty.
The pH sensor probes on both the contact and the loadout tanks
were replaced. The split oil seals for the lower unit of the
north screw pump were replaced.
The Kingsway and Stonebridge Lift station wet wells were cleaned
out by the sewer crew and the vactor truck. The outside
structures at College and Henderson Lift station were painted.
The #1 pump at the College and Henderson Lift station had the
mechanical seal replaced. The impeller on the #1 pump at College
& Henderson Lift station was repaired by Faust Machine. The
impeller on the #2 pump at the Saw Mill Lift station came off and
was fixed. The air compressor at the Boulder Crest Lift station
was moved outside of the dry well to the stand pipe. It was
causing the pumps to become air locked and they wouldn't prime.
The bearings on the air compressor were also replaced. The Cape
Rock Lift station had new barb wire replaced around the top of
 the fence.
Carbon Monoxide detectors were installed at various areas around
the plant. The concrete part of the Trickling filter building was
painted. Both bypass structures on the west side of the plant
were also painted, as was the outside of the office and lab
building. Lynch' s Fire Protection serviced the fire
extinguishers. A time clock is being used at the plant now. The
wood decking for the temporary Lridge was delivered and is being
stored in the Central Packing building.
Kenneth Leimer attended a Pretreatment Conference in Kansas City
on the 17th and 18th of July. Steve Cook and Dennis Hale attended
the Missouri Water and Wastewater Conference in Columbia, Mo. on

 . .

the 23rd-25th of September. Jay Grim passed his CDL exam(written)
on the 23rd of July and then passed the class "A" CDL driving
exam in August. A tour was given to a class of SEMO students on
the 30th of September.
! The new Ford truck was received in July. This truck is used
' around the plant and by the Chief Operator for obtaining parts
and supplies. It is also used by Pmployees when going out of town
( for training and taking Wastewater exams .
Safety meetings were held on the 23rd of July, the 20th of August
and the 17th of September.
 Sludge:
There were 264 loads of sludge hauled from the Wastewater Plant
to the Gertrude Jones farm in Scott County off County Road #513.
There were 2 loads of leachate hauled from the Transfer Station
to the plant for disposal. The septic tank at the Transfer
station was pumped out (approx. 2, 000 gal) and was topped off with
about 2, 000 gal of leachate and hauled to the plant for disposal.

Laboratory-Pretreatment :
Routine testing of influent, effluent and sludge was completed
daily. Monitoring for sewer surcharge was done for three
industries. Wastehaulers dumped 185 loads for a total of
$2, 409. 80.
Thirteen industrial self-monitoring reports were received and
reviewed. One notice of violation was issued. All other
parameters were within permitted limits. The industry that
received the notice of violation has submitted a plan to control
future releases to the City Wastewater system.
Two industrial Pretreatment Inspections were performed. Both had
 satisfactory to excellent inspections.
